DAGUPAN CITY -- About 500 candidates in the 2023 Barangay and Sangguniang Kabataan Elections (BSKE) flocked to Dagupan City People's Astrodome during the first day of filing of certificates of candidacy (CoCs) here on Monday, August 28.
A total of 2,500 candidates sought positions in the Barangay and Sangguniang Kabataan in this city subdivided into 31 barangay (villages).
The biggest among the villages is Barangay Bonuan Gueset that has more or less 18,000 registered voters.
The first to file his CoC here was Ricardo Mejia, a chieftain for 26 years in Bonuan Gueset, who was ousted during the 2017 election by incumbent chieftain and Dagupan City Mayor Belen Fernandez's brother-in-law Noel Bumanlag.
Included in Mejia's team are Leomer Cuaton, son of former executive secretary of the Office of the Transportation Security retired General Napoleon Cuaton; Richard Paras, former president of Junior Chamber International Dagupan Bangus chapter; and Jude Maramba, former executive vice president of the same chapter.
Former Land Transportation secretary and retired general Arturo Lomibao also filed his CoC on the first day to challenge the incumbent barangay captain of Barangay Pantal, the second biggest village in Dagupan City with more or less 13,000 registered voters.\

City Election Officer 4 Michael Frank Sarmiento told newsmen that once these candidates have filed their CoCs, all their public activities, including their postings on social media, will be under strict monitoring for possible premature campaigning.
Meanwhile, provincial elections supervisor Mariño Salas told The Manila Times that Comelec-Pangasinan is expecting about 20,000 to 25,000 CoCs from the 44 towns and four cities of the province where half of the number is from the SK. – Janice Hidalgo
