Province -- A resolution recognizing the Junior Pulis as an innovative plan and
force multipliers advocating peace and order in this town was passed recently.
It was a joint motion by the municipal advisory council,
peace and order council and the anti-drug council under the auspices of the
Barlig Municipal Police Station.
The Junior Police concept began in actual practice in 2015 at
Kadaclan National High School, a 60-km distance from the capital town of
Bontoc.
Trainings were patterned after that of the Philippine
National Police. The program clicked. Junior Pulis helped schools in curbing
juvenile delinquents and helping during calamities among others. They were tapped
as models in the municipality’e Kabataan Kontra Droga at Terrorismo (KKDAT)
program.
In a conversation with policewoman Lalaine Almeda, she said
with the program, no youth of Barlig will join armed movements against
government nor will they be on drug list.
The resolution was signed by Barlig police chief Lt. Morris
Pangket Nay-osan, Mayor Clark Chatongan Ngaya and attested by NUP Angelo
Vicente, secretariat.
In the same manner, Vice
Mayor David Osborn Fomocod with Sangguniang Bayan members promulgated a
unanimous resolution adapting the PNP design strongly endorsing the imperative
role of Junior Police as a success story put into practice that bore fruits of
good deeds.
Last Monday, provincial police officers Bumahit and Olowan
visited Barlig and had a meeting with SB members that produced positive
results.
They proceeded to remote kadaclan to interview teachers and
students who are Junior Police members for a documentary.
“Ammay challo nu maesorwan hen ongong-a hen kaap-owan ay
ukalii ta matanchowan.” (It is always good practice to train our children by
their ancestors peaceful culture to be sustained), said an indigenous head of
the council of elders.
In another development, Chupac
barangay captain Benedicto Nabunat sponsored a resolution “declaring the
CPP/NDF/NPA and other terrorist groups as ‘persona non-grata’ in his
jurisdiction here.
Based on Executive Order 70 (to end communist armed conflict)
by President Duterte, the young are urged to become policemen to safeguard
children through consistent campaign-education on the disadvantages in joining
the movement.
“They should not be misled when they are away from their
parents while acquiring a skill or degree,” Nabunat said.
Antonio Bugatti-Lunas punong barangay proposed an ordinance
“Banning the presence and activities of the CPP/NDF/NPA and other lawless
elements” in his area.
“We wanted to promote tourism for investment potential
leading to our peoples’ prosperity. We can only do this when there is respect to
our culture with law-abiding folks wherein peace and tranquility exist,” the
council ordinance stated.
