BANGUED, Abra – Working permits for “service providers” like guest
relations officers (GRPs) are now a requirement in this capital town.
The municipal treasurer here said such permits are not meant to monitor and regulate presence and
performance of licensees but to
protect them.
Isabelo Belisario said issuance of working permits to service
providers to include security guards,
service crew of food chains, and GROs in the entertainment business was in line
with police power of the mayor to ensure well-being and safety of the
public.
Belisario said service providers are exposed to health hazards and
threat to their security as they associate with the public whom they serve.
Working permit fees payable to the local government by security
guards amounts to P1,200.00 with the following breakdown: mayor’s permit, P1,000; police clearance,
P50; occupational fee, P100 and mayor’s clearance, P50.
It is the same for service crew of food chains and GROs but with
additional P350.00 for medical clearance.
According to Belisario, the imposition of the working permit was
part of the revenue generation program of the LGUs allowed by the Department of
Finance under the supervision of the Bureau of Local Government Finance.
Belisario said working permits are renewable every year except for
medical clearance which is required to be renewed every six months.
