VIGAN CITY, Ilocos Sur — Mayors of the Heritage City of Vigan and Changsha City in China signed recently a sisterhood agreement, a move to promote trade and commerce, and tourism between the two cities.

The memorandum of agreement was signed June 23, between Mayor Eva Marie Medina of Vigan City and Mayor Zhang Jianfei of Changsha City, Hunan, one of the biggest cities in China where economic growth is fast improving.

The sisterhood pact was witnessed by more than 200 representatives from the Chinese government, non-government organizations, and sister cities of Hunan Province all over the world during the ceremony which was one of the highlights of the 2010 Hunan International Friendship Cities Cooperation Forum and Conference held at the Dolton Hotel in Changsha City.

Through the efforts of then Gov. Deogracias Victor “DV” Savellano, who helped facilitate the agreement, the capital cities of Ilocos Sur and Hunan shall work on cooperative undertakings related to tourism, heritage conservation, trade and commerce as well as environmental protection.

This bond between Vigan and Changsha was initiated by Savellano who also travelled to China to speak in the forum and witness the signing.

Also in the official travel to Hunan was newly elected Gov. Luis “Chavit” Singson who said one of their official visit’s purposes is to follow up an earlier commitment by big-time businessmen in China who had earlier intensified their commitment to invest in Ilocos Sur.
