Initiatives for this development started in the 70s when former Assemblyman Andres A. Cosalan filed a bill for the elevation of MSAC to a University, which was later re-filed with some amendments in 1984 by then Congressman Samuel M. Dangwa.

Another local leader responsible for the attainment of University status was former Benguet Governor Ben Palispis.

Today, with eight colleges, a graduate school, an open university, 2 academic institutes and one academic center as well as eight R&D Centers/institutes, BSU caters not only to students and farmers from the Cordillera Region but also from the whole country.
