Ifugao PNP: ‘No take policy’ in anti-illegal gambling drive

LAGAWE, Ifugao – The top provincial
police officer of Ifugao said his command is serious in
implementing the anti-illegal drugs, illegal gambling program and
“No take policy” of the Philippine National Police.
Ifugao
Provincial Police chief Police Col. David Mariano bared this during a
press conference as he solicited the help of media in disseminating the
information.
The ‘No
take policy’ is a campaign to clear the 205,000-strong PNP force from
scalawags.
It puts
emphasis in whatever form of consideration, whether material
or monetary, from operators of illegal gambling, drug dealers including any
form of bribe or “kotong” from analogous illegal sources.
Mariano said
this is in line with the intensified internal cleansing of the organization
being aggressively pursued by PNP Chief Archie Gamboa.
Gamboa had
earlier said that erring policemen will be reprimanded, castigated, or even
dismissed in the service.
Under
the ‘one-strike-policy,’ station commanders who ignore and fail to act on the
illegal gambling operations in their areas will be relieved from their posts
immediately.
Mariano
explained that the liability of a government official engaged in illegal
gambling is both criminal and administrative.
The criminal
liability is governed by Section 3 of Republic Act 9287 that prescribes the
penalty of imprisonment from 30 to 90 days if the person acts as a bettor while
Section 5 of the same law imposes a stiffer penalty of 12 years and one day to
20 years and a fine ranging from P3 million to P5Mand perpetual absolute
disqualification from public office for government employees and public
officials who act as collector, agent, coordinator, controller,
supervisor, maintainer, operator, financier or capitalist of any illegal
numbers game.
Mariano said to be credible, effective
and capable police force, they must earn the respect of the populace to the
