Cops clueless: High profile Ilocos Sur killings rise

SAN ESTEBAN, Ilocos Sur  - The list of unsolved and high profile killings in the province has risen the past few days with the bloody murder of a foreign national here and the chief fire marshal of Magsingal town  Monday.

Police are still facing a blank wall in the killings. Based on a report received by Senior Supt. Samuel Amoyen, Ilocos Sur police director from Insp. Joel Castillo, San Esteban cop chief, unidentified armed men ambushed a Mazda CX7 with plate number PAO 589 resulting to the instant death of an unidentified man and the wounding of its driver identified as Carlos Uy.

 The Mazda van was registered under the name of one Harry Tan. It was not known if the killed man was Tan.

 Castillo told Amoyen that the Mazda van was on its way south along the highway of San Nicolas, when it was ambushed by armed men using Cal. 9 mm handguns.

The unidentified man was killed on the spot while Uy suffered several gunshot wounds and was brought to a hospital for treatment.

 Police ruled out robbery since the P22,427 money of the victims remained intact.

 Police to date are clueless in the killing that shocked the once peaceful town of San Esteban.

In Barangay Barbarit, Magsingal, Ilocos Sur, Senior Fire Officer 3 Teddy Farinas, fire marshall of Magsingal, was also ambushed by unidentified men as the victim was riding on his Toyota Corolla car while on his way home to Barangay Barbarit, Magsingal.

 The unidentified suspects riding two motorcycles along the road suddenly peppered the victim’s car with bullets.

 The victim was seriously hit in different parts of his body causing his instant death.

The responding policemen recovered several empty shells from Caliber .45 pistol at the crime scene.

 Like the case in San Esteban, the killings remained unsolved.

  1. comment on the ambush-slay of senior fire officer teddy farinas. a few weeks before his death, a cafgu member named wilby arconado of brgy maratudo,magsingal, i. sur was shot to death inside the public market of this municipality by an alleged gun for hire duo. after the incident, as witnessed by bystanders, the killers went to their get-away motorcycle parked just in front of the fire station but they were not able to escaped immediately due to alleged engine trouble on their vehicle. moreover, the duo were still on that area for a couple of minutes fixing their motorcycle. after which, they successfully escaped at the crime scene. many people were wondering why there was no action on the part of the fire department personnel during that period of time knowing that they have also their issued firearms ( carbine rifle, baby armalite etc.) eventually, the cafgu comrades suspects that the fire bureau headed by farinas were in cahoots with the alleged killers of arconado, a known close bodyguard by a prominent person in magsingal town. in fact, there was a rumor before his death, that he himself (teddy) told to his friends that indeed, the cafgus were having ill feelings with him since the incident. the local police were still facing blank wall on their investigation up to this very moment on this gruesome killing. we believed that this incident was in retaliation on the death of arconado. we were not the investigators or rather a member of the pnp but in my humble study on this case, it was clearly an act of vengeance. in the past few months before those cases, some members of the cafgus were suspected as gun-for-hires in this municipality used by prominent people in exchange for a huge amount of money.

  2. in addition to magsingal, i. sur killing incidents. since the latter part of year 2011 up to this time, many gruesome killings had happened on this once peaceful town of ilocos sur. to name the few were victims: macario torda (cafgu member), warlito garcia, charlie molina, alyas "boy negro". they were allegedly a staunch supporter of political opposition of this town. on the other hand, a certain alyas "oming" of brgy. namalpalan, surname "parbo" of brgy maas-asin, both on this municipality and they were identified as bodyguards of the present administration. then comes the murder of cafgu member arconado, fire marshall farinas, and a couple of days past, the last victim was alyas "oning" of barangay patong of this town and personal driver of incumbent opposition municipal councilor member constante oandasan. many believed that those killings were politically motivated based on the victims identity. those killings really causes fears to the people of this town and eventually loses hope to the local police force in solving those cases. we cannot blame them since not even a single case was solved by those people committed to safeguard lives and properties. hopefully, my comments will served as an eye opener to the police force to do their fundamental duties as protector of the people and law enforcers, likewise to the local government to bring back peaceful moments of this once very progressive and crime -free municipality of magsingal.
