Province – Two incoming Cordillera congressmen
completed a three-day seminar-workshop on legislation sponsored by the
House of Representatives in partnership with the University of the Philippines
National College of Public Administration and Governance on June 17-19 at the Speaker Prospero
Nograles Hall, House of Representatives, Quezon City.
Incoming
congressmen Maximo Y. Dalog, Jr. and Nestor Fongwan of Benguet completed the 3-day
executive course arranged for first-time legislators of the 18th Congress whose
term will commence on July 1, and expire on June 30, 2022.
It was
designed to orient neophyte congressmen on their roles and responsibilities as
legislators of the country, which ideally should be in accordance with the
norms and standards of effective and responsive public service, anchored on
good governance principles on the rule of law, accountability, participation,
and transparency.
In an
interview, Dalog said he and fellow participants were able to gain knowledge
and skills on policy-making particularly on development policy, planning and
programming which will be very helpful in their legislative work.
Despite being
a lawyer and accountant by profession, Dalog said his knowledge was also
rationalized and updated especially on the legislative process, budget process,
the parliamentary rules and House procedures during the lectures, mock
committee hearing and mock plenary session.
“Also, the
course has enabled me to understand and appreciate the Human Development Index,
Philippine Development Plan and the Sustainable Development Goals through a
review of important economic indicators in legislation,” he said.
Resource
persons who facilitated the lectures and workshops include experts from the
House of Representatives and Center for Policy and Executive Development,
National College Administration, University of the Philippines.
