Cordillera Lingkod Bayani awardees

EDITORIAL
It
was fitting that the Civil Service Commission Cordillera regional office, in
celebration of 115th anniversary of the Philippine Civil Service gave
recognition to the region’s 2015 Outstanding Civil Servants in an awards
ceremony dubbed “Parangal para sa mga Lingkod-Bayani ng Kordilyera” at the
Baguio Country Club last week.
Feted were Presidential Lingkod Bayan award
semi-finalists, Professor III Teodora Balangcod of the University of the
Philippines – Baguio and Medical Technologist Lilibeth Martin of
the Abra Provincial Health Office.
Also recognized were CSC Pagasa award
semi-finalists: Municipal Civil Registrar Mary Anne Timbreza of Tayum,
Abra and the Rice Group of the Kalinga Provincial Agricultural Services Office.
Balangcod was considered top contributor of
University of the Philippines Baguio for her significant researches now
benefitting the college and other schools in the region. With her various
awards (local, national and international), she significantly helped elevated
the image and prestige of UP Baguio and the entire UP system.
Martin is a staunch advocate of the
preservation of health and life through early detection of disease and proper
treatment. She designed and implemented an effective and efficient malaria
management program that led to declaration of
Abra as malaria-free and with a P1 million cash award.
For Timbreza, she headed digitization of the
Local Civil Registry documents of Tayum, Abra and initiated reconstruction of
around 10,050 LR records in the municipality.
Kalinga’s Rice Group, on the other hand, was
cited as instrumental in ensuring food security in the province through
increase in rice production that contributed to local economy and farmers
income; increase in efficiency of technology transfer and development of
entrepreneurial capability of farmers and increase in organic farming, among
others.
The rice group was led by Jose Casibang and
with Lucena Agurin, Jennyrose Bolislis, Rosalina Gapasin, Myrna Garao, Delia Gonzalo,
Margarita Juan, Sol Lawagan, Veronica Mora and Lerma Nievas, as members.
CSC Senior Commissioner and acting chairman
Robert Martinez led awarding of recognition to the Lingkod-Bayani of
Cordillera. He was assisted by Mayor Mauricio Domogan o Baguio, CSC Regional
Director Marilyn Taldo and CSC Assistant, Regional Director Cornelia Rillera.
Martinez, in his message, urged awardees to
continue inspiring others by living with excellence in their lives,
preserving their integrity and asserting their principles. Achieving service
excellence in public service is not reaching
the destination but a continuing journey, he said. Congratulations to
the awardees!
