Alternate route for Marcos Highways jeeps allowed

BAGUIO CITY -- City officials recently allowed jeepney trunk lines using Palispis-Aspiras highway (Marcos highway) to use North Sto. Tomas road towards Dahlia St. at Upper Quirino-Magsaysay barangay and City Camp road towards the central business district and vice versa during rush hours from 6:30 a.m. to 9 a.m. and from 4 p.m. to 8 p.m. for 30 days subject to conditions.
    Under Resolution No. 590, series of 2023, the City Council stated that Section 2 of Ordinance No. 21, series of 2011 provided the guidelines, among others, that all traffic experiments shall conform to the conditions that the experiment shall be conducted for a period not exceeding six months and upon the lapse of the said period and no ordinance shall be enacted, the traffic scheme will automatically revert to its status before the experiment; massive information on the proposed traffic experiment scheme shall be given to the concerned public not less than two weeks before the experiment; the Traffic and Transportation Management Division of the City Engineering Office shall submit a preliminary report to the City Mayor and the local legislative body within the first two weeks of implementation of the experiment and signages and barriers which meet safety standards should be in place during the period of experiment.
    The council recognized there is a significant vehicular traffic coming from the Palispis-Aspiras highway, formerly Marcos Highway, during rush hours in the morning and in the afternoon, thus, heavy traffic during rush hours impedes travel of public utility jeepneys to their respective terminals or service areas to pick up passengers or commuters contributing to long queues both at the terminals and service areas or destinations that warrants the need to alleviate the said situation.
    The body disclosed that a traffic experiment shall be conducted for jeepney lines servicing Bakakeng, Sto. Tomas proper and School Area, Dontogan, and Tuba areas with authorized route using Palispis-Aspiras highway to utilize North Sto. Tomas road towards Dahlia St. at Upper QM barangay and exiting through City Camp road to their respective terminals and vice versa during rush hours from 6:30 to 9 am and from 4 pm to 8 pm for a period of 30 days, provided that, the use of the route shall be voluntary on the part of the drivers; there are no passengers who shall alight or dis-embark along the authorized or usual route and the jeepneys shall not pick up passengers along the route except in emergency cases.
    The council tasked the City Public Information Office, the Baguio City Police Office (BCPO) Stations 5 and 10, and the CEO-TTMD to immediately disseminate information regarding the traffic experiment to concerned jeepney transport organizations or cooperatives upon approval of the resolution for the guidance of the public.
