5 dead in Pangasinan, Cagayan road
mishaps
Slippery
roads on a stormy weekend caused three deadly accidents in Pangasinan, and
Cagayan last week, resulting in the deaths of nine people, police reported.
In
Pangasinan, a Five-Star passenger bus and a Honda car figured in a head-on
collision along Maharlika Highway in Barangay Nancayasan, Urdaneta City at 10
p.m. Oct. 17.
All
three occupants of the Honda City sedan, with Plate No. XEW-472, were killed on
the spot.
They
were identified by Supt. Jeffrey Fanged, city police chief, as car driver
Julius Q. Samson, 42, married, of Villasis, Pangasinan; and passengers Marlon
C. Deang, 50, single, and Pablo D. Santos, of legal age, married, both of
Rosales town.
Meanwhile in Cagayan province, a van skidded
off the wet road and rammed into gmelina tree in Barangay Pateng, Gonzaga,
Cagayan Oct. 18, killing two of its passengers.
SPO1 Sonny Agustin, duty investigator at the
Gonzaga Municipal Police Station, identified the fatalities as Hazel Joy
Paconse, 25, and Eddie Danao, 53.
The injured were identified by Agustin as van
driver Daniel Fadionar, 55; and his two other passengers Rodrigo Benigno, 28,

Tricycle driver shoots young man

CITY, Kalinga -- Bulanao cops responded to a shooting incident at Purok 4 here
about 9:45 p.m. of Oct. 15 wherein the victim was identified as Gavino
Ignacio Esteban, 20.
Investigation disclosed the victim was
sitting in front of their residence when unidentified man got off from a yellow
tricycle then approached him and asked for a certain Rey Lastimosa. The victim
did not respond that prompted the suspect to draw a short firearm
tucked on his waist but the latter grappled with the suspect while
shouting for help until a bullet from the firearm hit the victim in his right
arm. The suspect fled going to Purok 2, Bulanao on board his tricycle.
Responding personnel recovered one empty shell for cal. 45 at the crime scene.
Pursuit operation is going on for the arrest of the suspect.
Motorcyle stolen
BONTOC,
Mountain Province – A Honda XRM 110 black motocycle registered in San Fernando City, La Union to Shirley G.
Tudlong, was allegedly stolen by unidentified suspect/s while parked unattended
along the road here in front of Pagtilan Building, Locong, Poblacion.
The
incident was reported to Bontoc police Joemar Padua Camide, 22, of Bunga,
Tadian, Mt. Province. Cops tried to locate the motorcycle but were
not able to find it.
Man runs away with land title;
coercion complaint filed
BAGUIO
CITY – Police reported an alleged case of coercion which transpired about 3:20
p.m. of Oct. 18 inside the Goodtaste Restaurant along Dagohoy Street here on
the complaint of Hung Ju Sin, 45, Korean national, a pastor, against
Ismael Danglipen, of Buguias, Benguet, and residing in Buyagan, La
Trinidad, Benguet.
Investigation
disclosed that complainant and lawyer Leoncio Lopez Alangdeo, met the suspect
with some companions at the said restaurant to settle claims of both parties as
rightful owner of more or less 10,000 square meters lot located at Camp 4,
Tuba, Benguet.
During
their conversation, the suspect told the complainant and his lawyer to present
the original copy of the land title and the same was presented to the suspect.
However, when the suspect was in hand of the said document, he stood up then
left taking with him the land title. Alangdeo tried to stop him but he
resisted, he fought back and was able to free himself then ran away out of the
restaurant.
Cafgu member missing
after fishing
TINEG,
Abra – A certain Mac MacBiglay reported around 6:25 a.m. Oct. 18 to Tineg
police that Ryan Biglay, 22, Cafgu member and resident of Barangay
Caganayan here was missing.
Investigation
disclosed at about 2 a.m. of Oct. 18, 2015, Biglay together with Arjay Balucas
and Mac Mac Biglay, went to the river to look for their fish trap locally known
as “asar”. While they were in the middle of the river, strong current suddenly carried away their fish trap. The
three immediately swam to safety but Ryan did not make it and prompting the
two survivors to report the incident to
cops.
Carpenter stabs farmer in drinking
session
LA
TRINIDAD, Benguet – A farmer is now in critical condition after he was stabbed
about 4:30 p.m. here Oct. 18 at Joel Videoke Bar, Sun Valley, Pico. The victim
was identified as DonatoLangbisMaliones, 37,while the suspect was named as
ReynanteMenziGuimpayan, 27, carpenter, of Alibacong, Amgaleyguey, Buguias town.
The victim’s brother, Michael LangbisMaliones reported the incident to police.
Investigation disclosed the victim, his
brother and other companions were having a drinking session at the said bar
when a misunderstanding ensued between the victim and the suspect that led to
heated argument. As a result, the suspect stabbed the victim once on his
upper left chest. He was immediately brought at Benguet General Hospital for
medical treatment.
Responding police arrested Guimpayan.
Sudan national mauled, robbed of
P34,000
BAGUIO
CITY – A Sudan national identified as Mohamed El Sadig Ali, 23, was mauled by
three unidentified men at about 3 a.m. of Oct. 19 while walking along Session
Road. His attackers took his black sling bag containing his passport, I-card
tourist, NBI clearance, three cards and P34,000.
83-year-old man arrested for
arson
KIBUNGAN,
Benguet – Cops arrested an 83-year-old man identified as Andres Ampaguey Cayat,
of Baguingey Sagpat here Oct. 15 for arson.

Branch 62, La Trinidad, Benguet issued warrant for his arrest recommending bail
of P40,000 for his temporary liberty. The accused was turned over to the court.
Housekeeper nabbed for illegal
recruitment and estafa
LA
TRINIDAD, Benguet – A housekeeper identified was Joan William Domingo, 30,
resident of km 4, Pico here was arrested Oct. 15 for illegal recruitment in
large scale and estafa.
The arrest was made by virtue of two warrant
of arrest issued by Danilo P. Camacho, Presiding Judge of RTC Branch 62, La
Trinidad. The supect was brought to nearby Tubly town police station before she
was turned over to the court.
Two men cornered for arson in Kalinga
RIZAL,
Kalinga -- Police arrested Oct.0 15 a
certain Jeffrey “Jecjec” Malana, 22 of Liwan East here and Vincent Binayon Mabazza,
33 of Purok 2, Maddarullog, Tuguegarao City for arson.
Judge
Jezarene C. Aquino of RTC Branch 5, Tuguegarao City, Cagayan issued warrants
for their arrest docketed under criminal case CC no. 17513 with bail bond set
at P24,000. The suspects were brought to Kalinga CIDG office.
85-year-old man mauled over water
screen
BAGUIO
CITY – An 85-year-old man was mauled for asking the suspect’s sister that they
should clean the waterway screen at their backyard to unclog the water
outlet.Police said the incident happened at about 9:30 a.m. of Oct. 18 in Purok
Ungasan, Loakan Proper. The victim was identified as Vidal Rives, while
the suspect was identified as Rogelio Pilanta.
Investigation disclosed Pilanta, suddenly hit
the victim’s face with an umbrella. Vidal was sprawled on the ground but
the suspect continued to kick him several times inflicting injuries on different parts of his body. He was brought
to the Baguio General Hospital aand Medical Center for treatment. The case was
referred to the Barangay Lupon.
Young lady recovers stolen cellphone
in police station
LA
TRINIDAD, Benguet – A certain Jermyn Bagtangan Sukil-ap, 20, of Madaymen,
Kibungan, Benguet filed a complaint against against Jery Matewtew Daclosen, 26
of Pandayan, Tadian, Mt. Province, and residing in Camp 1, Acupan, Itogon,
Benguet for theft.
Jermeyn
told police around night of Oct. 18, she charged her cellphone in her room but when she woke up about 4 a.m., she
discovered that the window of her room was open and her cellphone missing.
The complainant went to La Trinidad police station and found her missing
cellphone recovered from the suspect who was arrested at the 2nd floor of
the Palacsa Building in Barangay Betag.
Private armed groups closely monitored
in Pangasinan
DAGUPAN
CITY, Pangasinan – The Pangasinan Provincial Police Office (PPPO) is
closely monitoring reports that private armed groups (PAGs ) in the province
have become more active lately.
Supt. Ferdinand deAsis, PPPO spokesman
said yesterday during the KPB Forum at the City Astrodome that the presence of
the PAGs was validated by the Intelligence group of the Philippine
National Police (PNP) in Camp Crame, Quezon City.
The private armed groups according to report
are based in western and eastern Pangasinan.
De Asis assured that PNP–Pangasinan led by
Senior Supt. Rolie Saltat is constantly monitoring the activities of PAGs to
prevent violence especially with the onset of the election season.
“All their movements are monitored,” De Asis
stressed.
He added that efforts are underway to
neutralize the PAGs before the start of the official campaign period.
No election-related violence has so far been
reported since the start of the filing of certificates of candidacy last Monday
in the province.
A few months before the 2013 elections,
however, violence broke out in the province when Infanta town mayor Ruperto

38 drug-affected barangays in Baguio
with 71 ‘personalities’
BAGUIO
CITY –There are 38 drug-affected barangays, and 71 identified drug
personalities at the end of the second quarter of 2015, according to the
regional Philippine Drug Enforcement Agency during a meeting with City Human
rights, Justice, Peace and Order Council meeting here at city hall recently.
Accordingly,
transport of illegal drugs including marijuana, hashish and shabu, to and from
Baguio, is done through private and public utility vehicles, mail and parcel
services. A minimal amount of said drugs are consumed in the city, it was
known. Average prices for marijuana and
shabu, as well as dried leaves and stalks were also known; with a slight
difference in the Cordillera provinces.
PDEA
directors Juvenal Azurin and Gil de Castro the number of drug personalities was
down to 67, with four arrests for the third quarter. The number of drug-affected
barangays also went down to 35 with three barangays awaiting clearing.
There
were 16 positive anti-drug operations done in the city for the second quarter,
and 10 during the third quarter ending September. As their activities are under
surveillance, drug personalities are now more selective and cautious, it was
reported.
Drug-affected barangays were classified as
slight, medium and serious through the presence of one or more drug-users;
pushers and plantations, drug dens and laboratories in a specific area.
According to PDEA directors Azurin and de Castro, they were prioritizing
and give special attention to “decisively control the proliferation of shabu
and stop the transportation/storage of bulk quantities of marijuana products.
To be fair to law enforcers and those
concerned, an evaluation should be done as to shortcomings or mistakes on drug
apprehensions and in court rulings should be done the soonest, Mayor Mauricio

Mt. Province sets ‘OplanLambat-Sibat”
against crime
BONTOC,
Mountain Province -- OplanLambat-Sibat, an intensified police campaign to curb
criminality is now being implemented in the province.
To
better understand workings of the
police, the Provincial Police Office oriented members
of its Provincial Advisory Council (PAC) on the Provincial Director Senior
Supt. Oliver Enmodias said Oplan Lambat-Sibat is an anti-criminality program of
the Philippine National Police aimed at combatting crimes through “deliberate,
programmatic and systematic” approach. The scheme integrates extensive
implementation of checkpoints, mobile and beat patrols and police operations
against criminality. All the operating units of the PNP will be involved such
that ranking officers and even policemen doing office works will be deployed in
the field.
Supt
Marshal Faed also discussed scientific crime reporting used in Lambat Sibat
wherein crime situations in the police community precincts to the municipal
police stations and to the Provincial Police Office will be presented in the
form of hard figures. Scientific reporting of crime situation, he said, will
also show if the crime prevention measures that are being implemented have
impact.
He
said with a clearer picture of the crime situation based on statistics, it
helps police officers in addressing criminality in their respective
communities.
According
to Enmodias, PNP units in the province are now implementing the program.
As its requires a weekly audit of crime
situation in every police station, the PPO set every Monday at 9 a.m. for
the auditing of crime reports of the police stations.
He
requested members of the PAC to join and give comments during the weekly audit.
The PAC for the PNP-PPO and the Provincial
Public Safety Company are composed of: Atty. Agosto Libang of the National
Police Commission and Provincial Director Anthony Manolo Ballug of the
Department of Interior and Local Government as chairman and vice-chairman
respectively. Members are Johnny Lausan, Johnny Co, Cornelio Diego, Shirley
Chiyawan, Jacqueline Joven, Apollo Padaen, Andrew Doga-ong, Dario Guinayen,
Mario Lo, Engr. Florante Mejia and P/Supt. AnacletoTangilag (Ret.) and
Jefferson Saguibal.
The PAC serves as an advisory body of the PNP
and is crucial to the implementation of the Philippine National Police
Integrated Transformation Program-Performance Governance System -- Andrew
Doga-ong
