3 drug pushers sentenced to life in jail, fined P3M;another nabbed in city

BAGUIO CITY – Four illegal drug pushers were sentenced to jail last week, three of them getting life terms here by presiding judge Antonio C. Reyes of the First Judicial Region Regional Trial Court Branch 61.

Reyes sentenced to life imprisonment with a fine of P 3 million Gilbert Balancio Mendoza alias “Gilbong,” 39, married, cell phone technician, native and resident of 72, South Sanitary Camp, Baguio City here.

Mendoza was nabbed in a buy-bust operation by regional Philippine Drug Enforcement Agents on May 24, 2010 near his residence, where he sold a sachet of shabu to a PDEA agent.

Emely Cayandag Fama, regional PDEA information officer said Mendoza was apprehended earlier with 1.8 grams of shabu, on Dec. 5, 2004, at Yap St., South Sanitary Camp.

On Nov. 12, 2007, after nearly three years, he was acquitted of the crime of illegal possession of dangerous drugs by the same judge who convicted him recently.

Also convicted April 245 by Reyes for illegal drug pushing were Willy C. Borce, Heidi B. Domingo and Mackay Mapalao.

Borce is the younger brother of Gloria B. Del Mundo who was convicted last Jan. 12 by the same court.

PDEA agents arrested the siblings on August 19, 2009 during the implementation of a search warrant at their residence in 070 Purok 2, Lower Quirino Hill here for drug-related violations.

Seized by the drug law enforcement officers during the search were two sachets of shabu; eight chunks of marijuana hashish; numerous, assorted drug paraphernalia; and two bullets for a Cal. 45 pistol.

Witnesses said that Borce usually showed off a gun especially if he was drunk or high on drugs.

Borce, 46, construction laborer of this city sentenced to 20 years in prison and fined P3,000.

Borce was further ordered by Reyes to be penalized with additional six months and one day to four years in jail, and P10,000 fine for having been found guilty of possession of paraphernalia for dangerous drugs.

Meanwhile, Domingo was sentenced to life imprisonment with a P10,000 fine after being caught attempting to deliver two sachets of shabu and paraphernalia, concealed in an emptied toothpaste tube, to her older brother, Joseph Merlin B. Domingo IV alias “Biboy”, who is in prison at the Baguio City Jail.

The contraband were intercepted on July 21, 2010 by Jail Officers 1 Michael P. Cawi and Jenny Claire M. Chinalpan.

Reyes said he ordered the life term as it was found out she had been frequently delivering drugs to her brother.

Camp Dangwa regional police narcotics agents under Supt. Glenn Lonogan earlier received a tip from an informant about Domingo’s activities prompting them to coordinate with the PDEA for her arrest.

Earlier, Domingo, then 42, single, of Barangay Hillside, was apprehended by PDEA agents in a buy-bust operation, on Nov. 18, 2008, at ABCR, Baguio City, where two sachets of shabu were confiscated from her.

She was acquitted nine months later, on August 12, 2009. Similarly, her sibling “Biboy”, then 45, married, jobless, resident of Ledesma St., Aurora Hill was nabbed with two sachets of shabu on Feb. 23, 2010 at Sgt. Floresca St., Aurora Hill Proper, Baguio City by PDEA agents.

He just came out then from an eight-month imprisonment at the city jail for having been arrested on Jan. 7, 2009 after selling shabu to a PDEA operative at Assumption Rd., Kabayanihan wherein he was acquitted on Sept. 9, 2009.

On Nov. 4, 2004, he was apprehended at Barangay Gabriela Silang when he sold shabu to a drug law enforcer of PDEA. The case was dismissed on Jan. 28, 2005.

In the other drug case, Mapalao was sentenced to life term with P5 million penalty by Reyes.

Mapalao, then 53, married, sunglass vendor, native of Marawi City, Lanao Del Sur and resident of 24 Purok 6, Pinsao Pilot Project here was arrested on Jan. 27, 2010 after he sold a sachet of shabu from an operative of PDEA.

Borce and Mapalao were ordered by Reyes to be immediately transferred to the National Penitentiary in Muntinlupa City, Metro Manila; while convict Domingo will be moved to the Correctional Institute for Women in Mandaluyong City.

In another incident, an alleged illegal drug pusher was nabbed April 25 by police in Baguio.

Supt. Leon Tallejo, regional police information chief identified the suspect as Paul Atos, Black 50, of 17, Quisumbing St. Barangay Trancoville at about 5:30 p.m. at Malvar Street near his residence.

Operatives confiscated a sachet weighing two grams containing white crystalline substance suspected to be shabu and valued at P2,360 and two five hundred peso bills which served as buy bust money.
