BANGUED, Abra – The provincial board of canvassers here Friday dawn proclaimed incumbent board member Joy Valera Bernos as the winning congressional candidate in this conflict-stricken province, Eustaquio Bersamin as the re-elected governor and Pilar Mayor Rolando Somera as the province’s vice-governor four days after the May 10, 2010 first-ever automated elections described by most sectors as the most peaceful political exercise in the province’s history.
Lawyer Vanessa Roncal, provincial election officer of Abra, said Bernos outclassed incumbent Rep. Cecilia Luna when she garnered 48,212 votes from the 27 towns of the province compared to the 46,880 votes of the latter.
Bernos is the daughter of defeated Bangued Mayor Dominique Valera and the wife of slain La Paz Mayor Mark Ysrael Bernos, who was shot by still unidentified armed men while he was watching a basketball game in their town plaza on Jan. 13, 2006.
Bersamin was considered unopposed in the gubernatorial race after his supposed rival Lagangilang Mayor Lizardo Sinugo withdrew from the race prior to the 45-day campaign period for local officials.
Bersamin is the brother of slain Abra Rep. Luis Chito Bersamin, who was gunned down in front of the Mount Carmel church in New Manila, Quezon City right after attending the wedding of her niece on December 16, 2006.
In the vice-gobernatorial race, Somera garnered 55,219 votes compared to the 38,362 votes earned by his rival Betzaida Alzate.
Roncal said winners were proclaimed after all results from the 27 towns were transmitted to the provincial board of canvassers and were subsequently canvassed.
