Capas town top 10 wanted persons all hauled to jail
CAPAS, Tarlac -- Provincial police director Senior Supt Alex Sintin said all top 10 wanted persons with warrants of arrest in this town have already been arrested.

In a report, Supt. Jesus Rebua disclosed first to fall was murder suspect Marvin Guieb Quijano, 31, of Sitio Bilad, Barangay O’Donnell, Capas, Tarlac, who is number in the list.

He was arrested in General Tinio town, Nueva Ecija, recently.

Then came apprehension of his brother Mariano Guieb Quijano, listed as number 1 in the municipal Top 10 Priority Target, who was nabbed in the hinterlands of Sitio Caguing, Barangay Maruglo, this town, after more almost a month of stake out by the police.

The Quijano brothers are wanted in the brutal murder of their neighbor Ernie Galang in December 25, 2009.

Also arrested are carnapping suspects Albert SiapoSalunga and Benedict Castro Mercado, ranked as number 3 and 4, respectively.

Annalyn Salazar Pabustan, Florencia Adona Panaligan and Daniel Esposo Guevarra, listed as numbers 5, 6 and 7, were also apprehended for separate charges of qualified theft committed in 2013 and last year.

Edward Miclat Galang, Anthony De Dios Ponce and Bonifacio Cunanan BognotJr were also separately arrested for their cases of Theft filed before Regional Trial Court of this town. Laborer stabbed inside bar
BAGUIO CITY – A certain Jonnie PumihicNahhoy, laborerand  resident of Alno, La Trinidad, Benguet was allegedly stabbed by a certain Simon Otano, a town mate of the victim who escaped after the incident.  

Police said the incident happened round 4 p.m. of August 30, inside a bar along 2 ndKayang Street here. Investigation showed Tong Bahinte May-og, the victim’s co-worker was approached by the victim while grasping his left side body. May-og immediately brought the victim to Baguio General Hospital.  Investigation revealed the incident was witness by a certain “Sion”, a waitress of the bar and gave suspect’s first name as “Simon”, while the family “Otana” was supplied by May-og.

Lightning strikes dead fisherman  
TAYUM, Abra – A fisherman was struck by lightning here along the Abra River around 5:30 p.m. Sept. 1 causing his instant death. A police report identified the victim as Maximo Alagao Tacanay, 49 of Barangay Deet here. Investigation disclosed that prior to the incident, the victim was seen casting his fishing equipment along the river when lightning struck him.

Naked female cadaver found in Tuba, Benguet
TUBA, Benguet – An unidentified female cadaver was found here about 8:30 a.m. Sept. 1 by a certain Jeoffrey Melanis Jolidar, 33,  resident of San Luis Pugo, La Union who reported his find to Tuba police. The naked cadaver was found at SitioLangis, Tabaan Sur here described as about 5’5” in height, about 40 t0 50 years old.

Police said the cadaver was in state of decomposition. Police are still investigating.

Teen hangs self over hoax text message

TUGUEGARAO CITY  – A 15-year-old girl hanged herself after receiving a text message that her boyfriend had died, which turned out to be a hoax, in Iguig, Cagayan on Aug. 30.

The girl was found dead in the room of her aunt’s house in Barangay Baculud.

She reportedly locked herself up after reading the message allegedly sent by her boyfriend’s relatives from Batangas, according to case investigator Police Officer 2 Dan August Begenio.

The message stated that the boy died of diarrhea.

Begenio has yet to confirm whether the victim’s parents would press charges against the boy’s relatives. – RaymundCatindig


Wife sleeps with husband but later finds him dead in canal
LA TRINIDAD, Benguet – A vegetable packer at the La Trinidad trading post here identified as Edralin Soriano, 27, reported to police his grandfather was found lying lifeless in the canal beside their boarding house at about 5 a.m. Sept.1. Police identified the victim as Alfredo E. Gallano, 69, resident of Pines Park, Balilihere.labove-mentioned address.

According to Rosalinda L. Gallano, wife of the victim, they went to sleep at around 1:30 a.m. of Sept. 1, but at around 4:30 a.m. same date, she found out that her husband was already lifeless. The cadaver of the victim was brought at Bahay Damayan Funeral Parlor at Marcos Highway, Baguio City for autopsy.

Moncada murder suspect caught in Abra mountains
MONCADA, Tarlac -- After more than three years of hiding, the suspect in the brutal murder of an old man here was finally arrested at the hinterland barangay in Abra province, some 400 kilometers away, last week.

Chief Insp. Edison Pascasio identified the apprehended long time fugitive as John Paul OrobiaMadriaga who was caught Barangay  Calumbayaga, Dolores town, Abra.

Madriaga, this town’s number 1 most wanted criminal, was charged for the brutal murder of 77-year old IreneoGajes in March 5, 2012, who was killed at his own residence in Barangay San Julian here.

Pascasio, said Gajes’ lifeless body was found with 21 stab wounds and the motive for the killing is robbery. The P15,000 cash withdrawn that day by the old men was missing in the crime scene.

Gajes is childless and lives alone with his bedridden equally old wife when he was murdered.

Apparently, Madriaga is not from this town and was only vacationing at a relative’s house here and immediately fled after the heinous crime took place

Five young men land in jail over two goats
BOKOD, Benguet – Five young men landed in jail for stealing two goats at Sitio Adonot, Ambuklao here on Aug. 30. 
Police identified the suspects as  Ronald Ribon Perez, 26; Noel Daguinog Ortiz Jr., 23; Cliford Luluquisin Esquivel, 17; Reymark Rodriguez Morales, 19; Denmark Eugenio Cristobal, 18, all natives of Roxas, Isabela.

Investigation revealed a concerned citizen informed Bokod police said suspects loaded two goats to their private utility vehicle bearing plate number VFH 681 while on their way towards Baguio City. Bokod police  relayed the incident to Beckel, La Trinidad police for  apprehension of the suspects. At around 4:30 p.m. same date, suspects were apprehended along Botanical Garden, Pacdal, Baguio City. The suspects together with the evidence were turned over to Bokod police.
  
Thieves divest young man of belongings 
BAGUIO CITY – A certain Ian Jones Bagwan Madongit, 24, of Sagada, Mountain Province was divested of his personal belongings by still unidentified men at about 2 a.m. of Sept. 1 here at Centermall, Upper Magsaysay in front of Allied Bank.

Police said the victim just came from a drinking session and while waiting for a bus ride at the said place, three unidentified male persons approached him. Suddenly, they aided one another in divesting the victim of his cell phone worth P3,000, wallet containing his ID cards, cash of  P2,500.00, and important documents. The victim shouted for help but no bystanders reacted while the suspects ran towards Dagohoy Street.

Ilocos PNO chief starts ‘Oplan Lambat Sibat’
CAMP FLORENDO, La Union- The new leadership of Police Regional Office 1 headed by Chief Supt. Benjamin T. Hulipas, oriented ranking police regional and provincial directors and staff Wednesday on “OplanLambat-Sibat.”

Senior Supt. Marlou C. Chan, deputy regional director for operations, said the program was vital in encouraging interaction between communities and police.

The program makes use of anti-crime operations such as used of checkpoints, mobile and foot patrols and police visibility.

A brainchild of PNP chief Ricardo Marquez, the Oplan “Lambat-Sibat” is also an intelligence driven action of tracker teams to arrest wanted persons.

Oplan “Lambat-Sibat” was first launched in the National Capital Region in June 2014 wherein it reduced crimes of up to 50% according to Department of Interior and Local Government Secretary Mar Roxas.-MydsSupnad

Man mauls young lady over P20 cell phone load  
BAGUIO CITY – A certain Annalyn Villegas Elarmo, 37, single, store owner, native of Negros Occidental, and a resident of Loakan Liwanag, here was reportedly mauled by John Lagutong Dinamling 45, of HinGyon Ifugao, and  resident of Purok Magsaysay Loakan Proper.

Police said the incident happened about 4:50 p.m. of August 31 along Atok Trail here when the suspect got angry while insisting that the cell phone load amounting to P20 which he bought from the victim was not yet received by him.

The suspect suddenly mauled the victim when the confirmation was showed to him proving that the load was sent to his number. Responding cops arrested the suspect. 

4th Year High School students maul, stab minor  
BAGUIO CITY – A minor was mauled and stabbed with an ice pick by still unidentified students of Fort Del Pilar High School here about 6:30 p.m. of August 31 at the runway of Loakan Airport.

The victim was identified as Alfredo Fernandez Soliken, 16 and  resident of Atok Trail here. The incident was reported to cops by security guard on duty at Baguio General Hospital.

Investigation revealed that the victim together with his friends were sitting at the runway when they were approached a group of unidentified youngsters known only by him through their faces as 4th year students of FDPHS.

The youngsters reportedly aided one another in mauling the victim then stabbed him on his back, and chest with the use of ice pick.  The suspects immediately fled to unknown direction while the victim was rushed to the said hospital by his companions and his uncle.

Man lands in jail for punching cop 
BAGUIO CITY – A case for assault upon an agent in authority was filed against a man who punched a cop who tried to pacify him while he was creating trouble in a lodge.

Police said the incident happened around 11:35 p.m. of August 31 at Matago Lodge, km 4 Marcos Highway, Bakakeng Central here.

SPO2 Bernardo O. Carta of Police Station 10 filed the complaint against  Michael Regacho Delapaz, 31, single, unemployed, native of Urdaneta, Pangasinan, and temporarily billeted at said place.

Carta with two other cops earlier responded to report that the suspect was creating trouble at the lodge located. When he was approached by the police officers, the suspect suddenly punched Carta on the face. The suspect was arrested and is now in jail.

 Man drinks liquor, found dead with lacerated wound 
BANGUED, Abra – A certain Reynaldo Dantes Jr., 48, vendor/collector, native of San Francisco, Minalin, Pampanga was found lifeless inside his boarding house here in Barangay Bangbangar by his companion Gomer Cunanan Mercado, 48, also a native of San Nicolas about 6:30 a.m. of August 31.

According to Mercado, they had a drinking spree with the victim night of August 30. The victim reportedly went to his room to sleep and instructed him not to turn off the lights outside his room. The following morning, Mercado found the lifeless body of the victim lying on his bed. Cops found a lacerated wound on the victim. Cause of death is yet to determine as investigation is ongoing. 

Gerona No. 1 drug dealer busted
GERONA, Tarlac - - This town’s reported top drug peddler was finally put behind bars in a buy-bust at around 9 p.m. Aug. 20.

In his report, police chief Supt. Ariel Red identified the arrested suspect as Ulysses Sapon Bautista, 43, of Barangay Poblacion 3.

Bautista was cornered in an entrapment operation inside the Eaglenest Subdivision in Barangay Parsolingan here by the police team led by PO3 Domingo Pascua.

Bautista’s arrest came after the series of apprehensions last month of the top 3 among this town’s top 10 drug personalities.

Pascua, who acted as buyer, said Bautista was riding the tricycle driven by Patricio Solomon of Pob. 1, when he sold a sachet of shabu to him.

In an interview, Bautista admitted to have been into the illegal drugs for more than 20 years.  And just before his arrest, he has already “delivered” a number of sachets of shabu to his allege regular customers.       

Bautista also disclosed that he and his unnamed “partner” regularly hires the services of tricycle driver Solomon to deliver illegal drugs within this town and also in Tarlac City.

However, “Solomon was released (by the police) for failing to find incriminating evidence against him” said Pascua. -- Nelson Bolos

Gun, bullets, shabu confiscated from house
LA TRINIDAD, Benguet – Police arrested a certain Elmer Pakias Adolfo, 26 for illegal possession of gun, bullets and shabu.

Police report said Adolfo was arrested at his residence about 4:30 p.m. of Aug. 20, here at Barangay Pico.

Confiscated from Adolfo were a Cal. 45 pistol loaded with five bullets and 4.4 grams of shabu in the presence of barangay officials. 

The suspect was brought to La Trinidad police station where court cases were prepared against him.

Housewife in jail for shabu possession 
RIZAL, Kalinga – A housewife is now in jail after cops searched her house and found three sachets of shabu Aug. 20 in Sitio Anonang, Barangay Liwan West. Judge Nympha Dugayon-Abbacan, of 3rd Municipal Trial Court, Pinukpuk, Rizal earlier issued arrest warrant against Linda Bocad Sinumlag, 49,

Also confiscated were weighing scale and several empty plastic sachets believed used in illegal shabutrade.  The suspect and the confiscated items were brought to Camp Juan M. Duyan, Bulanao, Tabuk City, Kalinga for investigation and filing of charges.

Abra businessman nabbed for shabu
BANGUED, Abra – A businessman identified as Medel Brendez Cabjuan, was arrested here Aug. 20 for illegal possession of shabu after Judge Raphie lAlzate of Regional Trial Court Branch here issued arrest warrant against him. Cabjaun was jailed with court charges prepared against him.

Vendor nabbed with shabu in buy-bust operation
BAGUIO CITY -- Anti-narcotics operatives nabbed a vendor Monday during a buy-bust operation here at Labsan Interior, Kayang Extension.

Nasip Sacar Rasul a.k.a. Brix, 30, of Iligan City was arrested when he sold shabu to an agent who acted as buyer.

Upon apprehension, Rasul yielded eight more heat-sealed transparent plastic sachets containing shabu.  Recovered from the suspect aside from the dangerous drugs weighing 79.1193 grams was buy-bust money of P18,000.
He is now detained at PDEA-CAR regional office pending filing of a case for illegal drugs.

Coed stabs brother dead
TUBLAY, Benguet -- A 16-year-old student, was stabbed by his sister, 19 college student at their house here Tuesday about 6 p.m.

Investigation disclosed the victim and his sister were teasing each other while cooking food. However, the suspect accidentally stabbed the left chest of her brother with a kitchen knife. The victim was rushed to Benguet General Hospital for medical treatment but was declared dead on arrival by the attending physician, Dra. Lizette T. Refuerzo. Case is under investigation.

Maid takes councilor’s pants, P28,000, cellphone
BAGUIO CITY – Police reported a case of theft that transpired here Tuesday at Rich View Square, Bakakeng Sur. The  victim was identified as Genaro De Belen Perez, 54, councilor of Nueva Ecija. The suspect was the victim’s maid identified as Jhona D. Cello40, native of Iloilo.

Investigation disclosed the suspect took the pants of the victim placed at the sofa at the living room containing his wallet with cash of money amounting to P24,000, coin purse with cash of P4, 000 and S6 Samsung cellphone worth P34,000. The pants were recovered at the terrace while stolen cellphone casing was recovered at the trash can outside the house.

Case is under investigation.

Abra bocaps surrender guns, grenade 
PILAR, Abra–  Barangay officials in the province surrendered firearms to police last week.

Leonardo Guzman, barangay chairman here surrendered Tuesday to PSI Allan Benjamin G. De Leon, a Cal. 38 revolver and bullets, saying he wanted to support police campaign against loose firearms in the province. The firearm was subjected to ballistics test at PNP Crime Laboratory Office.

In Bangued town, Barangay Agtangao chief Mario Bello and barangay officials also surrendered Tuesday a Cal. 38 revolver with two bullets and hand grenade to cops headed by Supt. Lou Salvador Claro.

Raid on house yields, guns, bullets
BANGUED, Abra – The house of a certain Zaldy Sales Daguio was raided by cops Tuesday which led to seizure of following items: 

Armalite rifle, Cal. 45 pistol, shotgun, two magazines for M16 loaded with 39 bullets and magazine for Cal. 45 pistol loaded with eight bullets,.

Daguio and seized items were brought to Investigation Detection Group office where charges were prepared against the suspect.

Young man nabbed for frustrated homicide
BAGUIO CITY – Police arrested Nathaniel Sap-A Ocden, 21, resident of Dhalia Street, Upper Q.M.here at Justice Hall Tuesday for cases of frustrated homicide.

Cleto R. Villacorta III, presiding judge of RTC Branch 6 here issued the arrest warrant recommending bail of P60,000 for each case.

Ocden was presented to the court and later detained at city jail.
  
Man shoots neighbor for diverting canal
KIBUNGAN, Benguet – A resident here was shot by a man for reportedly diverting water from a canal to the house of the latter.

The shooting incident happened at Sitio Talibuy-oc, Madaymen at about 8 p.m. Tuesday. The victim identified as Alerito Saltin Sukil-ap, 48 while the suspect was named as Berto Capocap Saliw-an, 45, both residents here.

Investigation revealed that the victim sustained three gunshot wounds in his legs and was immediately brought at Lutheran Hospital in Abatan, Buguias town and transferred to Benguet General Hospital at La Trinidad, Benguet for medical treatment. The suspect is at large.

Young man nabbed over theft; 2 others escape 
BONTOC, Mountain Province – Police launched a manhunt against two men who allegedly stole P7, 172 worth of items at Haia’s Enterprise at the Chico Building here at Poblacion about 2 p.m. Monday. Their cohort was arrested.

Josette Bagayas Belgica, 19, Haia’s owner told police suspects who entered her establishment were Roldan Bateg Cabusora, 19 of Data, Alab here;  Arnel Bagangan and Edison Tao-ey.

Investigation disclosed that the unidentified suspects gained entry by destroying the padlock of the door and took P2,550 cash,  Nokia 1600 cellular phone, lotions and deodorant worth P2,926, three pieces Avon Dainty Pearl earrings worth P1,197.00 and Avon shoulder bag worth P499.00.

Responding cops arrested Cabusora. The items were recovered from him. Suspect is now under the custody of Bontoc police. Case will be endorsed to barangay lupon of Poblacion as requested by the victim.
  
Kabayan cop’s vehicle robbed of gun, bullets
BAGUIO CITY – A vehicle owned by a cop was robbed by still unidentified men here who took a  Sagada Weaving bag containing his issued firearm, a 9 mm Tanfoglio containing 12 bullets, extra magazine containing 14 bullets, flashlight worth P550.00 and other personal belongings.

Police said the theft happened about 4 a.m. of August 24 along Upper Session Road between Luneta Drive and NBI main gate one. The victim was identified as SP03 Clarence Oya-oy Marrero, 48, assigned at Kabayan, Benguet police station and resident of Happy Hallow here.

Investigation disclosed suspects gained entry to the motor vehicle described as blue Wrangler and immediately left after stealing the items.
  
Minor released after stealing  money from PUJ
LA TRINIDAD, Benguet – A certain Norman Ogas Lusnong, 30, resident of Toyong, Pico here reported to police he parked hi public utility jeep around  9:30 a.m. Aug. 24, 2015, at Housing, Wangal. 

Investigation disclosed the complainant parked his PUJ near a restaurant where he was eating when his fellow driver told him the signal light of his vehicle was switched on. The complainant went out to check and found his money bag containing P400 coins placed at the drivers’ side gone. After initial inquiry, the money bag containing the same amount was recovered from a minor (in the  locality.  The complainant said he was not interested in pursuing complaint. The minor was released to his parents.

Two men fight after funeral; victim stabbed   
BANAUE, Ifugao – Two men who attended a funeral, had a heated argument resulting to the stabbing of one who is now in hospital fighting for his life.

Police said the incident happened about 8 a.m. of Aug. 24 here at Sitio Danugong, Poitan. The victim, identified as Manuel Duladul Dumngalon, driver, of Talop, Kinakin here, was allegedly stabbed by Ronald Uchu-e Abahan, 27 of Poitan, also in this town. The incident was reported to police by the victim’s uncle Ramon Umoltog Dumngalo.

Investigation disclosed both exchanged of blows with the victim stabbed by the suspect who fled. The victim sustained two stab wounds on his left chest and later referred to Panodopan District Hospital, Lamut, Ifugao for further medication.

Banaue cops pursued  the suspect who eluded arrest.

Man stabbed dead in front of Baguio bar
BAGUIO CITY – A man was stabbed dead here in front of Woods Grill Bar along Camp 7 here Aug 19 around 2 a.m.  
A certain Daisy B. Cabobo, 37, told police her husband, Michael P. Manahan, 35, was stabbed by one Van Luis D. Sabellina, 23, of Cagayan De Oro, Misamis Oriental, and resident of Amistad Road, Camp 7.

Investigation disclosed that the group of the victim and that of the suspect were drinking liquor in separate tables inside the bar when a misunderstanding ensued between them, which resulted in fistfight. In the course of the struggle, the suspect stabbed the victim several times with the use of a scissor.

The victim incurred stab wounds on his back and was brought to Baguio General Hospital for treatment but was declared dead at about 7:45 a.m. of same date.

Suspect is at large and now subject of manhunt operation. A case for murder is being prepared against Sabellina.

590 appointed PO1 in Cordillera
CAMP DANGWA, La Trinidad, Benguet – Some 590 applicants for Police Officer 1 recruitment passed rigid selection process of Police Regional Office Cordillera to fill up the 850 allotted quota.

Exactly 463 male and 127 female applicants took oath of office here Monday graced by regional police director Chief Supt. Isagani Raquinio Nerez.

Nerez,urged recruits to be professional members of the police organization and reminded them much is expected from them. Since they are already government employees, they are subjected to the rules and regulations of the PNP organization.

The PNP, he said, will not hesitate to dismiss or impose corresponding penalties for any violation committed. Likewise, he advised the trainers to give all their best in molding the recruits, so that after the training, they will be equipped with knowledge and skills and be prepared to be responsible police officers in performing their duties and responsibilities up to the best of their ability to attain our vision a better place to live, work and do business.

After their oath, the 590 newly appointed PO1’s were turned over to the regional training schools of PROCOR and PRO 1 to undergo fild training for a year.

561 Cordillera police officers promoted
LA TRINIDAD, Benguet -- More than 500 police officers  from different police units  in the  Cordillera region were recently  promoted to next rank during a simple ceremony at the Regional Police Headquarters here.

Police Regional Office – Cordillera Regional Director PC Supt Isagani Nerez led the mass oath taking and the pinning of ranks of the 561 newly promoted Police Non-Commissioned Officers (PNCO)  composed of 154 Senior Police Officer 4 (SPO4); 20 SPO3; 97 SPO2; 96 SPO1; 99 Police Officer 3 (PO3) and 95 PO2.


These PNCOs have undergone and passed screening process conducted by placement and promotion board of PROCOR.
