Tattoo artist found dead
SABLAN, Benguet -  A 22-year-old tattoo artist from Baguio City was found dead along Naguillan Road in this town on Monday.

Workers in a government road project found the body of Rudyard Michael Fernandez in Barangay Banangan.

Fernandez was reported missing two days ago by his relatives. 

Investigators said Fernandez s body bore strangulation marks.

Village executive shot dead
URBIZTONDO, Pangasinan -  A village councilman was shot dead by motorcycle-riding men here morning of Aug. 15.
Manuel Leonardo, 51, of Barangay Sawat, died at the scene from gunshots to the head.

Reports said Leonardo was holding his five-month-old son in front of their house when a motorcycle pulled over.

One of the men pulled out a gun and shot the victim, hitting him twice in the head.

Investigators recovered two bullet shells for a .45 caliber pistol at the crime scene.   Cesar Ramirez   

Van falls down Sagada ravine
SAGADA, Mountain Province — A Hyundai van driven by a certain RejanTauli Balicag, 20,  with four passengers  fell down a 25- meter deep ravine at SitioPegeo, Barangay Antadao while ascending towards the poblacion here.

Police said the accident happened around 4:45 a.m. Tuesday.

Injured passengers were identified as Alfred KitonganToyoken, 26; Robert Palgue Bugnosen, 16, both residents of Barangay Bangaan; Johnson Patong Macalo, 26 and Derick HipolInu-ay, 19,both of Barangay Fidelisan. Victims were brought to Saint Theodore s Hospital for medical treatment.

Farmer shot dead by trike-riding gunman
DOLORES, Abra-   A certain Danny Avero of Barangay Bayaan here reportedly shot to death Abel Tubadeza Espiritu, 43, farmer, resident of same place around 8:55 p.m. Aug. 16.

Police investigation bared prior to the incident, the victim and his companion Crusaldo Espiritu engaged in a drinking bout at the house of a certain Rondillo Espiritu. After drinking, the victim accompanied by Crusaldo left the area riding a motorcycle. While on their way, they met the suspect aboard a motorcycle any reason shot Abel on his chest.

Responding cops rushed the victim to the Saint Teresa Wellness Center where he was pronounced dead on arrival by attending physician. The suspect was arrested by police and now under custody of Dolores police while a case is being prepared against him.
  
2 die in Ilocos shooting incident
SINAIT, Ilocos Sur -  Two persons died on the spot after they were shot by an unidentified suspect while they were standing along the national highway in Barangay Paratong, Sinait, Ilocos Sur Tuesday evening. Police identified the victims as GersonSalvacion, 27, a resident of Barangay Ar-arusip, Badoc, Ilocos Norte; and Julius Aurellano, 30, a resident of Barangay Alay-Nangbabaan, Badoc town, who sustained bullet wounds in their heads and bodies. Police recovered at least 12 empty shells of caliber 5.56 M-16 Armalite rifle from the crime scene. Freddie G. Lazaro

Drinking spree leads  to death of farmer 
LA PAZ, Abra-  A drinking spree led to the death of a farmer here around 10 p.m. of Aug. 16. Police said the incident transpired at Barangay Toon identifying the wherein the victim as Isidro Balmaceda Balleng, 53. The suspect was named Froilan Claor Marin, 29, farmer. Both were Toon residents.

Police investigation disclosed the victim and suspect went for a drinking spree at the house of Carmelo Lalin Claor. While there, a heated argument ensued between them wherein the suspect grabbed a stone and hit the victim s head several times that caused his death. Responding police personnel arrested the suspect who is now in jail.
  
Cops arrest Cafgu member
BONTOC, Mountain Province-   A paramilitary member identified as Rommel Gallawen Churping, 20, assigned with the 77Infantry Battalion was apprehended for driving without helmet a motorcycle around

11:30 a.m. of Aug. 18 at Rotunda Poblacion here.      

Police found Churping had no driver s license and the motorcycle used had no documents. The case was endorsed to the Land Transportation Office while the motorcycle used was brought to Mountain Province Provincial Crime Laboratory Office for examination of tampered engine and chassis number.  

Pangasinan cop cited for honesty
URDANETA CITY, Pangasinan-   A member of this city s police station was commended Wednesday for returning a wallet containing P15,000 cash and dollar bills that he found as he was patrolling near a university here.

SPO 3 WilfredoObrero, 50, received the commendation during flag- raising ceremony at city hall grounds.

City police chief Supt. Jeff Fanged said the awarding of Obrero was timely as the police station was sponsor of the flag-raising. 

Obrero received a certificate of recognition from Mayor Amadeo Perez IV, Vice Mayor Franco Paolo del Prado and Councilor Bong Aduca.  Fanged gave him cash gift.

Obrero said he did not think of keeping the money to himself and immediately reported his find to their station.

The owner, taxi driver Modesto Penuliar, thanked the police officer.

“Obrero's act shows there are still many honest policemen,” Fanged said.

He said that after the media featured in 2013 the honesty of two street children who returned a camera they found in an eatery, many Urdanetans, especially tricycle drivers, followed their examples.

Technician loses cellphone to trike riders
BAGUIO CITY -  A computer technician was walking along the road near the barangay hall at Gibraltar here around 7:30 p.m. on Aug. 16 when two unidentified persons on board a motorcycle approached and asked him direction going to the city proper. One of the suspects suddenly  grabbed the victim s Huawei Honor cell phone worth P6,500 then the duo speed off heading towards Pacdal Circle.

Police identified the victim as Ruben Asuncion Mangaoang Jr., 26 of Purok 2, Gibraltar. Responding police were not able to catch the perpetrators.

Three men arrested for illegal drugs
BANGUED, Abra-   Police, serving arrest warrant against a certain Frits Bacquen for illegal logging found him with a certain RodelBalaoro engaged in pot session inside the latter s room here in Sitio Nangacayan, Zone 7.

A police report said during the operation, a client of Balaoro called him through his cell phone demanding P1,000 worth of shabu and immediately proceeded to the area to get the item where he was apprehended by the operating troops.

The suspect (client) was identified as JR Vergara Peralta, a resident of Torrijos St here. Confiscated from Peralta was a Cal. 45 pistol withseven bullets. Arrested suspects were brought to Bangued police station for documentation and further investigation.
  
Suspect taken for attempted homicide
LA TRINIDAD, Benguet-  Police arrested Teodoro Villanueva Caloma, 49, of Rocky 1, Lubas here for attempted homicide around 5:45 a.m. of Aug. 18, 2015 in Pines Park.

Judge Delilah Gonzales Munos of municipal trial court, La Trinidad, recommended bail of P50,000 for Caloma s temporary liberty. He was jailed while his bail money was being raised by his relatives.

Please be informed that at about 1:00 PM of August 18, 2015 in Kias, Virac, itogon, Benguet, personnel of Itogon MPS arrested Ananias Arnado Osorio, 37, married, and a resident of the above-stated place.

The arrest was made by virtue of a warrant issued by Hon. Judge Rufus MalecdanJr, RTC Br 9, La Trinidad, Benguet for violation of RA 9262 docketed under CC No. 15-CR-10628 with a recommended bail bond of Php20,000.00. Subject person was brought to Itogon MPS for documentation prior turn-over to the court of origin. 

Killer of Lacub man still unidentified
LACUB, Abra-   Police are still verifying identity of an assassin who shot dead a certain Sonny Boy Lanag Belong, 32, resident of Nabugan, Guinguinabang here where the crime took place,

Cops said at about 5:30 a.m. of Aug. 18, they received a report from a certain Jon-jon Balmaceda Molina, informing about the shooting. 

Molina said he received a telephone call from village chief Andy Cayyong informing of the incident. Police found the victim was shot in different parts of his body that caused his death. Cops found two fired cartridges of Cal. 38 revolver.

Porter nabbed for lighting shabu pipe inside bar 
BAGUIO CITY — A porter was arrested here for lighting a pipe containing shabu inside the Maglis Bar, here along Kayang St. Aug 18. Police identified the suspect as asJomarLacorteViloria, 29, resident of Middle Rock Quarry.

Confiscated from the suspect were three sachets of methamphetamine hydrochloride (shabu) weighing 0.30 grams valued at P1,500 and illegal drugs paraphernalia.

Cases for illegal drugs and violation of Republic Act 9165 (concealing deadly weapon) were prepared against the suspect for filing at the Prosecutor s Office.  

Sleeping jail guard inside Montero vehicle robbed
BAGUIO CITY   Police reported a case of theft which happened around midnight Aug. 16 at Baguio General Hospital parking area.Victim, was identified as George Fumokao, 41, jail guard assigned at Tabuk City Kalinga, and resident here of  San Vicente along Kennon Road.

A police report said the victim attended a wedding in Santiago Isabela and upon arrival in Baguio using his vehicle described as Mitsubishi Montero, he couldn t find parking area near his residence that prompted him to park and sleep inside his vehicle at BGH compound. While sleeping, unidentified suspect/s opened the door of his vehicle, slashed his pocket and took his identification cards, P3,500 cash, papers for his 9mm pistol, and other documents.

Farmer hacked dead by brother
TUGUEGARAO CITY, Cagayan   A farmer died after he was repeatedly hacked by his younger brother while sleeping inside a fam house in Peñablanca, Cagayan last Monday. Police identified the victim as Rowel Lamer, 29; while the suspect was identified as Raffy Lamer, 27. Before the hacking incident, the brothers had a heated argument. While sleeping, the suspect started hacking his older brother using a jungle bolo. The victim died on the spot. Responding policemen arrested the suspect while he was walking aimlessly still holding the bloodied bolo in his hand. — Freddie G. Lazaro

Water refilling
station robbed
BAGUIO CITY   A water refilling station and laundry shop at Tacay Road, Upper Quezon Hill here owned by a certain Richard Santos Jimenez, 30, of Sunnyside Fairview was robbed night of Aug. 15.
Investigation revealed unidentified suspects climbed the porch of the establishment then removed the glass of the window. Once inside, the suspects took a Sony laptop worth P42,000,  two cell phones worth P7,000 each, sack of powder detergent worth P1,500.00, assorted clothing, and P30,000. Thieves exited at the back door after the incident. Responding police are now trying to determine suspects based from fingerprints lifted in the crime scene.
  
Carnapped vehicle found 
LAGAWE, Ifugao — A carnapped motorcycle was recovered at about 4 p.m. Aug. 16, along Cuta Road, Poblacion West here, on complaint of Joel BelingonKimmayong Jr., 50, of Poblacion West The suspect was identified as Paterno Dulnuan Micano, 22, tricycle driver, of Motorpool, Poblacion North.

Police said the victim s Honda tricycle was parked unattended along the road when driven away by the suspect. The tricycle was later found abandoned along the national road at Nightingale, Cudog, Lagawe, by the son of the complainant. However, the gasoline, and its carburetor were taken by the suspect. Police are still looking for the suspect.

Two men nabbed for attempted murder 
BAAY-LICUAN, Abra   Two persons wanted for attempted murder were arrested here Aug. 16.

They were identified as Sanchez CudiingBuenafe, 42, and Wilbur CabannagMagala, 34. Both were arrested in their residences in Barangay, Tumalip.

Both were arrested by cops headed by Senior Supt Antonio Bartolome, officer-in-charge of Abra Police Provincial Office and Baay-Licuan Municipal Police Station.

Judge Corpuz B Alzate, of Regional Trial Court Branch 2, Bangued, Abra, who issued their arrest warrants recommended bail of P120, 000 each. They were the suspects in the unsuccessful killing of a driver of a politician in Abra named as Boy Bayle in 2011 here in BarangayTumalip.

Supervisor tagged in theft  of Monterrey meat shop  
BAGUIO CITY- Two employees of Monterrey meat shop here reported theft of P22,000 in cashier s drawer allegedly taken by the establishment s supervisor.

Police identified complainants as Lea Amor AlejoLegaspi, audit supervisor and Honey Desiree CepidaSeludo, cashier, both employees of Monterey Meat Shop of Summer Place Hotel here in Barangay Imelda Marcos

The suspect was named as Mark Anthony Serdan, supervisor of said establishment.

Investigation disclosed at around 7 p.m. of Aug. 3, Seludo went out and left the cash drawer unattended. She came back 

immediately without checking the money in the cash drawer.

At around 8:30 p.m. same day, Legaspi audited and discovered P22, 000 was missing. The cashier claimed when she returned to the shop, she saw the suspect standing near the cash drawer. The suspect is now on AWOL status. Case is under investigation.

Greek national charged for unjust vexation
BAGUIO CITY -  A Greek national was charged here for unjust vexation for poking bull cup of a man inside a passenger jeep and tried to punch him.

Police said the incident happened Aug. 10 at around 11:45 a.m. here along Loakan Road, Scout Barrio Barangay as reported by complainant identified as Marcial Pastor Valdez, 42, driver, of Purok 6, Kias. The suspect was identified as Tzouganatos Nicos, 66, mechanical engineer, married, native of Athens, Greece and resident of Access Road Loakan Proper.

Complainant told police both of them were seated in front of  the jeep while traversing toward Kias, Loakan, when the suspect, without provocation tried to punch him.

PNP top brass awards  silver eagle Award  to PROCOR after evaluation
CAMP DANGWA, La Trinidad, Benguet - Police Regional Office Cordillera passed the Philippine National Police s compliance evaluation process composed of three phases: strategic readiness test or SRT, performance audit, and unit revalida.

Deputy PNP chief for Administration Deputy Director General Marcelo P. Garbo Jr. Tuesday morning conferred performance governance system compliant status to the third  batch of PNP units that completed second stage of performance governance system (PGS) PNP P.A.T.R.O.L Plan 2030.

PRO-Cordillera received Silver Eagle Award for garnering  over-all rating of 95.81% and a recipient of “Pin of Compliant Status” received by ProCor regional director, Chief Supt. Isagani Raquinio Nerez; deputy regional director for administration and chairman of regional police strategic management unit (RPSMU) Chief Supt Robert Guzman Quenery and  Regional Advisory Council (RAC) members represented by director Oscar Cadelina and Peter Rey Bautista.

Also present were members of National Advisory Group for Police Transformation and Development (NAGTPD), Commissioner of National Police Commission Constancia P. De Guzman, former Commissioner of the Civil Service Commission lawyer Anicia M. De Lima and former sirector of the Center for Police Strategy Management (CPSM) Rex Milton A. Dolino.

Others were deputy chief PNP for operations Danilo S. Constantino, acting chief of directorial staff Francisco A. UyamiJr.,chairman of  technical working froup on PNP P.A.T.R.O.L. Plan 2030 Benjamin B. Magalong and director of CPSM police Chief  Supt.Noel A. Baraceros.
