Ilocos execs watch sex video of SK prexy, teen

LAOAG CITY — Provincial board members led by presiding officer Vice Gov. Windell Chua reportedly watched a sex video tape in a close-door meeting in the provincial capitol session hall here involving a Sanggunian Kabataan president and a 14-year-old girl

Media people and a group of SK youth leaders were barred from watching the controversial video tape to protect the reputation of the girl, who is a minor.

Provincial board members said they viewed it as part of investigation following an administrative complaint filed by the girl’s parents.

The board, chaired by Ilocos Norte Vice Gov. Windell Chua, earlier received a copy of the SK head’s answer to the complaint which media had tagged as "sex video scandal."

But majority of the board members said they wanted to see for themselves the sex video to determine if the evidence merits further hearing of the case by the sangguniang panglalawigan.

During the initial hearing, Ilocos Norte SK federated president and ex-officio SP member Rudy Caesar Fariñas I, son of former congressman Rodolfo Fariñas, said the board had no jurisdiction to hear the complaint because the incident is not work-related.

However, SP Member Kristian Ablan, son of Rep. Roque Ablan Jr., argued that the respondent in the complaint is an SK head, who is an elective official.

He said the girl’s parents had summoned the courage to air their complaint in their effort to seek justice for their daughter.

The parents said their daughter, other family members, and relatives had been humiliated and shamed when the sex video circulated through cell phones and internet shops.

This, as former Congressman Rodolfo C. Farinas clarified a news report about the sex video scandal saying the SK president involved in the sex video was the SK head of a municipality in Ilocos Norte, not his son Rudy Caesar Farinas I, who is the SK Federated president of the province.

In an interview aired over Radyo ng Bayan-DWFB here, former Congressman Farinas said the news report was misleading, and as a result, many of his friends in Manila had texted him about it.

"We, the people of Laoag City and Ilocos Norte, knew who is the municipal SK president involved, but not people outside the province," said Farinas, who is also a former governor of Ilocos Norte.

In clarifying the news report, he said that Rudy Caesar Farinas I, in his capacity as ex-officio member of the sangguniang panglalawigan, is also investigating the scandal.

The younger Farinas had earlier said that the provincial board has no jurisdiction to hear the complaint against the municipal SK head because the incident was not work-related.
