A special program of the provincial government, the MPSFAP caters to poor but deserving students of the province enrolled at the Mountain Province State Polytechnic College  and other educational institutions within and outside Mountain Province. Each qualified grantee receives P4, 000 financial aid per semester.
The basis of the selection of grantees is on  financial capacity of parents, number of children in the family and  status of the applicant like being a orphan or working student are primarily considered.
Recently, more than 300 grantees studying at MPSPC- Bontoc and Tadian Campus, Xijen College, and nearby provinces to include those studying in Benguet, Baguio City, Pangasinan, Nueva Vizcaya, Isabela and Ifugao received their financial assistance.
During the distribution of the financial aid to the beneficiaries, Gov. Bonifacio C. Lacwasan, Jr. cited importance of education in achieving one’s endeavor in life and uplifting family out of poverty.
The governor encouraged the grantees to do their best in school so they can avail of the program until they graduate.
He advised beneficiaries to use the money they receive as payment for their unpaid tuition fees and the things they need in school.
A grantee who started to avail of the program when he was in his first year college until he graduated this year expressed his gratitude to the provincial government. According to him, the P4,000.00 financial aid he received every semester was a big help for the payment of his tuition.
Simonette Clyde Fang-san of the office of the governor said submission of application to be renewed and included as a grantee next semester will start in August.
New applicants are required to submit application letter to be included as grantee addressed to the governor, application form available at the office of the governor, true copy of grades and certificate of enrollment.
Grantees who are willing to be renewed must submit their true copy of grades and certificate of enrollment.
Also, a grantee of the program must finish the course taken in the expected number of years for the course, must be currently enrolled and attend  activities organized for MPSFAP grantees.

An applicant or a grantee can be disqualified or removed from the list if he/she has a failing grade and does not submit all the requirements before the deadline of submission.
