BAGUIO CITY – The contractor of two controversial infrastructure projects along Naguilian road and Quezon Hill with a total project cost of approximately P20 million will be completed by October provided that good weather will continue to prevail in this mountain resort city.
Benardo O. Capuyan, general manager and proprietor of BLC Construction, said works along the two roads are within schedule but Typhoon Mina and afternoon rains delayed the two projects which were awarded to him last August.
According to him, the preparation of the base of the concrete pavement is often times repeated because their earlier preparations are always disturbed by the daily afternoon rains, thus, they could not advance their paving works.
One of the things delaying the project is the relocation of the pipelines of the Baguio Water District which will be affected by the installation of culverts to ensure the proper drainage system along the roads but the same was not included in the program of work for the said projects although they will closely work on it.
Capuyan said the local government and the DPWH-BCDEO has imposed a traffic scheme along the road where works are not allowed from 6:30 a.m. to 8:30 a.m. and 5 to 7 p.m., thus, they offset their works by extending their work schedule up to midnight whereby construction workers are obliged to work at least 14 to 16 hours.
To ensure earlier curing period of the concrete pavement from 28 days to only 15 days, Capuyan disclosed they have included additives to the concrete mix so that the pavement will be penned the earliest possible time for vehicular traffic and to lessen the inconvenience to the public.
He said they have to break both lanes of the road to remove the old concrete since it will be impractical to break one lane and pave it before breaking another which might result to evident cracks on the new pavement that will again raise questions on the quality of work.
The construction firm assured the affected populace all efforts are being done to complete their warded project the soonest possible time but it seems the weather condition is not on their side although appropriate strategies are being employed to ensure the completion of quality work beneficial to the public.
