Council ok’s Bulayungan’s appointment as CSWD chief

BAGUIO CITY -- The City Council, recently, concurred with the appointment of Liza D. Bulayungan as City Social Welfare and Development Officer (CSWDO) II of the City Social Welfare and Development Office under the city government.

Under resolution 600, series of 2022, the committee on ethics, governmental affairs and personnel in its 2nd indorsement dated Nov. 29, 2022 recommended concurrence of the appointment of Bulayungan

Earlier, Bulayungan was appointed department head of the City Social Welfare and Development Office in lieu of Betty F. Fangasan who retired from government service in April 2022.

Bulayungan served as Assistant City Social Welfare and Development Officer before being elevated as the officer-in-charge of the CSWDO under following  retirement of Fangasan.

Under the pertinent provisions of Republic Act (RA) 7160 known as Local Government Code of 1991 and related civil service laws, rules and regulations, , unless otherwise provided herein, heads of government and offices shall be appointed by the City Mayor with the concurrence of the majority of all the members of the local legislative body concerned, subject to civil service laws, rules and regulations.

The concerned local legislative body shall act on the appointment within 15 days from the date of its submission, otherwise, the same shall be deemed confirmed.
