According to the latest Global Corruption Barometer (GCB) of the
anti-corruption watchdog Transparency International (TI), the Philippine
National Police (PNP) is the most corrupt institution in the country.
But with the leadership of PNP Director-General Allan La
Madrid Purisima, issues on corruption within the PNP are reportedly now being addressed..
From January to June this year, a total of 154 officers and men with 128
various cases, were administratively and criminally charged by the PNP.
In the Cordillera, for the same period, 95 police personnel
were reportedly administratively charged of which 11 were dismissed, four
demoted, 33 suspended, eight dropped from the rolls, seven reprimanded and
30 exonerated.
A police report from the regional police headquarters in
Camp Dangwa, La Trinidad, Benguet said Purisima has strengthened the Integrated Transformation
Program-Performance Governance System (ITP-PGS) or the PNP P.A.T.R.O.L. Plan
2030.
“This was enhanced further by his Strategic Focus
CODE-P:2013 and beyond. The PNP has also installed several safety
measures in its systems and instituted fiscal reform procedures to eliminate
graft and corruption and prevent possible situations and opportunities for
corruption in police operations,” the report said.
The PNP has been reportedly cited as among national
agencies which are compliant with the national government’s Performance
Governance System in terms of transparency, accountability and organizational
reforms to eliminate corruption.
The report went further: “The PNP has vowed to continue
with its reform program in order to regain the support and trust of the
public.Sensitive issues such as corruption by PNP personnel can be dealt with
more effectively if the public becomes a constant partner in the monitoring and
reporting of policemen who commit or are suspected to have committed
corruption, extortion or abuses.”

Weeding out police misfits is not easy. But the public
could do its share by reporting corrupt or abusive elements within the PNP to
concerned authorities.
