BAGUIO CITY -- Almost P5-million worth of modern computer,
communication and transport equipment has been given to the Baguio and the Cordillera
police from the Priority Development Assistance Fund of Rep. Bernardo Vergara
the past two years.
This was bared last week in the solon’s keynote speech
before officers, personnel and guests during the 111th anniversary
commemoration of the police service at Camp Bado Dangwa, La Trinidad, Benguet
last August 10.
These included six Honda 500cc motorcycles worth P3-million
provided to the Baguio City Police Office Traffic Management Branch, as well as
another 42 motorbikes and 214 handheld VHF radio transmitters valued at
P1.3-million for police auxiliary forces here “to enhance quick and capable
responses to criminal situations.”
This was aside from another over half a million pesos worth
of computer hardware equipment and geographical information system to establish
a breakthrough in crime investigation and detective management called the
e-Blotter.
The e-Blotter is a stand-alone system installed in all
police stations as a means of reporting and monitoring crime, and also to
maintain the results and records of investigations conducted.
This does not only facilitate crime documentation and
modernization of data storage but also presents quick, fast and reliable
transmission of crime information from police stations to the PNP headquarters
at Camp Crame, Quezon City as an effective management tool for decision makers
and security strategies to have an intelligent way of mapping out peace and
order and anti-criminality strategies.
The e-Blotter hardware for the six provincial police offices
in the Cordillera and the 10 police stations of Baguio are initiatives of
Vergara.

“Today, as you mark yet another milestone year in the
111 years of dedicated police service to the nation, one very recent but
enduring image comes to mind, alive and compelling. I see police officers, men
and women coming to the rescue of our people in the flood-ravaged areas of
Metro Manila and outlying provinces. I see him and her battling the odds,
daunting the risks, staking life and limb to save a hapless citizenry. I see
the policeman with pride in my heart.”
Reminiscing about the Philippine Constabulary, which started
its service to the country 111 years ago with the motto “always outnumbered,
but never outfought,” Vergara pointed out that the constable continued to be
the nation’s policeman from 1935 up to 1991 when police functions were
transferred to the Philippine National Police.
“Today, you are among the over 140,000 police officers, men
and women sworn to serve and protect the nation’s citizenry. Anuman ang
pwesto at ranggo, ang bawat pulis sa ating mga bayan at lungsod sa buong bansa
ay mukhang isang Pilipinong tapat, masipag, at may tapang na gawin an gtungkulin
na sinumpaan,” he continued.
“After all, as our beloved President and your commander-in-chief has implored you in his anniversary greetings, and I quote: “Sa pagbabako sa pwesto sa 2016, maiiwan ko ang kapulisan na tunay na may tapang at tunay na may dangal, tinitingala ang buong sambayanan.”
“These are the words that have guided public servants like
me to accept the shared responsibility of helping our police forces to do their
job honorably and well. This is why I myself have spared no congressional
resources in fostering the utmost peace and order condition in our own city of
Baguio, as well as in other parts of the Cordillera Region. After all, without
peace and order, there can be no growing economy, no tourism to speak of, no
business to prosper, no education to take care of, no job or livelihood to promote.”
“Truly, you should endeavor to develop all-around
competence, enhance individual skills, and gear up to specialize where our
police can. Ganun din angaking gusto sainyo. That for every
policeman, absolutely no one is above the law. That service awaits everyone
without fear or favor. Angserbisyoke Juan at Pedro ay serbisyo din
kahitkanino. This way, we honor more than one century and a decade of
honest service to our people. This way, our police officers will personify what
