CITY – Barangay local government units can now accept applications for titling
of public lands.
This, after Dept. of Environment and
Natural Resources Environment Sec. Roy A. Cimatu issued of DENR Administrative
Order No. 2019-08 which strengthens implementation of DENR Administrative Order
No. 2011-06 entitled, “Prescribing
guidelines for implementation of public land titling in partnership with
local government units” and DAO No. 2007-09 known as “Prescribing the
systematic adjudication process to simplify, streamline and fast track the
disposition of public alienable and disposable lands through free and homestead
patents”.
DAO No. 2019-08 aims to make public land
titling more accessible and transparent by instructing all provincial
environment and community offices instructed to accept public land titling applications
at the barangay level.
The DENR shall provide to the barangay
where titling operation is ongoing, a copy of the updated cadastral map,
process flow for titling, streamlined requirements and fees involved which
shall be posted at the barangay hall.
This approach shall be adapted in all
local government units and shall be a
key strategy in all partnership that will be entered into by the regional
offices, according to a DENR advisory.
The regional offices shall secure and
submit minutes and video documentation of the proceedings to the Land
Management Bureau (LMB) for monitoring purposes.
These shall form part of the database of
the land administration and management systems (LAMS).
The LMB director shall provide further
guidance and technical assistance as may be necessary to ensure maximum results
in its implementation.

engineer Ralph C. Pablo said with this order, it shall hasten services to the
people who cannot go to DENR field offices to file their land title
applications.
