SANTIAGO, Isabela — The Commission on Elections (Comelec) has been prevented from implementing its resolution denying the substitution of former Isabela lawmaker Giorgidi Aggabao for Mayor Amelita Navarro in the mayoral race here.
In a two-page order signed by Supreme Court (SC) clerk of court Marife Lomibao-Cuevas, with the authority of Chief Justice Alexander Gesmundo, the high tribunal issued a temporary restraining order (TRO) on the Comelec ruling.
The poll body denied the substitution of Navarro by Aggabao as the candidate for mayor of Santiago City of the Partido para sa Demokratikong Reporma.
The Comelec was asked to comment on the petition for certiorari filed by Agabbao and Navarro within 10 days from notice.
The SC said it granted the TRO after finding the petition sufficient in form and substance.
With the substitution, Navarro will instead run for vice mayor.
She will substitute for Lea Lorraine Villena.
