Civil servants honored in 111st year celebration

BAGUIO CITY- City hall employee-retirees, outstanding and loyal employees, graduates of Masteral, Doctorate, and Law degrees were honored during the 111th anniversary of the Philippine Civil Service as celebrated at the Heritage Mansion last week.

The occasion was well-attended, with Rep. Bernardo Vergara, Mayor Mauricio Domogan, Vice-Mayor Daniel Farinas, city officials and guest speaker Philippine Military Academy superintendent Maj. Gen. Nonato Alfredo Peralta, Jr.

Vice-Mayor Farinas, in his remarks hailed all civil servants as the “pillars of government,” while Congressman Vergara challenged the government employees to find “a thousand and more ways to serve the people,” much more the taxpayers, in all excellence.

Mayor Domogan also asked the employees to live significant lives, serving the people even within the confines of the offices, and continue to supplement and compliment other offices’ work.

The theme for this year’s celebration is ‘Championing Responsive, Accessible, Courteous and Effective (RACE) Public Service at Full Speed.

Loreta De Guzman and Melita Repalda, both of the Sangguniang Panlungsod office topped the list with forty (40) years of faithful public service while fourteen (14) personnel having thirty-five years of service, twenty-five (25) for thirty-years, seventeen (17) with twenty-five (25) years, and twenty-seven (27) for twenty (20) years of service, were also feted.

The thirty-five year awardees are Mariano Marigza, Jr. of the Assessors Office, Danilo Supnet (CBAO), Teofilo Aguilar, Rosalino Degamo, Joseph Garcia, Dionisio Panelo (CEPMO), Ana Docallas and Hermonico Guanzon, Jr. (HSO), Leonardo Magpantay (GSO), Emilio Supsupin (City Library/City Mayor’s Office), Fortunato Mendoza (CPDO), Prudencio Parnacio (SP), Ricardo Marty and Assistant Treasurer Alicia Onoza (CTO).

For the thirty-year awardees, Ruth Vivian Estioko, Aurea Landa, Luis Ortencio of the Assessor’s Office; Jupiter Celeste, CBAO; Teresa Bangsilan, Felipe Colcol, Fulgencio Merto, Norberto Mina, Esther Potacag, all of CEPMO; Juan Espinosa, Jr. Jaime Lacasandile, Dominador Lucena Yolanda Munar, all of the CEO; Soledad De Leon and Bonifacio De Vera, both of the GSO; Diosdado Beronia, Elvira Espiritu, Angel Victor Lapitan of the HSO; Gloria Evangelista of the City Mayor’s Office; Mario Posadas, Eufrosina Pulmano and Violeta Viduya of the SP; Social Welfare and Development Office head Betty Fangasan, Marlyn Gagarin and Prescilla Soriano both of the CTO, were recognized.

Ronald Felix Bala and City Accountant Antonio Tabin, both of the Accounting Office; Moises Lozano and Villamor Zaparita, both of the CEPMO, Aureliano Campos, Jr. and Emmanuel Ganaden, Sr. of the CEO; Ma. Jacqueline Lacanilao of the GSO; Nimfo Herrera and Florence Tudlong of the HSO; Elpidio Manuel of the City Library/Mayor’s Office; Peter Avelino Balinag, CMO; Emilia Dela Cruz of the Social Welfare Office; George Addawe, Jr., Ponciano De Jesus, Florinda Perez, Nida Rotor, Epifania Tamiao, all of the CTO; were awarded for their twenty-five (25) years of public service in their respective offices.

Twenty-year awardees include: Alex Cabarubias from the Budget Office; Raymund Cordero and Alexander DeLos Santos of the CBAO; Billy Batayan and Roy Leo Candelario, Sr of the CEPMO; Fernando Acosta, Edgar Bang-asan, Eduardo Bumanglag, Emerita Caguioa, Antonio Guilanda, Lawrence Licyag, Romeo Patacsil and Henry Serna of the CEO; Aida Immay-ya Bogwana, Helen Colewan, Robert Bruce Colewan, Catherine Posadas and Marie Therese Sumbillo, of the HSO, Fedencio Mendez, Jr. of the Municipal Trial Court in Cities; Teodorico Abad and Evelyn Cayat of the CPDO; Nelly Ayochok, Liza Balao, Ana Codley, Adelfa Lamoste of the OCSWD, and Eduardo Del Mundo and Jesus Sawangin of the City Veterinary Office (CVO).

Cash, plaques and commemorative rings were given to deserving awardees with additional tokens to those who served the public for a longer period.

Beatriz Gajete of the Health Services Office completed her Doctorate degree, as with Jocelyn

Cagay-an of the same office who graduated with a Bachelor of Laws and Letters degree.

Masteral degree graduates, mostly in Public Administration (MPA), include Elizabeth Aquino, Josephine Bay-ed, Daisy Diastan, Agustina Guiague, Virginia Rivera, Harvy Wigan, all of the HSO; Christine Flores of the Human Resource Management Office (HRMO), Fidelino Villafuerte of the Office for Administration, and John Retuya of the Planning and Development Office (CPDO). Benny Abenoja from the HRMO was the lone graduate of Masters in Human Resource Development (MHRD) from the Benguet State University (BSU).

Retiree-honorees include: Natividad Mendoza of the Assessor’s Office; Edwin Onofre Dugat of the Buildings and Architecture Office (CBAO); Florentino Alegre, Felicidad Amoy, Teodorico Malicdem, Sr., Mercedes Pel-ey, Domingo Primo, all of the Engineering Office (CEO): Ernesto Mandapat, Robert Mina, and Herminia Sabado, all of the City Environment and Parks Management Office (CEPMO); Cresencio Bernal, Florante Biscocho, Mario Arnulfo Buccat, Maria Felicidad Ganga, Florencio Manalo, Florecita Marrero, Eufrecina Rimando, all of the HSO; Soledad de Leon of the General Services Office (GSO); Josephine Fangonil from the Municipal Trial Court in Cities (MTCC); Ponciano Torres, Jr., of the Sangguniang Panlungsod (SP); and Erlinda Rodicol from the Treasury Office (CTO).

The ten outstanding employees are: Ma. Lourdes Baggin and Edison Sumangen of CEPMO, Lorie Joan Solano of the Civil Registry Office, Fernando Acosta and Florentino Bencio of the CEO, Elvira Espiritu of the HSO, Joseph Dacaimat of the Mayor’s Office, Mariesa Dolores Balanga and Jonathan Fontanos of SP, and Marieta Joven of the Veterinary Office. They were adjudged from twenty-four nominees, including, Jonathan Alejandro from the Accounting Office, Aurea Landa of the Assessor’s Office, Gerald Sannad of the CBAO, Edmon Ferrer of the CEPMO, Rodrigo Adolfo of the CEO, Patrick Marrero and Bonifacio Simongo of the GSO, Rodolf Paraguison of HSO, Josephine Arranz and Sabado Ugalde of HRMO, Carmela Aragon, Rhonda Ali de Guzman and Rudencio Genove of the Treasury Office, and Jesus Sawangin of the CVO.

There are 26 awardees for those who served for 15 years and 71 ten-year awardees.
