Senate, House urged: Probe GSIS anomalies

By Dexter A. See

BAGUIO CITY – The Cordillera Regional Development Council here has requested the Senate committee on government corporations and public enterprises and House committee on government enterprises and privatization to immediately conduct an investigation on alleged numerous anomalies and complaints lodged by its members on the Government Service Insurance System (GSIS) nationwide.

The region’s policy-making body cited repeated clamors and numerous issues and complaints which it received from different local government units, national, regional, provincial line agencies and other government entities in the different parts of the cordillera on the delayed, unsatisfactory and shabby delivery of services by GSIS to its members.

The RDC disclosed since 2005, it past several resolutions to all concerned government institutions seeking appropriate interventions and solutions to the perennial problems hounding the GSIS members but up to the present, the same problems persists.

The RDCs of Region I, III,, VI and X have also aired numerous problems encountered by thousands of GSIS members from government agencies indicating such problems affect the entire government bureaucracy.

The RDC claimed the GSIS appears powerless and ineffective in solving delayed posting of payments, unreleased loans among others thereby depriving members of their benefits, rights and privileges.

According to the approved resolution, the problem that beset the GSIS is of national concern affecting not only the members of the State insurance corporation but their families as well.
The RDC said it is but appropriate for a higher or co-equal body to investigate problems of the GSIS.

The resolution said the four-year struggle of thousands of GSIS members regarding the serious problems they have been encountering should not be the case since they have been religiously paying their contributions that are automatically being deducted from their salaries and remitted to the insurance corporation.

Despite the clamor from the members for the GSIS to make improvements in their services over the past several years, the Cordillera body cited it is unfortunate the corporation has not done any improvement in their services but the same had worsened because of alleged failure of its state-of-the-art systems where the members paid billions of pesos.

On November 2008, the RDC issued Resolution No. 74-2008 transmitting to the GSIS officials and the Cordillera congressmen the consolidated GSIS issues and concerns from 39 member agencies mostly from provincial line agencies and local government units for action but nothing happened.

With the growing clamor for reforms in the GSIS, the insurance corporation needs to do the necessary action so retiring government employees and members will be able to enjoy the benefits of paying very high contributions in the future in terms of loans and other privileges.
