Couple dead in Isabela
gun attack
TUGUEGARAO CITY– A man
and his wife were killed while two village watchmen were wounded in separate
shootings in Jones and Alicia towns in Isabela Feb. 21.
Aurelio Agpalsa, 73,
and his wife Rosebella, 52, were at their home in Barangay Linumot, Jones, when
an unidentified assailant barged in and shot them, according to town police
chief Insp. Noel Patalittan.
Investigators
recovered two bullet shells for a .45 caliber pistol at the crime scene.
Meanwhile, village
watchmen Melchor Requiso and Freddie Custodio were wounded when unidentified
armed men strafed the house of a councillor in Barangay Aurora, Alicia town. –

Gov’t troops torch P55-M
marijuana in Benguet
CAMP DANGWA, La Trinidad,
Benguet -- Four marijuana eradication operations in three barangays in Benguet
were conducted by the Philippine Drug Enforcement Agency Cordillera and the
Philippine National Police Cordillera last week.
The anti-drug
campaigns last February 13-18 resulted in destruction of P55,162,000 worth of
illegal hemp that were uprooted from hinterlands of Barangays Tacadang and
Badeo in Kibungan, Benguet and Barangay Kayapa in Bakun, Benguet.
In sitios Lanipew,
Bana and Dalipey of Barangay Tacadang, government forces uprooted 77,920 pieces
of fully grown marijuana plants and 4,150 pieces of marijuana seedlings from 46
marijuana plantation sites covering an estimated land area of 10,763 square
meters. They also burned 45,000 grams of
dried marijuana stalks from the said area.
Government troops who
went to sitios Saep and Balbalnag in Barangay Badeo were able to burn 45,400
pieces of fully grown marijuana plants; 4,450 pieces of marijuana seedlings and
5,500 grams of dried marijuana leaves.
The prohibited plants were sourced from 17 cultivation sites with an
estimated land area of 6,201 square meters.
At sitios Dacap,
Pugongan, Ka-ang, Nagawa and Naba of Barangay Kayapa, anti-narcotics agents
were able to destroy 40,400 pieces of fully grown marijuana plants; 16,750
pieces of marijuana seedlings and 65,000 grams of dried marijuana stalks from
26 plantation sites covering an estimated land area of 6,557 square meters.
The law enforcers
torched 34,970 pieces of fully grown marijuana plants from nine cultivation sites
with an estimated land area of 6,110 square meters in sitios Gusadan, Agay-ay
and Caday of Barangay Kayapa.
The latest operations
brought to five the number of marijuana eradication campaigns conducted by
PDEA-CAR and the PNP in the region for this year.
Killing of Tarlac cop,
drug related?
TARLAC CITY – Police
are investigating whether the killing in broad daylight of PO3 Jessie Cabanlong
at the busy Mac Arthur Highway fronting the Siesta bus stop, Barangay San
Roque, Wednesday was drug related.
Cabanlong, who hails
from Barangay Militar, Fort Magsaysay, Palayan City, Nueva Ecija, was assigned at the San Clemente police station
but was formerly with the Nueva Ecija Public Safety Company and with the Munoz
City police station.
A police investigator
here, who requested that his name be withheld, revealed that Cabanlong was
suspected to be involved in illegal drugs in Nueva Ecija.
“Base sa aming
imbestigasyon, may connection ‘di umano si Cabanlong sa mga drug groups sa
Nueva Ecija, at malamang related ang pagka-transfer niya dito sa Tarlac sa
pagpatay sa kanya ”, said the police source.
“Kung totoo ito,
maaring may commitment siya o utang sa mga drug suppliers na naiwanan niya sa
Nueva Ecija kaya siya pinatay”, added the investigator.
From the Nueva Ecija
police command, Cabanlong was ordered re-assigned to the San Clemente police
station only last January.
He was shot in the
head by an unidentified lone gunman while crossing the Mac Arthur highway
fronting the Siesta bus stop. The cold-blooded killing was witnessed by several
persons who were waiting for north-bound buses around 10:30 in the morning.
In a separate
interview, police chief Supt. Bayani Razalan said, “our investigation is still
ongoing and we are looking into all possible motives in the killing of PO3
Cabanlong. Rest assured we will not stop (our investigation) until we arrest
the killer of Cabanlong”. -- Nelson

Mason kllls laborer with
crowbar
LA TRINIDAD, Benguet –
Police reported a case of homicide that transpired Monday around 9:30 p.m. at a
construction site owned by Rose Bugtong
Palasi here at Hilltop, Bineng. The victim was identified as Ruben M. Sibayan,
laborer while the suspect was named as Alfredo Gaerland Calimlim, 60, mason,
native of Pozorubio, Pangasinan. Both were reasiding at construction site.
Investigation
disclosed that the victim and the suspect finished drinking liquor with their
two co-workers who went ahead to sleep. However, one of them later heard smash
sound emanating outside their quarters. He went out and saw the victim lying on
the ground face down while the suspect was standing near the victim holding a
crow bar. He immediately reported the incident to barangay tanods who sought
police assistance.
Police arrested
Calimlim while Palasi was declared dead. The victim’s body was brought to
Damayan Funeral Homes in Baguio City while homicide charges were prepared
against Calimlim.
Young man fights back
three maulers
BAGUIO CITY – A young
man was suddenly assaulted and mauled here Monday by a group of three men
around 9 p.m. here in front of Andok’s Lechon Manok, near Ferguson intersection
along Naguillan Road. Police said Patrick Chengay Gudaren, 24, while on his way
going to his friend’s house, was assaulted by the three men without any reason.
During the commotion, Gudaren brought out a knife and fought back causing injuries to a certain Crisanto Julius
Mendoza Antolin, 42, baker of St Martin Bakery located at the place of
incident. Antolin was brought to Baguio General Hospital for treatment while
Gudaren was brought to Station 1, Baguio for investigation. Gudaren voluntarily
surrendered the knife used during the incident.
Man nabbed for physical
injuries
NATONIN, Mountain
Province – Police arrested Monday a certain Eddie Taluyan Amoggao, 43 here for
physical injuries after arrest warrant was issued by Judge Gaslito Dumpayan of
Municipal Circuit Trial Court, Natonin-Paracelis against him. Amoggao was
tagged by police as fifth most wanted person in the town.
Ifugao cops nab man in
Solano for rape
SOLANO, Nueva Vizcaya
– A tracker team of Ifugao police arrested here Monday at Barangay Bascalan a
certain Nelson Bu-ucan Bay-ong, 51, of Dalligan, Kiangan, Ifugao for rape.
This, after arrest warrant was issued against the suspect by by Ester
Piscoso-Flor, Presiding Judge of Regional Trial Court, Branch 34, Banaue who recommended no bail.
Confiscated from the suspect was Cal. 9 mm handgun loaded with 12 bullets and
holster. The accused was brought to Ifugao where he was jailed.
Masseur mauls Burnham Park
security guard
BAGUIO CITY – A
masseur mauled a security guard here Tuesday around 3:45 p.m. at Burnham Park
at the Yellow Boat area for trying to prevent him from plying his trade. The
victim was identified as Rodel Salazar Aquino, 39, security guard under
Interlink Security Agency detailed at Burnham Park, Baguio City, native of
Malasiqui, Pangasinan. The suspect was identified as Bonifacio Resuello “Jun”
Ferrer, 43, of Mabalbalino, San Carlos City, Pangasinan.
Investigation
disclosed that the victim was roving when he saw four male persons seated
at a concrete table with benches and one of them was massaging a man. He
whistled at them several times to warn them of city administrative order on the
prohibition any kind of massage services/activities inside the park. However;
the suspect and his companions ignored him so the victim approached them and
took video of their activity that prompted the suspect to maul him. The victim
ran toward Solibao Restaurant and sought police assistance. Ferrer was
arrested.
Cattle rustling captured
on CCTV; suspects nabbed
PANIQUI, Tarlac - -
Police solved the stealing of a grown up cattle in just four hours after the
incident was reported at 10 a.m. Wednesday.
The stolen cow was recovered some 15 km away in Moncada town and one of
the two thieves was arrested.

Salvador Destura identified the apprehended cattle rustler as Greg Ortiz Thalla,
42, of Barangay Cayanga, here.
Thalla was identified
in the footage of a street cctv at Barangay Coral as one among the 2 persons
seen tagging away the bull of Mario Leoneo, also from Barangay Cayanga.
The second suspect was
identified as Joseph Cortez of Barangay Abogado who remained at large and is
the subject of a police manhunt.
Insp. Joel Gamboa,
deputy police chief led recovery of Leoneo’s cow from June Uno in Barangay Sta.
Maria, Moncada, with whom Thalla and Cortez sold the bull for P28,000.
During the recovery of
the cattle, Uno showed a barangay certification that he “legally” bought the
animal from Thalla not knowing that it was stolen from this town. Apparently,
Thalla gave Cortez only P6,000 from Uno’s money.
Sought for comment,
Mayor Miguel Rivilla said, “a great job for Paniqui PNP, especially to
inspector Gamboa. The quick response of the police to reported crimes have kept
our town peaceful and safe”.
Rivilla also disclosed
his plans to install more CCTV cameras saying these, “proven to be very helpful
in solving crimes. We have been working to put in place additional CCTVs even

Farmer shot dead by two motorcycle-riding
men
RIZAL, Kalinga -- A
certain Darwin Gaddao “Amboing” Batario, 33, farmer of Barangay Macutay
here was shot to death by two unidentified men in Barangay San Quintin Feb. 21
around 5 p.m. Investigation revealed while the victim was driving his tricycle,
two men riding a motorcycle stopped, shot the victim with a handgun that caused
his instant death. The perpetrators fled towards Liwan East of this town.
Responding cops
searched the area and set up checkpoints but the shooters couldn’t be found.
Police found two spent shells of Cal. 40 hundgun at crime site. The victim’s
body was brought to Funeraria Ortiz in Tuguegarao City. The motive of the
shotting is still unknown.
Man escapes death after triggerman
misfires 3 times
BANGUED, Abra – Police
arrested a man here for trying to kill a resident here Feb. 21 at about 1:30
p.m. Police said they responded to phone call from a concerned citizen
informing them that a commotion was in progress in Baranghay Calaba South here.
Upon arrival at the place, a certain Arnelo Bartolazo informed them
that Romeo “Klem” Bicera, resident of same place aimed at him a Cal. 38
handgun, squeezed the trigger three times but didn’t fire. Cops and
Bartolazo pursued the suspect and apprehended him at Balao-as farm, Calaba
South.
Police found in the
area inside a tire interior under a Madre de Cacao tree several bullets for
different guns.
“Rapist’ nabbed in Tinoc
TINOC, Ifugao – Cops
nabbed a certain Arsenio Pa-ay Guay, 53 for rpae here Monday at about 7:30 p.m.
in Kumelbeng, Poblacion. The suspect was ordered arrested by a judge who
recommended no bail.
Businesswoman loses P5K,
cellphone to man who renders her unconscious
MANKAYAN, Benguet –
Police reported a case of robbery with violence here wherein the victim
identified as Martina Valenciano Comila, 65, entrepreneur of Pabileng, Tabio was
assaulted by a still inidentified man.
Investigation disclosed while the victim was walking along a pathway
going up to the Tabio barangay hall Feb. 21 at around 1:40 p.m., the man
suddenly hit her head with a hard object causing her to fall on a concrete
canal where she become unconscious. The perpetrator took her P5,000 cash and
Samsung touchscreen cellphone worth P5,000. The victim was rushed by a
concerned citizen to Mankayan Infirmary Clinic for medical attention and was
referred to Luis Hora Hospital in Bauko, Mountain Province by the attending
physician.
Cordillera cops nab 11 persons in a day
LA TRINIDAD, Benguet--
The Police Regional Office – Cordillera recently arrested eleven persons for
various crimes.
In Baguio City,
arrestged were Orlando Aboc Cortez Jr. for
rape, while Connie Gabriel Ribaya was arrested in RTC, Branch 5,
Baguio City for theft.
In Benguet, four other
persons were arrested namely Wardy Binawe Aligan arrested for acts of
lasciviousness; Javier Sulne Saguid for carnapping, Rogelio Ayngan
Alisto for estafa and Bensol Abilang Bawas also known as Ganopac,
also for estafa.
In Ifugao, Arturo
Pragata Sutio was arrested in Lamut for violence against women and
their children, and Ardale Martin Gaspili for violation of RA 7610 or
Law against Child Abuse.
In Abra, Gordon
Jackson Walis was arrested in Sallapadan for theft.
In Apayao, Dexter
Quiban Basan was nabbed in Kabugao for carnapping. --

Three persons victimized
by “salisi
BAGUIO CITY – Three
persons lost their gadgets to snatchers in different occasions Feb. 19.
Josephine Tolentino, student, 24, of Aurora Hill lost an Iphone 6 worth P30,000
after a thief took her phone at around 8 p.m. along Session Road. According to the victim, they were walking
down Session Road after eating in Pizza Volante when she noticed her phone was
missing. She rushed to the establishment to check her phone but the clerk said
they did not see any phone left on their table. CCTV footages of the
establishment are now being reviewed by the police.
In a separate
incident, victim Maria Benitez lost her Samsung Note 4 worth P40,000 at around
11:30 a.m. inside SM Baguio. She was about to test a headset she was about to
buy when she noticed her phone was missing and
the zipper of her sling bag placed at her back was open. She reported
the incident to the mall guard but the suspect was nowhere to be found.
In another case, a
flower shop clerk identified as Florence Lecude at Lake Drive here lost a
digital camera, cellphone, bank passbook and cash worth P10,000 after two women
stole her bag while she was busy entertaining other customers.
Tourist loses gadgets in
pickpocket incident
BAGUIO CITY -- A local
tourist lost P33,000 worth of gadgets to a pickpocket morning of Feb. 14 here
along Harrison Road.
Victim Mike Ybanez
Sarceno,40,of Quezon City and his companions were looking for a restaurant in
the said place around 8 a.m. when his bluetooth headset suddenly alarmed,
signaling that his gold-plated Samsung S5 and blue Samsung S3 were five meters
away from the headset. Upon checking, he noticed that the zipper of his belt
bag placed at his back was open and the gadgets were gone.
The victim said he
didn’t notice someone went near him. Police officials no CCTV cameras installed

16 gang members arrested
in La Union
SAN FERNANDO CITY, La
Union -- Police and narcotics operatives
arrested Thursday 16 gang members involved in illegal drugs, shooting incidents
and various offenses.
Senior Supt. Angelito
D Dumangeng, provincial police director, partnered with other government
personnel in implementation of 23 search warrants and two arrest warrants
from courts in Pangasinan and La Union.
They seize five
illegal guns, ammunition, a rocket launcher, 104 sachets of shabu, 1 lunchbox
of white crystalline substance believed to be shabu, 31 sachets of Marijuana
and drug paraphernalia.
Dumangeg said the
arrested gang leaders and members included drug personalities from the towns of
Bauang, Agoo, City of San Fernando,
Caba, Sto Tomas, San Juan, Rosario and Aringay.

P28-M marijuana destroyed in Benguet, La
Union, Kalinga
CAMP DANGWA, La
Trinidad, Benguet -- – Philippine Drug Enforcement Agency personnel destroyed
over 60,000 marijuana plants and seedlings with an estimated value of P28
million in separate operations in Benguet, La Union and Kalinga last week.
Anti-drug operatives
discovered around 53,900 marijuana plants in a 2,850-square-meter plantation in
the mountain village of Takadang in Kibungan, Benguet.
Authorities said it
was the biggest marijuana plantation raid in the province since January.
Chief
Supt. Ericson Velasquez, Ilocos police director, said 8,800 marijuana
plants worth P1.7 million were uprooted in four plantations in Barangay Sapdaan
in Santol, La Union.
In Tinglayan, Kalinga,
7,000 marijuana plants worth P1.4 million were destroyed in Barangay Bugnay,
said Senior Superintendent Victor Wanchakan, Kalinga police director.
Grenade launcher,
illegal drugs confiscated in Caba
CABA, La Union – A
grenade launcher, five sachets of suspected shabu, 12 packs of dried marijuana
leaves, drug paraphernalia and ammunition were seized during a raid here
on a suspected drug den.
Senior Supt. Angelito
Dumangeng, La Union police director, said the operator of the drug den, Ramon
Gapuz, is the second most wanted drug suspect in the province.
Violence against women, children
down in Baguio
BAGUIO CITY -- A lower
number of violence against women and children was recorded at start of this
year compared to same period last year, according to the Women and Children
Protection Desk of Baguio City Police Office.
A total of 42 cases of
violence against women and children were recorded by the Women and Children
Protection Desk last January. Among the listed cases, 25 were physical abuse
and 17 were psychological abuse. Compared to the same period last year, the
office recorded a higher number of cases totaling to 108 cases, 41 were filed
in court. It is expected to increase in the succeeding moths but the WCPD is
hoping that it will not be greater on the total cases recorded last year.
SPO4 Lieza Batanes of
the Women and Children Protection Desk said most common cases were physical
abuse and psychological abuse.
She said they cannot
force abused women to file cases against violent husbands because it just a
waste of time and the case might just be dismissed.
She said most cases of
violence began due to misunderstanding of couples which adversely affected

Ifugao PNP chief orients
media on crime prevention strategy
LAGAWE, Ifugao -- The
new provincial police director here initiated a forum with local
media for dissemination of police
activities in the province.
Senior Supt.
Constancio Chinayog Jr oriented media practitioners and campus writers on crime
prevention called “Lambat-Sibat”.
Chinayog said
Lambat-Sibat is a crime reduction strategy in managing police operations that
aims to prevent and reduce crimes by targeting criminals that may have impact
on prevalent crimes.
‘Lambat’ is a Filipino
term for net which is used by fishermen to catch fish within a particular area.
This was adopted by the police to symbolize the anti-crime strategies
implemented within a particular area or community with the purpose of
preventing and reducing crime by arresting any criminal that gets in the way.
‘Sibat’ on the other hand, is the Filipino term for spear used by hunters to
kill or target their prey or enemy.
In police strategy,
the sibat or spear symbolizes the targeting of a particular wanted criminal or
specific person of interest who may have an impact on the prevalent crimes.
The Lambat-Sibat is
anchored on crime reduction strategic models that focus on 4 key areas namely
Hotspot Management, Behavior Management, Targeting and Preventive Measures that
can bring about crime reduction.
Hotspot Management
involves threat or risk assessment, area study, crime prone identification, address
symptoms of crime and tackle the offenders.
Behavior management
involves crime link analysis, crime clock analysis, focus resources, identify
crime patterns, and identify crime modus operandi and correlation of police
operations.
On the other hand, Targeting
includes target profiling, operational research, identify career criminals,
identify criminal network, identify list of most wanted persons, identify
persons of interest and the arrest of most wanted persons.
Preventive measures
include the installation of CCTV, crime deterrent patrols, Oplan Sita,
checkpoints, one-time-big-time operation, target hardening measures, case
tracking, follow-up and solve crimes, managing patrol operations, intelligence-
led operations and Local Anti-Criminality Action Plan.
The PNP seeks the help
of media in the dissemination of their programs and activities against
criminality and help prevent, reduce and solve crimes for safer, orderly and
