TABUK CITY, Kalinga – An official of the Department of Public Works and Highways was shot dead by unidentified gunmen here in Barangay Dangoy, Lubuagan, Monday night.

Damian Canao Jr., project engineer of the DPWH in Tabuk City, suffered multiple gunshot wounds and died on the way to the Kalinga District Hospital, saidKalinga police spokesman Chief Insp. Jomarick Felina.

Police said they are still investigating.

Kalinga had been a scene of violent incidents over the years that the government granted funds for peace-keeping programs.

This, year, at least P55 million additional funds from the Payapa at MasaganangPamayanan (Pamana) program of the Office of the Presidential Adviser on the Peace Process (OPAPP) was allocated to the province.

Community development projects under Pamana aim to bring progress to areas vulnerable to and affected by armed conflicts.

The projects are located in Tinglayan town, according to Francisco Gamatero of the Department of the Interior and Local Government-Kalinga.

Gamatero said the funds were part of the gains derived from the peace accord forged between the government and the rebel-turned-militia group Cordillera People’s Liberation Army.

The funds will be used to build roads that will connect the villages in Tinglayan to the national highway and boost agricultural production.

Municipal engineer Basilio Chulsi Jr. said one project has been completed, five are ongoing and another has yet to be started.
