Ilocos exec’s killing falls in Apayao

CALANASAN, Apayao – A man wanted for the 2008 killing a barangay councilwoman in Solosona, Ilocos Norte was arrested June 18 here in his sister’s house.

Police said arrested suspect Robert Ballaco, 28, was tagged in the killing of Narcisa Martillano, a councilwoman of Barangay Manalpac, Solosona town. 

Ballaco allegedly belonged to a private army operating in Ilocos Norte.
