VIGAN CITY , Ilocos Sur- This city headed by Mayor Eva. Marie S. Medina is mulling to put up a biomass power plant as part of its vision to become a globally competitive city.
The city has tapped the services of Pacific Ecology and Environment, Inc., an expert in environmental research studies that will undertake a full blown feasibility study on the establishment of the biomass power plant.
Based on their memorandum of agreement signed by Medina and Cezar E. Pacheco, president of Pacific Ecology, the latter will first conduct a full blow feasibility to determine the project’s aspects in marketing, technical, operational, financial, environmental and come up with a financial aspect on the project whether it will contribute to the economic and social welfare of Vigan.
The proposed establishment of the said biomass power plant came at a time when this Heritage City’s economic development has been blooming and becoming globally competitive city with the sprouting of various commercial establishments here, the continued investors’ confidence, the prevailing peace and order, making Vigan as one of the most peaceful cities in the country, among others.
But Medina saidthe city will also want to address the issue of global warming through the tapping of the renewable sources of energy.
She said if ever the power plant pushes through, the rates of electricity would be more affordable to the people of Vigan and its neighboring municipalities.
She said a feasibility study should be done first to determine whether or not such project is viable to the people of Vigan.
Based on the MOA, the city will enter into a build-operate-transfer contract with Pacific Ecology for the construction of the said plant which will finance for it.
On the environmental aspect, the project should be pollution-free and that it will also assess its impact on environment, particularly on air, sea, land and surface and groundwater, the MOA added. -- Mar T Supnad
