UK national files case vs girlfriend for theft

BAGUIO CITY -- A theft case was filed Oct. 7 by David Hughes Oneil, 61, of United Kingdom, against his girlfriend identified as Haide Gulla Busquit, 30, sales representative at SM Baguio and both residing at Monterrazas Village, Tuding, Itogon, Benguet.

Investigation disclosed at 4 a.m. of Sept.  25, 2015 when the victim arrived from Saudi Arabia, he discovered that his camera set, three cell phones, bags and suitcases with a total value of P112, 500 were missing. The victim asked his caretaker regarding the items who told him his girlfriend took the items when she left at 8:30 p.m. of Sept. 19. The suspect was nowhere to be found prompting the victim to file a complaint against the suspect.

Man mauls live-in partner; case filed for resisting cops

BAGUIO CITY – Police filed a case for against a service crewman for resisting arrest after he allegedly mauled his live-in partner here about 2 p.m. Oct. 4.

The case for resistance and disobedience to an agent in authority was filed against Ervin SecortaJarapa, 26, of No.17A East Quirino Hill here where the incident transpired.

Police said a concerned citizen phoned local police station about the mauling. They were met by complainant, who claimed she was mauled by her live-in partner. The responding police officers were about to arrest the suspect but he became unruly and resisted but he was subdued. The complainant to file formal complaint against the suspect but cops filed case against Jarapa for resistance and disobedience. To cops.

Student mauled by boyfriend

BAGUIO CITY – A student was mauled by her boyfriend about 6:30 a.m. of Oct. 4, here at No. 199 Purok 6, Military Cut-off making her file complaint for physical injuries against the latter.

The complainant was identified as Jeelyn Soriano Solar, 24, resident of said place while respondent was named as Ryan Nicko Robles, 20, single, jobless, and a resident of Agro Irisan here. 

Based on the statement of the complainant, the respondent went to their house under the influence of liquor and uttered humiliating words against her. Solar tried to avoid Robles. He got irked and choked her using his hands but was immediately pacified by their board mates. The respondent left their house but returned after 15 minutes then continued uttering degrading words, broke a mirror, and threw a cucumber on the complainant’s face.

The complainant took a video of the respondent but he destroyed her cell phone. The complainant again went to her bedroom but respondent followed her and grabbed both her arms.

Farmer, 77 dies while working sick on farm

LAGANGILANG, Abra -- A cadaver was found on a farm here around 4:30 p.m. Oct. 4 in Barangay Lagben identified as Marcelo Anical Bacarisa, 77, married, farmer.

Investigation disclosed Bacarisa was suffering from sickness, but still continued to work at the farm. Police recommended that the cadaver be subjected to autopsy but the family refused, claiming that the incident was caused by a natural death.

CP charger left plugged; causes burning of bungalow 

BAAY LICUAN, Abra – A bungalow owned by Jimmy DanaoPalayen, 54, farmer, was burned here at SitioCabanbanan, Barangay Nalbuan, about 3:30 p.m. of Oct. 3.

Investigation revealed at about 9:30 a.m. earlier that day, two cap lamps and one battery charger were left plugged into the power source inside the victim’s house.  The victim with his family members left to till their rice field. The gadget caused a short circuit. All personal belongings, appliances, kitchen utensils and four sacks of grain in the house worth around P120, 000 were totally burned. No one was injured during the incident.

Couple shot by trike-riding men; wife dies 

BANGUED, Abra  -- A couple was shot several times by unidentified men resulting to the death of the wife here around 7:10 p.m. Wednesday along Zone 7. Police said Rolando Duque Tacis 42, tricycle driver and his wife Mary-an, both of Cabaroan, DanglasAbra and residents of Zone 7were shot several times by unidentified men riding a a motorcycle.

Investigation disclosed victims and their daughter were on board a tricycle when the assailants coming from behind shot the victims several times and escaped  south. Rolando sustained gunshot wounds on his back while Marry Ann sustained gunshot wound on her neck.  Both victims were rushed at Abra Provincial Hospital but Marry Ann was declared dead on arrival by attending physician.

Young man nabbed for frustrated homicide 

BAGUIO CITY – Cops arrested around midnight Monday a certain Cesar Balintag Malinang, 20, unemployed, of San Luis Extension for frustrated homicide after Judge Emmanuel C. Rasing of RTC 3, Baguio City issued warrant against him. Rasing recommended bail of P120, 000 for the accused’s temporary liberty.

Police said the suspect was a member of criminal gang called. Bangcawayan Bukas Kotse Group.

House burned to the ground

LAMUT, Ifugao -- A one-storey residential house owned by spouses Alfredo Bisaya Oligario and wife Teresita was totally razed by fire here around 1:55 a.m. Wednesday here in Barangay Mabato-bato 

A police report said fire started in room near the kitchen. Personnel from the Bureau of Fire Protection, Lamut responded at the incident and declared the fireout at about 2:25 a.m. No person was reported injured during the incident.

Young man stabbed by drinking mate

LUNA, Apayao – A certain Edison Y. Alag, 22, was allegedly stabbed by Brandon A. Oamil, 24 here around 8 p.m. Oct. 4 at Barangay. Lappa Police said the victim and suspect were having a drinking session when a heated argument ensued between them that prompted the suspect to stab the victim on several parts of his body. The victim was brought to Far North Luzon General Hospital and Training Center for medical treatment. The suspect was arrested and he is now incarcerated at the town jail.

Businesswoman files theft case vs Mankayan resident

LA TRINIDAD, Benguet -- An alleged case of theft transpired here at No. JC 195, Barangay Pico on  complaint of AgustinaBunagan Bastian, 43, businesswoman. The suspect was identified as VinaKebeng, of Balili, Mankayan, Benguet.

A police report said the incident happened around 9:15 p.m. of Oct. 4. According to complainant, she invited the suspect inside her business establishment to talk about business.

The suspect later left the premises unnoticed prompting the complainant to check her shoulder bag, but she discovered that it was already stolen. The alleged stolen shoulder bag reportedly contained IDs, BDO ATM card, passbook, and cash around P10, 000. A witness allegedly saw the suspect carrying the missing shoulder bag and rushing to leave the place.

Construction worker arrested for shabu

BAGUIO CITY – Cops arrested Arnel Mantes Guiriba, 35, construction worker of DMCI Barracks Compound along Ambuclao Rd.,  Pacdal here for allegedly possessing  shabu about 3:20 p.m. of Oct. 4. 

Investigation revealed the security guard at said place was on patrol within the premises when he noticed the worker occupying one of the barracks kept on opening the door and peeping.

This made the guard suspicious occupants were doing illegal activities. He went to the room and while in front of the door, a man suddenly opened the door and went away. The guard reportedly saw suspect sitting on his bed holding a plastic sachet containing suspected shabu. The guard grabbed the sachet and the suspect and and called for police assistance.

Police impostor, nabbed; faces multiple charges 

BAGUIO CITY—A police impostor is now facing multiple charges after his arrest on Sept. 4.

Senior Supt. Rolando Fernandez Miranda, acting city police director, said suspect Bryan Cascolan Alviar is now facing cases of threats, resistance and disobedience to agent of persons in authority, concealing true name and usurpation of authority.

Investigation, Miranda said, showed a case of alleged threats transpired at No. 321 Lower Magsaysay here on complaint of Rodolfo Emuslang Perpose, 62, resident of the place against Alviar, a boarder of the residence. The incident happened at about 6 p.m. of Oct. 4. At police station 2, joint personnel of station and mobile patrol unit responded to the place of the incident.

Authorities invited Alviar to the police station for questioning.  Miranda said, instead of going to the police station, he resisted, pushed the responding policemen then he introduced himself as a police officer assigned at the dental unit of regional police office in Camp Dangwa.

However, despite his resistance cops arrested him. While inside the police station, he introduced himself as Danny C. Bautista and reiterated that he is a police officer.

 At the police station, while documents were being prepared for inquest, authorities learned Bautista’s true name was Bryan Cascolan Alviar and not a member of the PNP, thus another case was filed against him. – Larry Madarang

6 nabbed for kin’s slay over lot tiff 

CLAVERIA, Cagayan -- Police arrested Oct. 2 six members of a family tagged in the torture and murder of their relative in this coastal town.

Marcelo Caligan, 43; his brother Jerry Caligan Sr., 51; Jerry’s sons Jerry Jr., 23, and Jerick, 21; and their cousins Kristian Arellano, 22, and Reynaldo dela Cruz, 35, were collared based on a warrant issued by  Judge Gema Bucayu-Madrid for murder.

No bail was recommended for all the accused.

Chief Inspector Manuel Viloria, chief of the Claveria police, said the suspects were tagged in the beheading of their relative, MelanioTabag, last year.

The suspects reportedly threw the victim’s decapitated head in his farm in Barangay Pata West.

Sexagenarian cleared in husband’s death

BAGUIO CITY -- A 61-year-old woman earlier tagged in the death of her husband, whom she hit with a frying pan on the head, has been cleared of parricide charges, authorities said here Monday.

Based on the findings of the medico-legal officer, Cyrill Capis, 67, died of a heart attack and not from the injuries inflicted by his wife Caridad.

Baguio City police chief Senior Supt. Rolando Miranda ordered Caridad released from detention.

On Sept. 28, the couple quarreled over who would cook breakfast and wash the dishes. The man reportedly punched his wife in the jaw, prompting her to hit him with a frying pan on the head. – Raymund Catindig

2 brothers electrocuted

CONNER, Apayao  – Two siblings were electrocuted after a water pipe they were holding touched a power line in Conner, Apayao on Monday.

Jason Valencio, 24, and his brother Eljay, 17, were declared dead on arrival at a hospital in nearby Tuao town in Cagayan, said town police chief Senior Inspector Manes Cadengan.

Reports said the victims were fixing the water connection near their home in Barangay Karikitan when the end of the pipe touched a live wire of the Kalinga Electric Cooperative.

264 new PNP recruits take

CAMP DANGWA, La Trinidad Benguet — A total of 264 police recruits took their oath as new members of the Philippine National Police (PNP) yesterday in a simple ceremony at the Police Regional Office-Cordillera headquarters, here. “I challenge the new members of the PNP to stand up to their oath and urged them to spend time in the name of public service,” said Chief Supt. Ulysses Abellera, regional director, at the ceremony. He said all 264 new cops underwent a rigorous screening and strict selection process.

64 drug suspects arrested in Pangasinan ‘Huli Day’

LINGAYEN, Pangasinan — A total of 64 people were arrested in a three-day anti-drugs operation against known drug pushers in the province.

Senior Supt. Rolie M. Saltat, Police Provincial Office officer-in-charge, said a total of 49 anti-drug operations were conducted Oct 2 to 4.

Saltat said the one-time, big-time operation, dubbed “OplanHuli Day,” resulted in the arrest of 12 individuals in the PPO’s drug watchlist; six suspects in its target list; and three in the Top 10 list of wanted drug suspects.

He added that 37 of the 49 operations were buy-busts that netted a total of 136 sachets of suspected shabu and involved P15,500 worth of marked money to be used as evidence in court against the suspects. – Liezle BasaInigo

Drinking session leads to stabbing 

LUNA, Apayao – A certain Edison YangatAlag, 22, was stabbed here thrice on the different parts of his body allegedly by Brandon Agpuldo Oamil, 24.

Police said the incident happened about 8 p.m. of Oct. 4, in front of the house of one GodofredoBeroy’s in Barangay Lappa. Investigation disclosed the victim and suspect with three others were having a drinking session when a heated argument ensued between them resulting in the incident.

The victim was brought to the Far North Luzon General Hospital and Training Center, Quirino, Luna, Apayao for medical treatment. The suspect and the instrument used are now under the custody of Luna police. 

Motorcycles stolen

Two motorcycles were stolen here Oct. 6 while another one was taken by thieves in Tabuk City a day earlier. In Baguio, blue Honda motorcycle owned by Fortunato Eric RabaraCaballes was stolen by unidentified suspect while parked along T.Alonzo St. at Banengbeng jeep terminal. 

At around 3:40 same day, a Racal-type motorcycle owned by Jackson VirayAmandy was stolen by unidentified man while parked unattended in front of PNB-Abanao, Abanao St..

About 4:31 p.m. Oct. 5, a Yamaha motorcycle owned by James BalisongLawagan was stolen by unidentified suspect while parked unattended at the parking lot of passenger jeeps beside intersection of provincial road and Quezon St., Dagupan Centro, Tabuk City, Kalinga.  

Two hurt in Tabuk shooting incident

TABUK CITY, Kalinga – Police responded to a shooting incident that transpired at Sandy-uy Restaurant here at Mayangao St., Dagupan Centro. The victims were identified as Moore PulgaoPinated, 26, and Rey Joseph TagayongTaeza, 27.

Investigation disclosed five men aboard two motorcycles arrived and bought liquor at said establishment.  One of them had an altercation with Pinated that prompted the suspect to shoot the victim hitting his right toe. Same bullet hit Rey Joseph Tagayong Taeza.

The victims were immediately brought to Kalinga Provincial Hospital for medical treatment. Recovered from the crime scene were one motorcycle. Police report didn’t say if suspects were arrested.

Man threatens GRO, customers with gun

TABUK CITY, Kalinga – A man who threatened a guest relations officer (GRO) and some customers by pointing his gun at them in a videoke bar eluded arrest here Oct. 5 and is now object of a manhunt bu police.

Police said the incident happened around 10:25 p.m. of Oct. 5. Cops responded to a radio report from SPO3 Edwardo Yagyagaon informing that a male person armed with a long firearm was pointing his gun to people in the bar.

 Responding cops headed by Insp. Shameral Banag saw the suspect along the corner of Baac and Canao streets at  Purok 4, but when they frisked the subject, he suddenly ran away. During chase, the suspect shot Banag but missed. The suspect dropped his firearm along the road and fled to unknown direction. A Cal.30 Carbine with one magazine loaded with bullets were found along the road and now under custody of Tabuk police.

Heavy equipment operator jailed for frustrated murder 

KABUGAO, Apayao--  A heavy equipment operator is now in jail here after he was arrested for frustrated murder about 12 midnight Oct. 5 in Metro Manila by local cops. The suspect was identified as Nick LibutanBalag, 26, resident of Camarin, North Caloocan. He was arrested at his place of work at Bagombong, North Caloocan following arrest warrant issued against him. Bail of P120,000 was set for his temporary liberty. 

Attempted rape lands man in jail 

PINUKPUK, Kalinga – Cops arrested Ernesto P. Agustin, 54 here

about 5 p.m. of Oct. 5, in Barangay Junction for attempted rape. Judge Marcelino K. Wakas of regional trial court Branch 25, BulanaoTabuk, Kalinga set bail of P120,000 for his temporary liberty.

Cops corner man wanted for rape 

BONTOC, Mountain Province – A man identified as Richard Calicto Mocco was arrested by the joint operatives of Regional Intelligence Unit-14, Regional Intelligence Division of PRO-Cordillera and Mt. Province Provincial Police Office at about 11:40a.m.of Oct. for rape. This after arrest warrant was issued against him by Judge Joseph Patanaan of RTC Branch 36, Bontoc.

TUBA, Benguet – Cops arrested Jeffrey BattalierPasi, 44, at Barangay Nangalisan here around 8:35 p.m. of Sept. 29 after warrant was issued by Judge Francis BuliyatSr.,of Regional Trial Court Branch 9 of La Trinidad, Benguet for violation of Republic Act 9262 or Anti-Violence Against Women and Their Children Act. Buliyat recommended bail of P120,000 for Pasi’s temporary liberty.

4 foreign convictsoff to Bilibid

LAOAG CITY, Ilocos Norte — Four Chinese nationals, sentenced to life imprisonment by a local court for possession of high-powered firearms and explosives, have been transferred to the New Bilibid Prisons (NBP) in Muntinlupa City.

Ilocos Norte Provincial Jail Warden Dario Estavillo said Thursday Chinese convicts – LengHaiyun, Dang Huiyin, Liu Wen Xion and Lei GuangFeng were transferred last week.

Prior to their transfer, the four had been detained at the provincial jail since being arrested at a checkpoint near a gasoline station in Pasuquin town, this province, on May 28, 2013.

He said the transfer of the four Chinese nationals to the NBP was his priority upon the released of the decision of their cases in court last July 2015 considering them as security threat inside the provincial jail as they were high profile personalities.

It was recalled that the Chinese nationals were sentenced to life imprisonment based on the pieces of evidence presented by the police in court and the testimonies from witnesses. -- Freddie G. Lazaro

Cops to secure Ilocos poll offices during COC filing

CAMP FLORENDO, La Union  – Four hundred police officers will be deployed to secure the local offices of the Commission on Elections (Comelec) in the Ilocos Region for the filing of certificate of candidacies (COCs) starting Monday.

Chief Supt. Ericson Velasquez, regional police director, said aside from rookie policemen, two senior officers would be assigned in each Comelec offices to prevent any untoward incident.

Velasquez said of the 407 officers, 246 would be assigned in Pangasinan, 58 each in La Union and Ilocos Sur, and 42 in Ilocos Norte.

He said they were still evaluating the situation in the four provinces to determine if there are areas of concern or hotspots.\

“We are evaluating the incidents that transpired in the 2010 and 2013 elections,” he said, adding no incident involving private armed groups has so far occurred. --  Jun Elias 

Cadaver found at sea

SAN FERNANDO CITY, La Union — The remains of a man, possibly one of the 13 Pangasinan fishermen still missing at sea since the onslaught of storm “Kabayan,” have been recovered, the Philippine Navy (PN) and the Philippine Coast Guard (PCG) reported Thursday.

Capt. Albert Mogol, commander of the Naval Forces of Northern Luzon (NavForNorth), said that the fisherman’s remains were recovered the crew of rescue vessel, “BRP Apolinario Mabini,” 75 nautical miles off Cape Bolinao past 4 p.m. last Wednesday

As the naval vessel took the body to Poro Point in this city, yesterday morning, Mogol said the massive search for the missing fishermen continues.

Mogol and his men turned over to the remains of the still unidentified male to the Department of the Interior and Local Government (DILG) office here.

Officers from the San Fernando City Police Station arrived at Pier 2, Barangay Poro, here, at 5:50 a.m. to receive the remains, said DILG La Union Provincial Director Paulino G. Lalata.

Meanwhile, Office of the Civil Defense Region 1 (OCD-1) Regional Director Melchito Castro said the body cannot be considered yet as among the 13 fishermen who have yet to be located.

Castro said that the DILG, which is in charge of managing the dead and missing fishermen, “will still verify the cadaver’s identity, it is not yet sure whether the body recovered is a fisherman until the DILG verifies it.”

He added search and rescue for the remaining fishermen will continue. “If the team will not have any sighting of the fishermen by tomorrow afternoon, the search and rescue will be terminated,” Castro said.
