P50,000 per person: OPAPP funds due for release to Kalinga rebs

TABUK, Kalinga- - The Provincial Social Welfare and Development Office said the release of the livelihood assistance from the Office of Presidential Adviser on Peace Process to former rebels in Kalinga would be made last quarter of this year.

Program coordinator Eusebia Haddac of the PSWDO said because of some problems in requirements that caused delay, she volunteered to perform additional work in the compliance of preliminary interrogation reports (PIR) on rebel returnee beneficiaries to facilitate release of their financial aids.

The OPAPP, which is now under scrutiny by other government branches like the Senate, reportedly allowed the submission of PIRs in place of earlier submitted Joint Validation and Authentication Committee Certifications, which are difficult to locate at the head office.

There are 15 former rebels in the province who are target beneficiaries under the Social Integration Program (SIP) of the previous administration and Local Reintegration Program under the Aquino administration.

Each beneficiary is entitled to a maximum financial assistance of P50,000 from OPAPP based on the project proposal the returnee submitted.

Haddac disclosed OPAPP is ready to release the assistance of three applicants, but she said the province appealed that releases would just be made at the same time considering it is not easy to be calling every beneficiary to come to the center and claim .

Some of the beneficiaries have already relocated to other provinces but they were not excluded from the list, Haddac said.

She explained proper coordination is made with OPAPP about their case and release of their assistance will be channeled to proper agencies in their present locations.
