City scout officials pass 30 resolutions

BAGUIO CITY
– Scout Officials for a Day (SOFAD) councilors made their first and last
council session with 30 resolutions passed here.
Literally
taking over the helms of the Council Session Hall, Scout Councilor Kristian
Angelo Dela Pena opened discussions with his proposed resolution providing for
a safe pedestrian crossing for senior citizens along Harrison and Magsaysay
roads which was approved immediately.
Scout
Councilor Ana Marie Cacayuran’s request for the provision of additional digital
Timbangan ng Bayan installed on a strategic and secure location at the Baguio
public market was also approved including her proposed resolution re-enhancing
public awareness on land ownership in the city.
With a
little discussion, Scout Councilor Glydel Ann Daniel’s proposed resolution for
a ‘freedom wall’ for graffiti and other kinds of art was also approved which
comes with it the eradication of vandalism by repainting the city walls and
posts.
The solon
also suggested that additional directional signboards will be installed along
the major thoroughfares of the city for tourists.
Scout
Councilor Ian Christopher Mangaoang on the other hand urges the different
offices directly supervising the maintenance of Burnham Park to immediately
rehabilitate and clean the lake which was indicated in his proposed resolution
with insertions from other councilors to include the words “strongly” and
“maintain it” with additional guidelines for its protection.
Mangaoang
also requested for the increase of the yearly funds of the Boy Scouts of the
Philippines-Baguio City Council and a portion of open grounds in Camp John Hay
Reservation specifically for scouting activities.
But
Councilor Carlos Blanco sees a better view of tree planting for the Boy and
Girls Scouts. The solon proposed a resolution adopting the concept of urban
forestry in any tree planting activity which will be conducted by the group and
any other greening projects.
He also sees
the reduction of crimes especially for students if police visibility near
schools are maintained which is at par with Scout Councilor Carlos Escaler’s
proposed resolution for the designation of police officers every 30 meters in
public areas in the Central Business District.
Escaler also
reiterated to make it a policy for the City Government to institutionalize the
employment age in the city to 18 years and above as long as applicants meet the
qualifications provided by these establishments.
Meantime,
Scout Councilor Diane Nazarro proposed two resolutions, the first requesting
the Dep-Ed to strictly implement the ordinances involving minors and the
conduct of seminars for young women to prevent sexual abuse.
Scout
Councilor Kristine Arlyce De Guzman however focuses on the proposal for fund
assistance for Active Senior Scouts (FAFASS) requesting the City Treasurers
Office, The Commission on Audit and the City Mayor to allot funds for the
purpose.
Scout
Councilor Gian Carlo Guanzon also wants to appropriate the amount of P500 for
all legitimate barangay tanods in the city as a monthly allowance.
Both
resolutions were recommended referred to the Local Finance Committee ( LFC) for
possible funding.
Another
proposed resolution of Guanzon, due to water pilferage requested the Baguio
Water district General manager to conduct periodic inspection and detection of
illegal tapping and installation of water pipelines which the council approved
unanimously.
Six proposed
resolution of Scout Councilor Franklin Jan Wayang were heard in the sessions,
the first is the installation of countdown timers on pedestrian traffic lights,
second is to limit the registration of cars and renewal of driver’s license to
individuals who own a garage and reasonable parking space, third; urging the
BCPO to strictly monitor ‘no parking’ if front of schools, fourth; banning
Styrofoam as a form of food packaging and encouraging the use of paper box as
alternative, fifth; replacement of existing garbage receptacles in the Central
Business District with durable, segregated garbage bins which will be placed
every 200 meter from each other and the last urges business establishments to
impose payment on every plastic bag to be used by their customers and providing
discounts to customers who bring their own reusable bags.
Meantime,
Scout councilor Diane Nazarro has proposed a resolution re-opening the
pedestrian lanes along lower Session Road for the benefit of students and the
elderly while Scout Councilor RamilIco proposed the increase of incentives of
Baguio athletes who win in regional, national and international competitions.
Scout
Councilor Avegail Dominguez wants to conduct a study on the possible
rehabilitation of Magsaysay Day Center along Loakan Road and urges the BCPO to
look into the double parking along national roads most especially in Session
Road.
Scout
Councilor Nizza Ann Payap-a has requested the extension of the overpass along
Hotel Veniz and Tiongsan Harrison
while Scout Councilor April Joy Quirimit called for the promulgation of s
stronger city ordinance regulating the operation of internet café and computer
shops near the school zone.
Scout
Vice-Mayor Rochelle Faith Malafu ended the session with a bang.
