BANGUED, Abra – Gian Lee Carlo Quiban, a Senior Boy Scout of the Philippines (BSP) of the Divine Word College of Bangued was awarded as one of the Ten Outstanding Boy Scouts (TOBS) in the country for this year 2011.

Vice President Jejomar C. Binay, national president of the Boy Scouts of the Philippines, handed the awards to the 10 national winners of TOBS 2011 in Makati City last October 1.

Quiban, a consistent honor student since grade 1 and editor-in-chief of their school organ, the CORAZONIAN, topped this year’s search for TOBS because of his involvements in various concerns such as environmental protection and his voluntary participation in all the community affairs and services that the BSP – Abra Chapter is engaged in.

In an interview with Wilfredo Gascon, the Executive Officer of BSP-Abra Chapter, Quiban is the sixth national winner from Abra in the annual search for TOBS in the country.

Scouting is a very potent training ground for future leaders in the country because they are exposed to various issues and concerns and are given all the opportunities to excel and render their services to their fellow countrymen, he said.

The involvement of the boy scouts in the various issues and concerns in their respective communities is an opportunity for them to develop their positive attitudes and behaviors and become responsible citizens in the future and makes them realize the value of service to God and humanity, as well as allows them to imbibe the value of self discipline for their own personal development.

Quiban, the son of CarloFlavianoQuiban and Lora Ann Gonzales–Quiban, is from Camp Juan Villamor, Brgy. Calaba, Bangued, Abra.
Earlier, the BSP – Abra Chapter headed by Governor Eustaquio P. Bersamin as honorary chairman likewise garnered awards and recognition for its exemplary performance as a chapter.

Regional Scout Director for the Ilocos Region, Central Luzon and Northeastern Luzon Region Imelda Simson awarded the Plague of Appreciation from the VP Binay, in an awarding ceremony held at the Provincial Captiol Social Hall last September 15.

Other officials in Abra who were given the national awards for their support to the BSP were Mayor Nenita M. Cardenas and Vice-Mayor Garde Cardenas of Sallapadan; Randy Padres of the Department of Education – Abra Division; and Teresa V. Dacanay, principal of the Divine Word College of Bangued, High School Department.

Dacanay was especially recognized for her unparalleled contribution to the BSP specifically in the production of 21 Eagle Scouts which is the highest rank in the BSP.

Other top performers in advancement who were given recognition were: the Tayum District, Lagangilang District, Penarrubia District, Sallapadan District and the Bangued West District for the elementary level and Divine Word College of Bangued, Abra High School, Suyo National High School and Tagodtod National School for secondary level.

Meanwhile, preparations are now underway for the celebration of the Scouting Month which will kick off on October 8 with a parade around the town proper of Bangued and to be followed by the Kid Scout Olympics and slogan contest.
