SAN FERNANDO CITY, La Union – The city
government here started the Quick Response (QR) code to limit contact and
face-to-face interaction when processing travel documents and filling out of
forms amidst Covid-19 pandemic.
This QR code was developed by the city
incident management team, in partnership with the information and
communications technology section.
The QR is used when requesting for travel
authority from the Philippine National Police or accomplishing health
declaration forms upon entering business establishments, and to strengthen
Covid-19 information system of the city.
City residents and non-residents are required
to register in their server.
The web-based application intended for the processing of travel authority is called the Border Control Management System.

To apply online, applicants have to upload
their barangay and health certificate.
Once approved, the system will generate the inbound certificate which contains the QR codes that will be scanned when passing through border checkpoints.

Non-residents of San Fernando who are working
in the city will only be given an IC valid for just 30 days.
Meanwhile, the online health declaration
system is another web-based technology in which an individual may submit a
health declaration form online, through the use of a smart phone or any
gadgets, by just scanning the QR code indicated in the sheet which will be
given upon their entry to establishments.
In Cotabato City, Mayor Frances Cynthia Guiani Sayadi said during the Network Briefing News aired on Monday that they are using the QR code, as well as the digital ID system in all their barangays for easier contact tracing. -- PIA La Union
