Top Kalinga NPA leader surrenders

BALBALAN, Kalinga – A ranking New People’s Army leader with a half million peso bounty for his head, recently surrendered to lawmen composed of elements of Regional Intelligence Unit, Regional Intelligence Division, Intelligence Group, and Kalinga provincial police office.

Senior Supt. Froilan DG Perez, provincial police director identified the surrenderee as Benigno Conggas Cagwayan alias Dukang/Mel/Garcia, 48, native of Sitio Opon, Barangay Poswoy, Balbalan.

Cagwayan surrendered without firearm.

He was a team leader of the 2nd Larangang Yunit Guerilya (LYG) with Code name: “Steady” of the Kilusang Larangang Gerilya Baggas operating in Kalinga.

Cagwayan had 6 warrants of arrest for double murder, frustrated murder, 3 counts of murder and robbery with violence all issued by the Regional Trial Court Branch 25 in Tabuk Kalinga.

Said rebel returnee was brought to the regional police headquarters in Camp BadoDangwa, La Trinidad, Benguet for debriefing.
