‘Super Woman’ in BBM Cabinet

To describe this lady
as an accomplished leader and great achiever are under statements. Instead, she
can be dubbed as ‘super woman’ in the Cabinet of outgoing Pres. Rodrigo Duterte
and soon in Pres. Ferdinand ‘Bongbong’ Marcos (BBM) Jr., if she’s lucky to head
anew the Philippine Economic Zone Authority (PEZA).
Recently, the Publishers Association of the Philippines, Inc. (PAPI) had endorsed to BBM, PEZA Director General Charito ‘Ching’ Plaza to head afresh the agency -- a prime mover in the Philippines’ economic recovery.
“PAPI and its media players affiliate publications, can be of tremendous public information and promotional to PEZA and its primary mandate to promote foreign direct investment flows to PEZA ecozones and can be an effective Investment Promotion Partner (IPP) of PEZA under its PEZA Investment Promotion Partnerships (Ka-PIPPs) program, wherein PEZA coordinates with Ka-PIPPS media organizations and players to provide business and leisure activities, free media exposure about the ecozones and tours, in the Philippines to attract investments in the country and help promote the PEZA ecozones worldwide,” part of the PAPI-PEZA Memorandum of Understanding (MOU) signed by president Nelson S. Santos and Director General Plaza, of PAPI and PEZA, respectively.
PEZA contributes 15 to 18 percent of the country’s Gross Domestic Product (GDP) and among the highest in the remittance of dividends to the national treasury.
“At the height of the pandemic that started in 2020, PEZA implemented various ‘balancing acts’ despite the challenges,” Plaza told the guests in the Local Press Assembly 2022 (LPA) event on June 26 held at the PEZA Auditorium of the Double Dragon Plaza in Pasay City. She was the keynote speaker of the occasion.
PAPI officials, members, along with other convenors in the event led by PAPI chairman emeritus, Johnny Dayang, expressed belief that Plaza could continue her projects and programs in PEZA if BBM gives her the chance to lead the agency again.
She was appointed by Pres. Duterte as director general of PEZA on Sept. 2016. Since then, she has earned the trust and confidence of local and foreign investors.
Under Plaza’s leadership, she has revolutionized PEZA’s mission, functions and roles in promoting investments and creating jobs and livelihood. Among these are the transfer of technology, developing idle lands into special economic zones (SEZs), digitalizing the economy, building self-reliance, self-sustaining, resource-generating economy and maximizing the production and manufacturing capability of the Filipinos to become a multi-knowledged, multi-skilled and world-class workers.
Maybe only a few knows that Plaza is likewise a Commissioned Officer in the Armed Forces of the Philippines (AFP) – Reserve Force, holding the rank Brigadier General. From 1989 – 1998 and then from 2012-2015, she was Wing Commander for the 3rd Ready Air Reserve Wing Mindanao and the 7th Air Force Wing Reserve, respectively
Plaza was both the youngest commissioned lieutenant colonel and the youngest colonel in the AFP Reserve Force. She was also the first female general in the AFP Reserve Force, the first female general in Philippine Air Force, and the first female general from Mindanao.
She was elected as congresswoman of the 1st District of Agusan del Norte in 1987, making her the youngest Congress Representative in the Philippine history. During her term, she has made major amendments to the Balikbayan Program & the Tourism Infrastructure Bill.
She also authored the bill creating the Caraga Region as the 13th Administrative Region in the Philippines. With that, she earned the name, The Mother of Caraga Region.
Most notably, she co-authored the Republic Act 7916, or the Special Economic Zone Act of 1995, creating the Philippine Economic Zone Authority.
As PEZA Director General, she initiated major policy reforms particularly in revolutionizing the economic zones to meet the dynamic demands of the business environment and to support President Duterte's economic agenda.
