Mayor wants road, path for folks barred from passing Loakan airport

BAGUIO CITY -- City officials urged the Civil Authority of the Philippines (CAAP) to conduct regular consultative meetings with the Loakan Proper barangay council and affected residents of the barangay earlier barred from using the Loakan Airport runway as access to their residences particularly during flights.
    This, as Mayor Benjamin Magalong proposed construction of a foo0tpath and alternate to road solve the problem.
    Under Resolution No. 623, series of 2022, local legislators considered comments of resource persons and affected stakeholders relative to concerns on opening and closure of the airport during flights of the Philippine Air Lines (PAL) servicing the Cebu-Baguio-Cebu route.
    Last Dec.16, 2022, CAAP authorized resumption of regular flights at the airport following the inaugural flight of the Cebu-Baguio-Cebu flight which will be done four times a week, particularly on Sundays, Mondays, Wednesdays and Fridays.
     Elders and leaders of indigenous cultural communities and people in the city adapted a resolution asking the CAAP management for a dialogue and to immediately resolve the plight and issues of affected communities before the normalization of flights.
    According to the council, it is important for the CAAP and affected residents of Loakan Proper barangay to have regular consultative meetings for “win-win” solutions to the predicament of people affected by opening and closure of the runway. 
    PAL PR No. 2230 leaves Mactan Cebu International Airport 8:50 a.m. and arrives at Loakan airport  around 10:50 a.m. Sundays, Mondays, Wednesdays and Fridays while PR No. 2231 will be leaving Loakan Airport at around 11:10 a.m. and will be arriving in the Mactan Cebu international airport at around 1 p.m.
    This, as Mayor Benjamin B. Magalong told the City Engineering Office to construct a footpath as immediate solution to the plight of the community near the Loakan Airport who were disallowed to make use of the runway as their access road.
    Residents near the airport’s buffer zone were disallowed to make use of the runway since resumption of commercial flights beginning December 16 last year for safety and security reasons.
    Taking into consideration the plight of students and workers, the mayor instructed the CEO construct a footpath as a temporary solution.
In the technical plan of the CEO, at least five lot owners will be affected in the construction of the pathway.
    “The bottom line is all stakeholders of every project should be engaged and well informed to get their reactions and feedback so that when we implement, there will be alignment. Stakeholder engagement is the key to the success of a project or program,” the mayor said.
    Aside from the pathway, he instructed his technical personnel to coordinate with engineer Khadaffy D. Tanggol, regional director of Dept. of Public Works and Highways Cordillera for the construction of alternate road as a permanent solution for the community affected by the closure of Loakan airport’s runway to human traffic.  
He said he discussed the proposal with the DPWH but he needs to know the projected cost for alignment of projects.
        “We need to move fast to be able to secure a budget for 2024,” the mayor said referring to the development of an alternate road as long-term solution. – Dexter See and JMPS
