COA streamlines appeals procedure

CITY – The Commission on Audit has abolished a layer in appeals procedures to
hasten adjudication processes.
COA
city supervising officer Purita O. Pacial, said the COA issued has Resolution
2012-001 abolishing the COA Adjudication and Settlement Board (ASB).
Pacial
said the ASB was created and has been delegated with the authority to act on
appeals from disallowances and charges, and to approve write-off of
unliquidated cash advances and outstanding/dormant/collectible accounts and
requests for relief from accountability.
She
added under present COA rules, appeals on disallowances and charges,
unliquidated cash advances and outstanding/dormant/collectible accounts and
requests for relief from accountability may either go to the Commission Proper
(CP) or the ASB depending on the amount involved.
“There
is a need to speed up the adjudication and appeal process, and one of the means
to achieve this objective is to reduce the levels of appeal from the decision
of the auditor and the director,” Pasyal said.
