Taiwanese arrested for kidnapping own daughter
BAGUIO CITY — National Bureau of Investigation agents nabbed here Monday  Taiwanese Hung Chang Lai who allegedly kidnapped his 3-year-old daughter from his estranged girlfriend.
Hung, 40, took his daughter to this summer capital without informing the 26-year-old mother, his girlfriend from Angeles, Pampanga, last Jan. 16, the NBI said.
The mother of the child also told the NBI that Hung hurt her before running off with their daughter.
The child's mother said the suspect forcibly took their child, threatening to take him far away from her.
Before fleeing with the child, the suspect allegedly left the victim's mother with their helper inside their home in Angeles, Pampanga before fleeing with the child.
NBI agents were able to track Hung to an apartment in a subdivision here in Barangay M. Roxas and found him with the child.
NBI-Cordillera said Hung faces a kidnapping case even if he is the father of the 3-year-old.
"Kidnapping siya in a sense dahil kinuha niya yung anak niya forcibly without the consent of the mother," NBI Special Investigator Ronald Pangan was quoted as saying in a report.
Moreover, Hung is not acknowledged in the child's birth certificate.
The suspect is curently awaiting trial at the Baguio City Jail.
The Taipei Economic and Cultural Office in the Philippines, meanwhile, has reportedly requested for a copy of the spot report of Hung's arrest.

PDEA drug bust nets 4 in Baguio 
BAGUIO CITY -- Anti-narcotics agents from the Philippine Drug Enforcement Agency Cordillera with local police arrested four members of separate local drug groups operating here during a buy-bust operation Jan. 20 along Bayan Park Village, Aurora Hill. 
Abdul Fabrigas Abdulahi, 25 years old, Filipino-Somalian, of Alfonso Lista, Ifugao and presently residing here at Upper Liwanag, Loakan, with his 22-year old female cohort were collared during the sting operation when they sold three heat-sealed transparent plastic sachets containing suspected shabu to a PDEA agent.
Their two associates were also arrested, namely, call-center agent Mark Joefer Abando Mabalot, 27, of Ambatigan, Agoo, La Union and resident of Dreamland, Pico, La Trinidad, Benguet and Wincharles Dacuyan Aquino alias Tiogo, 37, taxi driver, of Lagangilang, Abra and resident here of San Vicente.
Upon their arrest, the suspects yielded four more sachets of suspected shabu and the buy-bust money.  Confiscated also during the operation were two mobile phones and one Mitsubishi Adventure Taxi used during the transaction.
They are now detained at the Baguio City Jail following the filing of cases for violation of provisions of Republic Act Number 9165, otherwise known as "The Comprehensive Dangerous Drugs Act of 2002".

Apayao kagawad mauls accountant for smoking    
LUNA, Apayao – An accountant was mauled here Monday by a barangay kagawad for smoking in front of Ganaden Store and Eatery at Barangay Quirino. The victim was identified as Richard Pablo Rumias, 40, of Bonifacio Enterprises, resident of Centro East, Ballesteros, Cagayan. He was allegedly mauled and threatened by Alex Bayani Ganaden, 54 and his helper Eijie Lumilan Dela Cruz, 26.
Investigation disclosed the victim went to Ganaden Store and Eatery to buy a stick of cigarette around 9:30 a.m. When Rumias lighted the cigarette Josie Ganaden, storeowner told him not to smoke at the store. A heated argument arose between them that prompted suspects to approach the victim and maul him. The victim was able to escape while suspects fled.

Minor arrested for frustrated murder, physical injuries, robbery
TABUK CITY, Kalinga – A male minor was nabbed here Monday at Camp Juan M. Duyan, Bulanao, by police who served arrest warrant at their house for physical injuries, robbery and frustrated murder. Executive judge Marcelino K. Wacas of RTC Branch 25, Bulanao who issued arrest warrant recommended bail of P200,000 for the suspect’s temporary liberty.


Car hits mother, 3-year-old child; retrieved under vehicle
PENARUBIA, Abra – A young mother and her 3-year-old son were seriously injured when they were hit by a car while crossing a road here Monday around 3:30 p.m. along Peñarrubia-Bucay Road here at Barangay Dumayco.
A police report said the gray Chevrolet bearing plate No. XNJ 640 was driven by Michael D. Gonzales, 27, nurse, of South Poblacion, Bucay town. Hit were Mercy Salem, 22, and her son, Ronaldo Salem Digay,  here of Barangay Lusuac. 
The victims were retrieved under the car by the driver and his father with help of bystanders by lifting the vehicle. The victims were immediately rushed by the driver to Abra Provincial Hospital in capital town of Bangued, Abra for medical treatment. The arms and legs of the victims were injured while the back of the child’s head was lacerated. The child was later brought to Metro Vigan Hospital for CT scan.

MP provincial jail warden hurt as motorcycle rams bus
BONTOC, Mountain Province – The warden provincial district jail here was injured when the motorcycle he was driving rammed a Rising Sun Bus Monday around 1 p.m. along the national road at Sitio Komesey, Bontoc Ili.
Police said the bus bearing plate number AYV 583 owned by Richard Dominguez and driven by Renato Aquino Erosa, 38, was heading towards Baguio City when it accidentally bumped by a motorcycle owned and driven by Jail Insp.  Bernard Sibayan Marcos, 47, of Purok 14 IP Village, Irisan, Baguio City who was heading towards Poblacion.
Investigation disclosed the driver of the motorcycle was moving fast and lost balance which caused to encroach the other lane and bumped the bus. Marcos  was brought at Bontoc General Hospital where he was treated for abdominal injury and was admitted. The bus had dented front bumper and scratches while the motorcycle was damaged.

Old farmer sleeps while cooking; house burned
BAUKO, Mountain Province – A 71-year-old farmer fell asleep while cooking resulting to burning of their house here Monday around 7 a.m. at Sitio Suysuyoc, Tapapan.
Police, firemen and disaster personnel responded to burning of John Agsisiyo Baggi-ing’s house but could not contain it until it was razed to the ground.
Investigation disclosed that prior to the incident, Baggi-ing’s wife  Matolin told her husband to cook food since she will go early to their vegetable garden. However, Baggi-ing fell asleep until fire reached the edge of the bed cushion that awakened him when his feet felt hot.
Aside from the house made of cogon and wood, the couple’s personal belongings were burned including senior citizen ID cards. The fire was declared fire out at around 9:20 a.m. with total estimated cost of damages at P80,000. Nobody was injured during the incident.


2 nabbed in Abra for illegal guns, bullets 
BUCAY, Abra – Two persons were nabbed in Abra last week for illegal guns and bullets. Cops nabbed Essie Bicera Lumaoig, 45, in his residence here in Barangay San Miguel for having in his his possession a Cal.45 hasndgun with two magazines with 12 bullets.
In another incident, Ian Krisian Tingday, 23, student, was arrested in his residence in Bangbangar, Bangued for illegal possession of bullets for different firearms.
Judge Raphiel F Alzate, presiding judge of RTC Branch 58, Bucay, and RTC Branch 1, Bangued, Abra, issued search warrants for both cases.

Cellphone technician strangled; lose P18,000 gadgets, P3,000 
BAGUIO CITY – A cellphone technician was robbed here of gadgets worth around P18,000 and cash Jan. 22, around 2:22 a.m. while walking below the I-shaped overpass in front of Dimalanta Grocery, Upper Magsaysay Avenue.
Cops identified the victim as Dennis Villanueva Emperador, 31, who took his sling bag containing  two I-Phone 4s cellphones worth P4, 500 each, Samsung J5 worth P5,500.00, 500 gig hard disc worth  P2,500.00, P3,000,00 cash, and assorted keys.
Investigation disclosed that while the victim was walking below the overpass when somebody from behind choked his neck tightly until he went unconscious. When he gained consciousness, he noticed that his belongings mentioned above were already gone.

15-year-old male nabbed for shabu 
LA TRINIDAD, Benguet – A 15-year-old male was arrested here Jan. 22, around 11:30 p.m. by cops inside Tabanians Videoke Bar at km 3, Barangay Balili.  The suspect was frisked. Inside his black coin purse were two small heat sealed transparent plastic sachets containing white substances suspected to be “shabu”.
The minor was brought to the Benguet General Hospital for medico-legal and was later brought at La Trinidad police. The suspect was an elementary graduate and resident-boarder of Km3, Stone Hill, Balili. 

Pastor hurt in collision with drunk driver of motorcycle
KIANGAN, Ifugao – A pastor driving a motorcycle was injured when a drunk man driving a similar vehicle encroached in his lane resulting to collision.    
A police report said the incident happened around 4:35 p.m. on Jan. 22 curved road fronting Ifugao Academy School. Injured was Eddie Catama Dinamling, 44, pastor and Noel Balajo Ayumen, 34 who was without driver’s license.
Investigation disclosed Dinamling was traversing the road towards Tinoc town while Ayumen was at opposite direction. Upon reaching the place of incident, Ayumen lost control of his motorcycle and encroached the lane of dinamling which resulted to the collision. Both vehicles were also damaged and brought to Kiangan police station for safekeeping. Both parties agreed to settle the incident.

Single, female Bontoc farmer commits suicide
BONTOC, Mountain Province – A single female farmer hanged herself to death with a straw rope here Jan. 22 at Omfeg, Bontoc Ili.
A police report said they reicived text message around 3:12 p.m. about the incident. Immediately, cops in coordination with Dr. Diga Kay Dirige Gomez, municipal health officer and personnel of Mountain Province Provincial Crime Laboratory Office went to the place and found victim Eliza Fumanes Magkachi, 55, dead due to hanging.
Investigation disclosed the victim was suffering from mental illness and taking in medicine. Around 10 a.m. of Jan. 20, victim went to take a bath at the house of Kate Quilaman Kumalao at Sukok, Poblacion.
She larter found dead in her residence around 1 p.m. of Jan. 22, by Nicolas Chaun Falag-ey, 50, single, CAFGU member and resident of same place who noticed flies were coming inside the house of the victim that prompted him to verify. He saw the victim kneeling with the straw rope tied to her neck. The cadaver was in advanced state of  decomposition.

Laborer badmouths 3 in Bontoc bar, fistfight ensues
BONTOC, Mountain Province – A laborer bad-mouthed two young men and a woman here at a bar here Jan. 22 around 12:45 a.m. that resulted to a fistfight along national road fronting Cable Café Resto at Poblacion.
Complainant Gwyneth Atiwag Agwaking, 19, student of Sum-at, Caluttit, told police around 10:30 p.m., her boyfriend, Jun Jun Apaling Ayyawan, 26, of Tanulong, and Wilner Ongngog Konger, 28, both of Sagada were having drinking session at Cable Café when a certain  Hansel Lamag Singlan, 30, of Anabel, Sadanga town approached their table and uttered vicious words pointing at the complainant and her boyfriend, but they didn’t mind him after which, the suspect went out from the café. Later, the complainant together with her companions also went out and saw the suspect who again uttered again vicious words which caused the fistfight. Case was endorsed to the Barangay Lupon.

Bizwoman rapped for making house in peril of falling down
BONTOC, Mountain Province – A complaint was filed against a businesswoman for reportedly removing a stone wall which supported a house from falling down. 
Frisnedi Loy-asan Kat-onon, 39, tricycle driver, of Barlig town but presently residing at Sitio Fagkhay, Samoki here complained to police Jan. 22 against one Julita Ayan, 55, widow, of Chakchakan, Bontoc Ili for malicious mischief. Around 1 p.m. of Jan. 22, 2017, complainant’s  daughter Freya saw Ayan removing the stonewall. In his complaint, Kat-onon said the suspect was claiming ownership of the portion where the stone wall was erected but he alleged the boundary was below the stone . Police inspected he area and found around three meters of the stonewall was removed. Estimated cost of damages was P5,000.  Case was endorsed to barangay lupon.

Farmer stabs dead 15-year-old deaf-mute
KAPANGAN, Benguet – A farmer is now in jail here after stabbing dead a 15-year-old deaf-mute on Jan. 12 around 9 p.m.at Sitio Bakiwag, Paykek.
Police named the victim as Christian Dave Bacdayan Pinas of Paykek while suspect was identified as Jesus Calbin Gulian, 51, of Barangay Cayapes here.

Investigation disclosed victim and suspect were inside the shanty of  Mackenzie Bay-an  when witnesses Norwin Poncian and Glenson Dulas, who were drinking liquor outside, saw the victim thrown by the suspect outside the door who fell on the ground. Dulas saw the suspect holding a knife. Dulas then took the knife from the suspect, checked the victim and saw a lone puncture wound on his chest. The victim was brought by witnesses to the Kapangan District Hospital but was declared dead on arrival by attending Physician Dr. Alma Ged-ang.
