BAGUIO CITY – The release of burial, educational and other assistance to
Benguet Electric Cooperative member-consumer-owners was temporarily stopped
last week following withdrawals worth millions of pesos by “unauthorized
persons.”
“We regret to inform our member-consumer-owners that we will temporarily stop the release of the burial assistance, educational assistance and other financial assistance covered by the Corporate Social Responsibility (CSR) fund of Beneco since the budget allocated was affected by the unauthorized withdrawal by other persons who were not authorized by the authorized signatories of Beneco to cause the withdrawal.

There are also bank
accounts of Beneco that have been frozen following the NEA's communication to
the banks claiming an adverse position on the Beneco leadership,” said Beneco
general manager engineer Melchor S. Licoben and Board chairperson lawyer
Esteban A. Somngi in a public post Thursday.
“We are prioritizing the payment of our power bills to ensure that our power supply will not be cut off. Rest assured that we will resume to release the burial assistance, educational assistance and other financial assistance as soon as the banks will release the money within their custody. We hope for your understanding on the matter, they said.
Reports said earlier said the camp of Anna Marie Rafael, former Assistant Secretary of the Presidential Communications Operations Office earlier allegedly withdrew P58 million and another P2.5 million of Beneco funds from the Land Bank of the Philippines and Development Bank of the Philippines.
The Beneco under Licoben and Somngi with seven other board directors have filed cases against Rafael, four disgraced former members of the Beneco board and top officials of the National Electric Administration due to this among other matters.
This included Rafael’s insistence that she is the GM.
Beneco MCOS, Benguet and Baguio local government units and officials and denounced Rafael and her groups and declared her and her minions persona non grata.
Licoben and the seven board directors are still manning Beneco operations here at the power cooperative’s main headquarters here at South Drive.
The cases are pending in court. -- AD
