P10.5 million marijuana burned in Kibungan, Kayapa
BAKUN, Benguet – Police uprooted P10. 5 million worth of marijuana plants in Benguet last week.

The marijuana plants were destroyed by joint personnel of  Benguet Provincial Public Safety Company, Regional and Provincial Anti-Illegal Drug Special Operations Task Groups  and Philippine Drug Enforcement Agency  at Tacadang, Kibungan and Kayapa, Bakun.

Chief Supt. Benjamin B. Magalong, regional police director said the marijuana plants were uprooted in 16 plantation sites.

A total of of 60 kg of dried marijuana stalks and 1.25 kilograms of marijuana seeds were likewise found in the plantations.

Man nabbed for firearm,another surrenders gun
DANGLAS, Abra – Police recently arrested a certain  ArjayTubiera Reyes, 20, of Barangay Nagaparan here  for illegal firearms and violation of the Commission on Elections gun ban.

Prior to the arrest, a misunderstanding erupted between the group of Reyes and that of Markliee Javier Acnam, 19, married and John Paul Javier Acnam, 15,  both residents of Barangay Abaquid also in Danglas,while playing cards at the wake of ArsenioPanabang.

The group of  Acnam left Reyes but the later followed them and pointed a gun to them prompting the duo to grab the hand of Reyes and while they were struggling for possession of the firearm.

They accidentally pulled the trigger of the firearm until Acnam was able to disarm Reyes.

Acnam turned over the Cal. 22 revolver loaded with bullets to police.

Meanwhile, in San Isidro town,  BarangayKagawad Gilbert PaculdarPacsa of Barangay Dalimag here recently surrendered a pistol with bullets to local police

Councilor held for guns
TUBAO, La Union – A municipal councilor was arrested here Tuesday for allegedly violating the election gun ban.

Town councilor Samuel Pang was arrested after police officers raided his house in Magsaysay Village and reportedly found several handguns.

Man held for pointing gun at Luna resident
LUNA, Apayao – A certain JomarTackit, 36 was arrested after a resident complained against him.

Prior to the arrest, the suspect pointed a Cal .45 pistol at the complainant and threatened to kill him but the latter wrestled with the suspect and was able to take possession of the firearm.

Jomar immediately reported the incident to police that resulted to arrest of Arturo and confiscation of the firearm with four live bullets.

In Cabugao town, a certain Ramos Dacro, was also arrested for illegal gun possession.

Bakun cops find gun in waiting shed
BAKUN, Benguet – Police conducting patrol along Poblacion-Madaymen Road, here last week, found a red backpack unattended in a waiting shed which contained a Cal. 22 revolver, pliers and a claw hammer.
           
No suspect was arrested for  owning the gun.  

Another ‘assassin’  surrenders in Abra
LA PAZ,Abra -- A 24-year old private armed group  member, an alleged assassin, recently surrendered here police.

Police identified the surrenderee as Reynaldo Gaban Segundo, of SitioSidungan, Barangay Liguis.

Segundo was reportedly the last remaining active PAG member of the RamilPilor Group engaged in assassinations.

He was earlier charged for frustrated murder before the Regional Trial Court, Bangued but his case was dismissed recently.

Segundo voluntarily surrendered after negotiations with the Provincial Intelligence Branch, Regional Intelligence Unit and the Criminal Investigation Detection Group.

The aforesaid PAG member is now in police custody in Abra.

Chief Supt. Benjamin B. Magalong, regional police director, said the surrenderee will be closely monitored to make sure they will not be utilized by any group or individuals to advance political interests.

Three wanted men nabbed in Benguet
CAMP DANGWA, La Trinidad, Benguet – Three wanted persons were arrested last week in the province.

In Tublay town, a certain Vicente Morales Garin, 46, farmer of Pugaro, Manaoag, Pangasinan was arrested in his residence for attempted murder.

Bail bond of P120,000 was recommended by Judge Danilo P. Camacho of the Regional Trial Court  for his temporary liberty.

In the capital town of La Trinidad, a certain Leo BalatbaBedking 29, of Pines Park, Balili in the town was also arrested in Barangay Pico for theft with a recommended bail bond of P26,000 set by Judge DemotMarinias of RTC Branch 8.

In Barangay Buyagan still in La Trinidad, another  wanted person,  a 21-year old man who was arrested for committing two crimes.

Police identified the suspect as Rick Manlangit Lora, of Buyagan.

He was nabbed for violation of the provisions of Republic Act 9262 (violence against women and children) and RA 7610 (special protection against child abuse) with a recommended bail bond of P20, 000  and P 80, 000 respectively issued by Judge Francis A. Buliyat of RTC Branch 9.

Trooper arrested for violence against women, children
TABUK, City Kalinga -- A 30-year old active member of the Philippine Army and presently assigned with the 5th ID 45th IB based in Upi, Gamu, Isabela was arrested here last week for violation of RA 9262 (violence against women and children).

Judge Marcelina K. Wacas of RTC Branch 25, issued his warrant with a recommended bail bond of P12,000.

The trooper was identified as Jess DumalagGallena, a resident of Sinili, Santiago City.

Man found with gun in front of PNP station
LAGANGILANG, Abra – A man was nabbed for violation of Commission on Elections gun ban last week.

He was identified as ReynanteBergonia Laureta,43, farmer of Barangay Badas, San Juan town.

Laureta was arrested in front of a police station when he was found in possession of a Cal. 45 pistol, with two magazines loaded with13 bullets.

Prior to the arrest police noticed Laureta with a bulging object on his waist.

When Senior Insp. Eddie BongotanBagto, acting Lagangilang police chief frisked him, he saw a Cal. 45 magazine inserted on the pocket of the bag of the suspect and a pistol with magazine tacked on his waist loaded with bullets.

Theft, reckless imprudence land two men in Abra  jail
BANGUED, Abra -- San Juan and the Bangued town police arrested two wanted persons for theft and reckless imprudence last week,

Arrested was a former professor of Data Center identified as CharlonGulibanBlaquera, 26, of Barangay Guimba, San Juan,

Balquera was arrested in his residence for theft while a certain Augusto B. Barbero, 44, of Barangay Patucannay,Bangued was nabbed for reckless imprudence resulting to serious physical injuries.

He was arrested at the Bangued town plaza.

Man wanted for kidnapping, carnapping arrested
CAMP DANGWA, La Trinidad, Benguet – A 39-year-old man facing allegedly involved in a series of robbery cases in Benguet and Baguio City finally fell in the hands of the law.

He was identified as WilfredoGunadanDio-alan, of  Bagu, Bakun town.

He was charged for kidnapping and robbery,  violence and intimidation of persons. with no bail recommended

He is now detained at the Benguet provincial jail for a separate crime of carnapping. 

5 nabbed in Benguet for various offenses
CAMP DANGWA, Benguet -- Four more men were nabbed last week in their residences in Benguet for various offenses.

Efren Ulangcay Bilit, 27 and Sammy Ulangcay, 39, both residents of Caucalan, Tuba, Benguet were charged with three counts of attempted homicide.  

Meanwhile, a 35-year old miner identified as Gayaso Baguingey Hilton, of Guiday, Suyoc, Mankayan town was arrested for reckless imprudence resulting to serious physical injuries.

Marvin Cambobo Cabinta Sr., 54, farmer, of Amdodon, Bangao, Buguias was also arrested in Barangay Abatan in the town for violation of Presidential Decree 705.

Also arrested was Cristito Dado Meria, 62, driver, of Cruz, La Trinidad, Benguet who was arrested in Kesbeng, Poblacion, La Trinidad for grave coercion.

Pampanga police director relieved

CAMP OLIVAS, Pampanga – The police director of this province was relieved of his post Wednesday after serving seven months in office.

The relief order for Senior Supt. R’WinPagkalinawan came from Camp Crame and was received by Chief Supt. Edgardo Ladao, Central Luzon police director, on Monday, according to Senior Supt. Moro VirgilioLazo, deputy regional director for operations.

Ladao got the order during a command conference with local police chiefs on Monday for preparations for Labor Day, Lazo said.

Senior Supt. Oscar Albayalde, former chief of the regional intelligence division, replaced Pagkalinawan Wednesday.

Local police officers expressed surprise over Pagkalinawan’s relief, saying there have been no serious election-related incidents reported in the province. 

128 Cordillera cops complete PNP modified scout training
 CAMP DANGWA, La Trinidad, Benguet – A total 128 of Police Non Commissioned Officers (PNCO), 25 of them female, officially recently completed their 45-day rigid training on the Modified PNP Special Counter Operation Unit Training (SCOUT) class 2013-23.

Chief Supt. Benjamin B. Magalong, regional director of the Police Regional Office in the Cordillera, said the newest SCOUT graduates have the most number of female who undergone the SCOUT training which indicates that females are now closely invading the law enforcement profession that was previously dominated by males.

It is now a mandatory requirement for the lower ranks to undergo this training as part of the promotion. Their month-long counter insurgency training developed their mental and physical skills. Principles and techniques of urban crisis response operations primarily on search and rescue (SAR) were also covered in the training that developed camaraderie and teamwork among the participants.

Magalong said the standard set forth for them is aimed to come up with a highly disciplined, effective and efficient PNP member.

The program started with the entrance of the troops followed by the presentation of the new graduates by the Battalion Commander, Senior Supt. John T. Colinio while Senior Superintendent Joseph C. Adnol declared the participants as graduates.

Magalong presented the certificates and awarded the medals to the ranking individuals who were able to excel in their class.

He congratulated all the graduates and he said that their training is very vital nowadays and the manner of the PNP SCOUT is not designed to develop killing machines, but to make the trainees withstand all pressures at extreme conditions. 

 “We make sure that every PNP personnel deployed are ever-ready, capable and efficient in handling their duties and responsibilities” he said.

The graduates will be deployed in provinces of the region for the elections.

The program concluded with the pinning of scout pin led by Magalong followed by the command group and members of the families of the graduates.
