Waste management city’spriority this year – mayor

BAGUIO CITY – Managing the city’s wastes will be the city’s sole priority this year, Mayor Reinaldo Bautista Jr. bared Thursday.

The mayor said the entire P250 million allocation in the city’s Annual Investment Plan this year was devoted to projects that cater to solid and liquid waste management.

In the proposed budget, he said that a P40 million outlay was included for hauling just in case the scheme would be required at any time this year.

Prior allocations for the set up of materials recovery facilities and engineered sanitary landfills will also be retained.

He asked for more understanding saying that the solid waste management plan was only approved last 2007 so technically last year was only the city’s second year of implementing a ten-year plan.

City Environment and Parks Management Office officer-in-charge Cordelia Lacsamana said the city is fast-tracking the setting up of materials recovery facilities at the various target areas.

One such proposed MRF site is at the upper portion of the parking space at Wright Park now being set up.

She said they are in the process of procuring equipment for the Bakakeng Central MRF including the purchase of composting drum facility based on updated specifications and costs.

On the satellite MRF development at the Philippine Military Academy, the PMA offered an alternative site measuring five to 20 hectares within the PMA reservation. It has been inspected and the city engineer who heads the technical team prepared a preliminary site development plan with cost estimate amounting to P6 million except the equipment. Lacsamana said the city and the PMA will enter into a MOA for the use of the facility.

She said the Camp John Hay and Teacher’s Camp gave their nod to the city’s request for the setting up of an MRF and they promised to propose their respective sites.

She said the city plans to put up a centralized MRF at Irisan for biodegradable processing. This along with the MRF in Bakakeng are targeted for full operation early next year.

The mayor, according to her, requested for the extended use bof the Irisan controlled dump facility before the National Solid Waste Management Commission based on a feasibility assessment report.
