BAGUIO CITY – The local
legislature passed on first reading a proposed ordinance requiring all
operators of public utility vehicles such as buses, mini buses, tourist land
transport units, and UV express services bound for the Summer Capital to
install audio or visual aids in their terminals and vehicles that remind
passengers to strictly observe ordinances regulating sanitation and
cleanliness, traffic, health and the use of plastic and Styrofoam.
Authored by
councilor Elaine Sembrano, the measure aims to guide and remind passengers of
ordinances to be followed; promote the public’s comfort, convenience and
general welfare; and reduce violations of city ordinances.
The ordinance penalizes
operators found to have violated its provisions with a fine of P1,500 for the
first offense; P2,500, second offense; P3,500, third offense; and P5,000 for
succeeding offenses.
If finally
approved, compliance to the measure shall be a requirement in the application
and renewal of business permit from the city government.
The proposed ordinance
tasks the city tourism and special events office (CTSEO) to issue the necessary
clearance stating, among others, that the operator has strictly complied with
its provisions.
The measure also directs
the CTSEO in coordination with the Baguio City Police Office and the permits
and licensing division under the City Mayor’s Office to monitor and ensure the
strict implementation and enforcement of its provisions. – Gaby Keith
