Brothers nabbed for illegal guns, drugs

BANGUED, Abra -- Two brothers identified as Iyan Cecilio V. and Jedy V.Barbero were arrested last week for illegal drugs and firearms by personnel of Abra Provincial Anti-Illegal Drug Special Operations Task Group, Abra Shield and Bangued Municipal Police Station.

The arrest was done after Senior Supt. Albertlito Garcia, provincial police director, ordered his men to conduct intensified operations against drug peddlers and manufacturers to prevent proliferation of drugs in Abra especially this summer.

Lawmen confiscated the following items from the suspects 9mm rifle with two magazines, Cal. 38, several bullets for different guns, illegal drug paraphernalia and 60 mm projectile without fuse assembly.

The search was made in the presence of barangay kagawad Baltazar Barzuela of Calaba, Bangued, Abra and Edgar Tanora Media representative.

Arrested suspects together with confiscated items are now under the custody of Bangued MPS while cases were prepared against them.

Regional police director Chief Supt.Isagani R. Nerez assured filing of air-tight cases against the suspects and ordered follow-up investigation to identify and arrest other drug violators.

Mayoyao police receives Medalyang Papuri

MAYOYAO, Ifugao -- The municipal police station here recently received the Philippine National Police MedalyangPapuri or Commendation Medal from the Police Regional Office-Cordillera Administrative Region for  competence and teamwork in arresting  three   most wanted persons in  this corn-producing  town.

The medal was received by Mayoyao police chief Senior Insp. Josias Tangonan during first quarter meeting of the Provincial Advisory  Council at the Ifugao Provincial Police headquarters  in Lagawe.

According to Supt. Allan Guyguyon , chief intelligence officer of Ifugao Police Command, the medal was awarded to  Mayoyao police for competence and teamwork in arresting Christopher Balaya, James Balaya and Morris Bad-ang,   ranked No. 1, 3 and 4  respectively,   in the  10 most wanted persons in municipal  level  last year.

Deputy provincial director for administration and operation, Supt.JamesMangili said inadequate funds for operations was a problem  but  this did not deter Ifugao  police force  in doing  their law enforcement work. -- Daniel Codamon

PNP, Informatics College offer educationalbenefits program 

CAMP DANGWA, La Trinidad, Benguet -- To boost morale of Cordillera cops and their dependents in recognition of their services to the communities, the Philippine National Police if offering500 slots with 50 percent discount to qualified PNP personnel extended to their dependents for college education.

One of the programs of the PNP is the education benefits program of which the PNP and the Informatics College Eastwood, INC. signed memorandum of agreement for implementation of PNP-Informatics educational benefit program.

PNP-Informatics offers 500 slots with 50% discount on tuition fees for a maximum of four years college education which will cover all the semesters and summer class corresponding to the school year covered by the IRR, and can be renewed or extended by written agreement between parties, within 15 days prior to its termination.

These implementing rules and regulations prescribe policies and procedures governing implementation of the PNP-Informatics Educational Benefit Program for SY 2014-2015.

 Courses offered by Informatics are: Bachelor of Science in Information Technology; (2) Bachelor of Science in Computer Science; (3) Bachelor of Science in Information Systems; (4) Bachelor of Business Administration major in Marketing and (5) Bachelor of Science in Entrepreneurship.

TESDA diploma programs include computer hardware servicing, computer programming,visual graphics and animation.

Applicants may avail the program in any of the following INFORMATICS branches: Informatics College Eastwood, Informatics College Manila; Informatics College Northgate, Informatics SM Megamall Center, Informatics College Cebu; Informatics Makati Center, Informatics Callocan Center, Informatics Diliman Center; Informatics Fairview Center, Informatics Cainta Center; Informatics Las Pinas Center; Informatics Imus Center; Informatics Baguio Center; Informatics Cagayan De Oro Center  and Informatics Consolation Center.

Interested applicants are may secure application form at PSS, MWD, DPRM or download via Informatics website at www.informatics.educ.ph  the following requirements:duly accomplished application form attached with two copies of latest 2x2 pictures of the applicants; copy or authenticated machine copy of birth certificate of the applicant and certificate of duty status/non-pending case issued by the administrative  officer; copy or authenticated machine copy of report card (Form 138), certification of grades or transcript of records (TOR) of the applicant from the most recent educational level accomplishment  and educational institution attended and certificate of good moral character of the applicant from the last educational institution attended.

Qualified grantees are encouraged to submit their properly accomplished requirements to Chief Regional Personnel and Human Resource Development Division who will issue  recommendation/endorsement to any Informatics branch where the PNP personnel or his dependents intend to enroll. Enrollment period will be  May to June; Sept. 1 to 30 and January.

Informatics will distribute unsigned vouchers to interested PNP personnel or dependents in schools and PNP offices/units they will visit and these shall be processed along with the other documentary requirements and shall be attached to the recommendation.

PNP leads First Southeast Asia human rights forum

 To promote police officers’ respect for human rights,  ruleoflaw human rights-based policing, the Philippine National Police in cooperation with the Hanns Seidel Foundation-Germany, held the first Southeast Asia Human Rights Forum for Police Officials tomorrow at the First Pacific Leadership Academy, Sumulong Highway, Antipolo City.

Gracing the event were PNP officer-in-charge Deputy Director General Leonardo A Espina, Ambassador of the Federal Republic of Germany to the Philippines, His Excellency Thomas Ossowski and other senior police delegates from Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam.

Recently, the PNP and Hanns Seidel Foundation of Germany renewed  partnership which started in 2008. Both parties have been working closely to promote human rights in the PNP through education and training, community-based dialogues and the development of various knowledge products, tools, and guides on human rights-based policing.

According to the PNP Human Rights Affairs Office head Chief Supt Antonio B. Viernes, the Southeast Asia Human Rights Forum for Police Officials intended to develop common consensus and to foster regional cooperation among police officials of Southeast Asian countries.

The forum was set in time for ASEAN Integration on Dec. 31. This ASEAN Integration, although primarily economic in nature, presents an opportunity for security sector officials in the region to discuss and share insights for the incorporation of International Human Rights Standard for Law Enforcement and International Humanitarian Law in their respective jurisdictions.
