BAGUIO CITY -- The
Department of Labor and Employment in the Cordillera started profiling
establishments practicing contractualization or end of contract “endo” employment.
DOLE technical
support services division chief Emerito Narag said as of August,
the started monitoring to identify establishments, practicing “endo”
employment.
Labor Secretary
Silvestre Bello III earlier ordered the DOLE regional offices to come up with
the list of establishments which are into contractualization.
This is in line with
efforts to realize the pronouncements of President Rodrigo Roa Duterte to
abolish the unlawful contractualization scheme, which he described as unfair
labor practice and tool for exploitation against Filipino workers.
Narag explained that
contractualization is a work arrangement whereby workers are only hired for
only about five months without security of tenure, monetary, non-monetary, and
social protection benefits. Establishments which practice unlawful
contractualization deprive workers of overtime, holiday pay, and other
benefits.
The
marching order for DOLE is to reduce the endo system by 50 percent at the end
of 2016 and to put a stop to the system by end of 2017. -- JDP/MAWC – PIA
