2-K complaints lodged at DILG Cordillera on SAP

BAGUIO CITY – The Dept. of Interior and Local Government in Cordillera recorded hundreds of complaints on distribution of money under the Social Amelioration Program among others.   
“After more than two months activation of its Emergency Operations Center, the DILG Cordillera regional office and its field operating units recorded hundreds of complaints and feedbacks on implementation of directives against COVID-19 in local government units,” the DILG said a press statement Thursday.
As of May 20, 2020 some 1,971 complaints, queries and requests in Cordillera have been acted upon by DILG-CAR and its FOUs during the Luzon-wide enhanced community quarantine and general community quarantine.
A concerned citizen from one of the LGUs reportedly complained on the SAP implementation and irregularities of the selection committee in their barangay and requested a thorough validation.
“We observed there are rich and middle class people listed. They own big houses, trucks, and high end cars, yet those who truly deserve the assistance were not listed. I hope we are all serious about transparency and accountability,” the complainant said.
The DILG-CAR reportedly took action immediately and after two days, the received an email from the same client saying, “I am so grateful to DILG’s prompt action. I guess DILG has already taken action as I heard there were already actions being done today pertaining to the issues I raised. Saludo po ako sa inyo! Maraming salamat sa inyong serbisyo.”
Although most concerns handled were on the subject of relief goods distribution and the SAP implementation within CAR, the EOCs reportedly answered queries from clients outside the region and overseas.
“So far, the offices have been receiving positive feedbacks from the clients. These are indeed stressful times and by nature, emergencies are unpredictable. On a daily basis or in the case of a large scale disaster, there’s no telling what the conditions will be for your community, your family, or for you personally,” the DILG press statement said.
“That is why when it comes to concerns regarding the implementation of directives on COVID-19, we encourage everyone to contact our Emergency Operations Center immediately. We are here to help you 24/7,” said DILG Regional Director engineer Marlo Iringan.
He added concerns from clients are lodged into a tracker system where their contact information and concerns are recorded and handled with confidentiality. These are then monitored and acted upon by both the EOC and concerned FOUs.

Ifugao town records second Covid-19 case


LAMUT, Ifugao --  The  municipal government  here urged the public to  stay  at home,  practice proper hygiene, wear protective masks and  observe  social distancing  as Lamut recorded its second confirmed Covid-19 case.
Dr. Rhodora Montessa, Municipal Health Officer, confirmed the new patient is a 34 years old male from Barangay Panopdopan and  member of the Coast Guard  based  in Binondo, Manila.
The patient arrived in Lamut on May 1 and following LGU and DOH protocols, he was  brought to the Tourism Village for the mandated 14-day quarantine.
As he had cough, he underwent swab testing. Result on  May 12 bared he ws positive of Covid-19.
The patient is now confined at the Region 2 Trauma and Medical Center in Nueva Vizcaya and in stable condition. Contact tracing is underway to identify those whom the patient may have come in contact with so that necessary interventions maybe done.
Lamut recorded Ifugao’s first COVID-19 confirmed case last month, a 65 years old male resident of Poblacion East who has now recovered. 
The barangay was placed under total lockdown from April 25 until May 8 after the rapid and swab tests conducted at the ground zero yielded negative results.
The Lamut government requested the town be placed under extended enhanced community quarantine until May 15 which was granted by the chairman of the Cordillera Regional Interagency Task Force Group COVID-19.

In-Life offers free insurance to workers

Insular Life (InLife) will give away free insurance and hospitalization coverage to 110,000 essential workers to help secure them in case they catch the COVID-19 virus.
Called the “Chain of Protection,” the program will be bankrolled by the Insular Foundation and will be underwritten by InLife.
“Vaccines against COVID-19 have yet to be developed and yet, many of our essential workers continue to serve. We want to extend some form of insurance protection and hospital allowance while they still continue to discharge their duties to the public during the quarantine period,” said InLife Executive Chair Nina D. Aguas.
Aguas is also the chairman of Insular Foundation.
While viral pandemic diseases are exclusions in a standard life insurance policy, InLife created Chain of Protection specifically for this purpose, to assist the vulnerable workers at this time of crisis.
The free insurance provides life insurance cover of P50,000, if death is due to accident or COVID-19 disease, plus hospital allowance of P500/day (maximum of 10 days) if hospitalized due to accident or COVID-19 disease. The free life insurance and hospitalization allowance coverage is limited to 45 days. 
Chain of Protection is for individuals who work for industries or organizations that provide essential goods or services during the quarantine period. BAGUIO CITY – ONE Championship where Team Lakay is one of its most popular squads is among the most followed sports media properties in the world, bigger even than its American counterpart Ultimate Fighting Championship or UFC.
The Singapore-based ONE Championship is fourth in the list of 5,000 plus sports media properties in the world for online viewership for 2019 with 5.6 billion viewers, among which are the fights of Eduard Folayang, Kevin Belingon, Joshua Pacio, Geje Eustaquio, among others.
The four are with the Team Lakay, the Igorot fighters whose training gym is located at Benguet’s capital town in La Trinidad.
ONE Championship bested American counterpart UFC, which is home to mixed martial arts superstar Conor McGregor which raked in a total viewership of 3.8 billion.
Tubular Labs, the world’s biggest independent data and analytics provider of online media viewership, ranks the World Wrestling Entertainment as No. 1 with a viewership of 14.6 billion followed by the National Basketball Association with 10.3 billion and the National Football League at 6 billion.
The Union of European Football Association or UEFA, the European football (soccer) league follows the UFC closely at sixth with 3.7 billion. The International Cricket Council is at seventh with 2.8 billion followed closely by the English football squad Liverpool Football Club.
At ninth is the car racing Formula 1 which has a total viewership of 2.4 billion and at 10th is the English Premier League, England’s football (soccer) league, at 2.2 billion.
Two of the world’s biggest sports franchises, Manchester United (EPL) and FC Barcelona (La Liga or the Spanish football league), are even out of the top 10 and tied at 11-12 sports with 1.9 billion online viewership.
The National Hockey League is 13th with 1.6 billion, followed by Chelsea FC of the EFL with 1.4 billion and the UFC Great Britain at 15th with 1.2 billion viewership.
“It truly boggles my mind that ONE Championship is ranked #4 out of 5,000+ sports media properties in the world for online viewership in 2019,” said ONE chairman Chatri Sityodtong in his Facebook wall. He added: “thank you to the greatest fans in the world for inspiring me and my team to dream more, do more, and be more in life!”
Top strawweight fighter Pacio had a stellar 2019 performance despite losing the belt at the start of the year with a loss to Yosuke Saruta via decision on January 19 after helping Team Lakay complete a four-belt performance in 2018.
Pacio bounced back with a fourth-round knockout in his rematch against Saruta in April 12, then finished the year with a victory over wushu sanda legend Rene Catalan.
Folayang, Belingon and Eustaquio lost their belts last year but Lito Adiwang has clearly made a name for himself as one of the players to watch in Asia’s top sports organization.
Team Lakay founder and head coach Mark Sangiao has clearly made his mark in ONE Championship where his team is arguably the most successful squad in terms of success with five players that have attained the title in their respective weight category.
Honorio Banario started Team Lakay’s domination by winning the inaugural ONE featherweight crown. Banario was last seen in ONE Championship’s last event for this year in Singapore on February 28 which was a closed event due to the coronavirus disease 2019 (Covid-19) pandemic.

SNAP gives P4-M to Ifugao, Isabela, N. Vizcaya vs Covid

LAGAWE, Ifugao -- Communities in Ifugao, Isabela, and Nueva Vizcaya hosting renewable energy provider SN Aboitiz Power-Magat, Inc. (SNAP-Magat) received close to P4 million from the of Electrification Fund of the power firm to support their fight against Covid-19.
EF worth P418,834.70 for the remaining host local government units in the said provinces also await endorsement from the Department of Energy (DOE).
Once approved for remittance, this would bring the total EF for SNAP-Magat host communities to P4.4 million excluding the regional share.
 The EF is part of the ER 1-94 program under the DOE providing host communities with a one-centavo share for every kilowatt-hour (PhP0.01/kWh) of the total electricity sales of a generating company. Other than EF, the Development and Livelihood fund (DLF) and the Reforestation, Watershed Management, Health and Environment Enhancement Fund (RWMHEEF) make up the total ER 1-94 fund.
 In 2018, DOE amended ER 1-94 so power generation companies can directly give the fund to their host communities.
It also expanded categories of beneficiaries to include host regions and indigenous peoples groups, as well as designated distribution utilities in charge of the EF component for host beneficiaries. Last year, SNAP-Magat signed memorandums of agreement with its host communities to implement the amended ER 1-94.
 With the public health emergency caused by Covid-19, DOE issued Department Circular (DC) No. 2020-04-00080 on April 6 to allow the use of ER1-94 for COVID-19 response projects and the downloading of the EF to host communities as backup for DLF and RWMHEEF. Projects include facilitation of mass testing by providing and constructing facilities, procurement of medical testing kits, emergency subsidy (non-food) or augmentation to existing subsidy programs, access to essential goods such as food and medicine through mobile markets or feeding programs, and protective personal equipment (PPEs) for frontliners.
SNAP-Magat remitted around P7.8 million worth of DLF and RWMHEEF in late 2019 and earlier this year.
These accumulated from December 26, 2017 to December 25, 2019 while amendments to the ER 1-94 guidelines were being developed. In April, SNAP-Magat also provided food and PPE aid to its Magat host communities worth around PhP4.8 million from the company's voluntary Corporate Social Responsibility (CSR) fund.
“We thank the DOE for exploring ways to support the nation’s fight against COVID-19. The newly signed DC backs our commitment to help our host communities in their battle against COVID-19,” SNAP President and CEO Joseph S. Yu said.
 “SNAP Group is committed to powering positive change in our host communities. Social responsibility has always been at the core of our operations, and COVID-19 has in no way dented that commitment, it only strengthened it,” he added.
SNAP-Magat is a joint venture between SN Power of Norway and AboitizPower.
It owns and operates the 360- to 388-megawatt Magat hydro on the border of Isabela and Ifugao; and the 8.5-MW Maris hydro in Isabela.

Stranded Bontoc folks home

BONTOC, Mountain Province - Eighty two residents of of this capital town stranded in Baguio City and La Trinidad, Benguet since the Luzon enhanced community quarantine (ECQ) imposed on March 16 came home here May 13 under the Oplan Suma-ar Program of Bontoc and will soon be united with their families after completion of 14-day quarantine.
The Oplan Suma-ar Program of Bontoc is the localized “Balik Probinsya” of the national government initiated and conceptualized by the Bontoc Local Government Unit (LGU) even before the release of Balik Probinsya issuance. The Oplan Suma-ar Program of Bontoc is first in Mountain Province of which the other municipalities followed and adopted. 
Municipal local government operations officer Lourdes Claire Peel presented the idea to Bontoc Mayor Franklin Odsey in anticipation of the influx of returning Bontoc residents in case the ECQ will be lifted. Since the placement of Luzon to ECQ status and the shifting of Mountain Province to general community quarantine (GCQ) status, there have been persistent clamor of Bontoc constituents stranded in other places specifically students, workers, and applicants to come home to Bontoc. 
Odsey agreed with the proposal and convened the municipal inter agency task force (IATF) to plan the repatriation.
It was agreed upon by the Municipal IATF that the Bontoc local government shall shoulder transportation of stranded residents in Baguio City-Benguet area who will register in the Oplan Suma-ar Program, provided that they agree to be quarantined for 14 days, their family shall provide their food ration during the quarantine period, and they comply with the GCQ and LGU protocols. 
Odsey said that the repatriation of Bontoc residents materialized with the assistance and support from the City Government of Baguio and Municipal Government of La Trinidad under City Mayor Benjamin Magalong and Mayor Romeo Salda, respectively.
Benguet State University (BSU) president Feliciano Calora, Jr., approved the request of the Bontoc LGU for the utilization of the BSU parking area at Strawberry Farm as the pick-up point for repatriates stranded in La Trinidad.
Municipal Health Officer Dr. Diga Kay Gomez and Development Management Officer IV Clint Gil Ildefonso of Department of Health (DOH) –Provincial Office coordinated with their health counterparts for the issuance of health declaration certificates of the first batch of repatriates. 
The repatriates were assisted by midwives and were ferried by the barangay officials to the barangay-designated and BHS-accredited quarantine facilities.
All other repatriates were brought at the basement of the Municipal Capitol where they were assisted by staff of the Rural Health Unit and those employed under the Nurse Deployment Program of the DOH.
The 82 repatriates are now undergoing the 14-day quarantine period at LGU-identified and/or accredited Quarantine Facilities and Isolation Areas. Prior to the repatriation day, 127 individuals have confirmed to the Bontoc Local Government Unit of their interest to avail of the Oplan Suma-ar Program and were able to fill -up the online registration form. However, those who did not appear during the repatriation opted to stay where they are and decided not to come home to Bontoc. 
As of press time, the Bontoc LGU-identified quarantine facilities had 56 beds which are now being utilized by the first batch of Oplan Suma-ar repatriates. 
The repatriates in the outskirt barangays of Bontoc are undergoing 14-day quarantine in the barangay-designated and BHS-accredited quarantine facilities including vacant houses certified and accredited after inspection and assessment by Barangay Health Stations in consonance to Department of Health guidelines. 
For some repatriates residing in central barangays of Bontoc, they are undergoing the 14-day Quarantine in houses certified and accredited by RHU in consonance to DOH guidelines.
The Repatriation Team who travelled to La Trinidad, Benguet and Baguio City are MLGOO Lourdes Claire Peel, Administrative Officer IV Oliver Gacusana and Nurse I Achilles Feckleng, Jr. who are both staff of the RHU, and Clarence Dalog who volunteered to ferry the team using his private car. 
Meanwhile, stranded Bontoc residents in other places received cash assistance of P1, 500 each.

Farmer’s daughter tops PMA class; 3 Cordillerans in top 10


FORT DEL PILAR, Baguio City -- The daughter of a farmer and teacher from Echague, Isabela topped the Philippine Military Academy Masidlawin Class of 2020 in graduation rites here Friday afternoon.
The Masidlawin Class's top 10 included five women and three cadets from the Cordillera.
This year's valedictorian, 25-year-old Cadet First Class Gemalyn Sugui, 25, bested nearly 200 other graduates.
She earlier obtained a Bachelor of Science in Management Economics degree from the University of the Philippines Baguio.
        She was also awarded with the Presidential Saber, the Achievement Award for Academic Excellence, JUSMAG Award, Philippine Army Saber, Spanish Armed Forces Award, Social Sciences Plaque, Management Plaque and Rule of Law Award, the PMA said.
All top 10 graduated as Cadet First Class: Jade Villanueva from Tacloban City ranked second among Masidlawin’s top ten cadets, followed by Jefferson Salazar from Zamboanga City.
Ifugao’s Rotes Gaile Jamandre ranked fourth, followed by  Jeb Bay-an of La Trinidad, Benguet (5th) Kalinga-born Catabay Ladyong (6th), Vanelyn Angel Tabao of Tuguegarao City (7th)  June Giel Anne Factor from Piddig, Ilocos Norte (8th), Rubenson Abgao Maliwanag Baroy of Lanao del Norte (9th) and Dencel Aina Bayaca of Floridablanca, Pampanga (10th).
Sugui, will be commissioned as a junior officer of the Armed Forces of the Philippines along with 195 other graduates.
Sugui and the rest of the Corps of Cadets have been locked inside Fort del Pilar since the COVID-19 pandemic struck.
Sugui will join the Philippine Army along with 99 of her classmates, while 45 Masidlawin members will become part of the Philippine Air Force.
 The remaining 51 members of the class will join the Philippine Navy.
They marched during graduation rites without their parents who were not allowed to proceed to Baguio City due to travel restrictions .
After graduation, they would be deployed to help the country deal with the pandemic.
Baguio is currently under a General Community Quarantine, but has been strict about border entry with 31 recorded cases of COVID-19 infections since the lockdown began.
Due to the coronavirus pandemic, the country's premier military training institution did not open this year's graduation rites to the public to include the parents and loved ones of the graduates, said PMA Superintendent Admiral Allan Ferdinand Cusi.
"I believe this was a necessary decision in order to safeguard the health and general well-being of the CCAFP (Cadet Corps, Armed Forces of the Philippines) and the whole PMA community," he said in a statement.
"As a parent, I know how heartbreaking and disappointing that decision is, but we have to do what is best for all. Safety and health are paramount at all times,” he added.

‘Doublecross’: Cagayan councilor held for murder of 4 car dealers dumped in cemetery

TUGUEGARAO CITY -- A municipal councilor of Amulung town was arrested Thursday in connection with the murder of four people in Piat municipality on Wednesday.
Joey Bragado and his aide Jojo Vergara were collared at a warehouse in Barangay Villarey, according to Col. Ariel Quilang, Cagayan police director.
The wife of one of the fatalities identified Bragado through a picture sent by her husband showing the suspect and the victims during a drinking spree the night before their bullet-riddled bodies were found in an abandoned car in a cemetery in Barangay Villarey.
Quilang said probers are eyeing double-cross among car dealers as the motive for the killing.
Police found four cadavers supposedly of the car dealers in an abandoned car inside the public cemetery along the national highway in Barangay Villarey, Piat.
Quilang said the cadavers were discovered at around 4:45 a.m. of May 20.
They were identified as Michael Eugine Romero, a resident of 1-A Masbate St. Bago Bantay, Quezon City; Christian Kaibigan , a resident of Balintawak, Lipa City, Batangas; Joel Bolado, of Tanguay Loob, Lipa City, Batangas; and Rommuel Quinan, of 134-B 6th Avenue East Rembo, Makati City and 14 Upper Malibu St, Fairview Quezon City.
Police investigators said Mary Immaculate Viaje, wife of Christian Kaibigan, one of the victims, Christian Kaibigan, said she was keeping in touch with her husband through messenger while they were traveling to Tuguegarao City.
Police said the victims were along Cabatuan, Isabela at around 2:19 p.m. on May 19, 2020, and arrived in Tuguegarao City at about 6:30 p.m.
They were seen at a warehouse at around 7:54 p.m. and having a drinking session based on the pictures sent by Kaibigan.
Kaibigan even texted his wife “Bukas na kami maaga” (we will go home early tomorrow morning) and the wife replied “Ingat sa pag uwi” (have a safe trip back) which was their last conversation.
The police were also able to contact Nerissa T. Velarde, the wife of victim Rommuel Quinan, through messenger.
Authorities are considering double-cross on car dealing and carnapping as the possible motives for the killing.

3 minors rescued from kidnapper in Benguet


ITOGON, Benguet – After hours of fear and uncertainty, three minors were rescued Tuesday, May 19, after they were allegedly kidnapped by a construction worker here in Sitio Tuwap, Barangay Gumatdang.
Benguet Provincial Police Office Director Col. Elmer Ragay identified the suspect as Rogelio C. Fernandez, 48, single, construction worker here of Minac, Tuding.
Ragay said the three minors were lured into playing with the suspect and a friend around 10 a.m. Monday, May 18.
The minors were not able to return home.
The minors, two siblings and their cousin aged between seven and eight, were first reported missing on social media.
Investigation showed that at about 10 a.m. on 19 May, the victims were out with their friends when lured by Fernandez to go with him.
Itogon police conducted follow-up investigation and a manhunt operation that resulted in the arrest of the suspect, and successful rescue of the three missing minors at about 11a.m. the next day.
The rescued minors and the arrested suspect were brought to Itogon MPS for proper disposition.
The incident was referred to the municipal social welfare and development office of Itogon for proper disposition of the minors.
A case of kidnapping of minors, and violation of other relevant laws were prepared by the police for filing against Fernandez.
The motive was yet to be established.

La Trinidad GCQ rules allowed businesses bared


LA TRINIDAD, Benguet -- The local government  here  issued its localized guidelines on general community quarantine effective  May 18  after the province was placed under moderate-risk category.
 The province was under enhanced community quarantine since March 17 and after two months, it transitioned into GCQ as per National Inter-Agency Task Force resolution no. 35.
In adherence to national GCQ guidelines, the local government crafted its localized version for phase one.
The guidelines cover  persons not authorized to go out, wearing of face mask, minimum public health standards, safety protocols in establishments,  schedule of market day, establishments allowed and not allowed to operate, prohibition on mass gatherings,public transportation, public and private construction,  Balik Probinsya and employees entering the capital town.
Persons not allowed to go out are those aged 20 years old and below and 60 and above, those with immuno-deficiency co-morbidities or are at health risk and pregnant women. 
Coding is still in effect for authorized persons outside of residence (APOR). Loitering is not allowed.
Mandatory wearing of face mask in public places and conveyances is still in effect as per ordinance no. 04-2020 with penalties for violators.
Apart from wearing of mask, minimum public health standards required are as follows; adherence to guidelines on sanitation, disinfecting, physical distancing; no wearing of shorts, slippers, sandals and sando in public places.
Liquor ban, no smoking and no spitting of momma in public places are also in effect.
Safety protocols in work places and related areas are as follows: no mask, no entry policy; frequent sanitation and handwashing; avoid touching surfaces and face; stricter protocols for high-risk occupations, industries and spaces; social distancing at least one meter apart, re-configured work spaces, markers in public places, and no work if showing symptoms.
For business establishments allowed to open, these will only cater to clients/customers on their scheduled market day.
Market day is from 8 a.m. to 6 p.m..with indicated schedule per barangay.
The assigned person per family to refill food stocks and attend to medical, banking, agricultural needs must secure color coded market pass slip from the barangay.  
Market day schedule are as follows: Monday - Pico and Bineng; Tuesday - Balili and Alno; Wednesday - Poblacion, Beckel and Cruz; Thursday - Tawang, Alapang and Sablan; Friday - Puguis, Bahong and Wangal; and Saturday - Betag, Ambiong and Lubas.  
Business establishments allowed to operate from Monday to Saturday 8 a.m. to 6 p.m.: La Trinidad Vegetable Trading Post, Benguet Agri-Pinoy Trading Center and other private vegetable trading areas, sari-sari store; food establishments only for delivery and take-out.
Others innclude grocery stores, supermarkets, pharmacies, convenience stores, public markets, talipapas, gasoline stations; medical and dental clinics and law offices but on appointment basis, pet shops, agricultural stores, laundry shops for drop, pick and go only; water refilling stations, logistic service providers, hardware stores, construction supplies and aggregates, repair shops for motor vehicles on a drop, pick and go basis, auto supplies and accessories, office and school supplies; gadget stores; electronic and power supplies; iron and wood works; motorcycle and bicycle shops; glass and aluminum supplies; delivery services; and funeral services, barber shops and parlors for haircut only.
Other allowed establishments are the  La Trinidad Public Market specifically meat and fish sections, vegetable and fruits and sari sari and groceries, cutflowers and ornamental shops on schedule – Monday, Wednesday and Friday for odd number stalls and Tuesday, Thursday and Saturday for even number stalls, printing press, food processing and manufacturing centers and souvenir shops for food items only and  stores selling dry goods.
Errand riders/delivery boys with travel pass secured from the Mayor’s Office and online sellers with business permit from the local government can operate.
Not allowed to operate are stores that sell second hand items such as wagwagan and surplus shop, computer shops, ambulant vendors, furniture shops, gyms/fitness studios and sports facilities, Karaoke bars, comedy bars, pub, beerhouses, bars; kids amusement industries, toy stores, playgrounds, playrooms, rides; and tourist destinations; travel agencies, tour operations, reservations and related activities; gambling and betting such as but not limited to cockfighting, casinos and the like.
Also npot allowed to operate are personal care services such as massage parlors, sauna bath establishments, facial care, foot spa; and any amusement, leisure, gaming and tourism establishments that promote gathering.
Still prohibited are mass gatherings such as weddings, church activities and assemblies or any similar crowd-drawing activities.
Wakes/burials are limited to immediate families only. Running, jogging and zumba, sports and tourism activities are also prohibited.
For public transportation, as per Land Transportation Franchising and Regulatory Board guidelines, public utility vehicle operators have to first secure a special permit at the LTFRB before operation.
Physical/social distancing and use of face mask is mandatory.
Companies and agencies must provide shuttle services to their employees. Additional guidelines on public transportation will follow
On construction works for both public and private, there is a need to comply first with the Department of Public Works and Highways Order No. 25 on Construction Safety Guidelines for the implementation of all DPWH infrastructure projects during the COVID-19 public health crisis before project resumption. All minor house repairs and maintenance are allowed.
On Balik Probinsya for those stranded and may want to go home to other municipalities, there are phone numbers which can be contacted.

P4.3-M marijuana seized in Kalinga; 8 persons nabbed


CAMP DANGWA, La Trinidad, Benguet -- Authorities confiscated over 4.3 million pesos worth of marijuana in Tinglayan, Kalinga while eight persons were jailed after separate anti-illegal drug operations were conducted in three Cordillera provinces.

Cordillera police director Brig. Gen Gen R’win SA Pagkalinawan bared this saying 36 kilos of drugs amounting to P4,320,000 were seized from two individuals in Mamaga, Bugnay, Tinglayan, Kalinga on May 19. 
Suspects Rich Vandamme Alegre Armoreda and Martin Serrano were onboard a Mitsubishi Adventure SUV when they were flagged down in the area.
Police found and confiscated marijuana dried stalks and leaves protruding from a sack at the back passenger seat of the vehicle that led to the confiscation of the contraband.
Confiscated were 36 pieces of marijuana dried stalks and leaves wrapped with transparent plastic and two Apple cell phones.
 Meanwhile, six drug personalities were caught in buy-bust operations after they sold sachets of suspected shabu to police officers who acted as buyer same day.
Alleged drug peddler Jereliniel Dela Cruz Cabungkal was apprehended in Mamaga, Balili, La Trinidad while Leonard Killi Tauli was caught in Poblacion, Tuba, Benguet.
Two sachets of shabu, a Cloudfone cell phone, Samsung touch screen cellular phone, P1,000 buy-bust money and P3,000 boodle money were confiscated from both.
Meanwhile, arrested for drug pushing were Maricel Porcioncula, Shannen .R Antonio, Joel R. Bautista, and Angelito G. Banate were arrested in Purok Mangitit, Camp 7, Baguio City. Confiscated from them were five sachets of shabu, P8,000 buy-bust money, android cell phone and drug paraphernalia.
All eight suspects are now facing charges for violation of Republic Act 9165, or the Comprehensive Dangerous Drug Act of 2002.

Former inmate to Robin Padilla: Test kits please

SAGADA, Mountain Province -- Former inmate Juniper Dominguez has reached out to former inmate and actor Robin Padilla for help on test kits.
Dominguez who traces his roots from Sagada and Sabangan in his Facebook post said Sagada was visited by a number of tourists since January on to March making Sagada folks possible suspect of having the corona virus.
Some asymptomatic cases have turned to be Covid-19 positive upon testing.   
Test kits are much needed in the prevention of the spread of Covid including those among  asymptomatic cases. 
Sagada is one among the ten zero-Covid towns of Mountain Province.
Dominguez was a former inmate of the New Bilibid Prison and released upon having been granted conditional pardon in 1998. along with Padilla by former President Ramos in 1997.
He met actor Robin Padilla who was then convicted for illegal possession of firearms in 1994 and released after having been granted conditional pardon by then President Ramos in 1997. Padilla was granted executive clemency by President Rodrigo Duterte in November 2016.
Through the years at the New Bilibid Prison and outside of jail, Dominguez and Padilla became close friends.
Padilla is known for his humanitarian help in times of disaster the latest of which his donation to Marawi victims in the amount of P5 million in 2017.   
In a related post, Dominguez in his letter to the editor of Manila Times said, “I hope and pray that Project ARK and Presidential Adviser for Entrepreneurship Jose Maria “Joey” Concepcion 3rd will share part of that 500K rapid test kits to the Municipality of  Sagada.”
More than 500,000 antibody rapid test kits was acquired through private-sector led Project ARK.
PCR swab testing equipment including automated extractor machines were donated by private sector donors for RT-PCR tests on government hospitals and selected private hospitals.  Concepcion forwards that aggressive mass testing use both antibody rapid tests and RT-PCR tests.

Abra execs allow stranded residents to return home


BANGUED, Abra --  The provincial government is now allowing all stranded Abrenians outside the province to come home with the province now under  General Community Quarantine.
Municipal local government units are now communicating with stranded constituents arrangements for their return.
Gov. Joy Bernos said prior to entering the province, they must secure medical certificate from the rural health unit  where they have stayed, and a certificate of 14-day quarantine completion. 
The Provincial Task Force will strictly monitor and record the entry of people in the province.
At the entry point of the province in Tangadan, San Quintin, the LGUs will provide free service vehicles to bring their residents to their respective areas.
Bernos said they will be automatically housed at the isolation units in their municipalities for another 14 day quarantine before  allowed to go home to their families.
The PGA has closed its entry points for inbound vehicles and individuals during the imposition of Enhanced Community Quarantine for more than a month  as a precautionary measure against the spread of  COVID-19. JDP/CAGT – PIA CAR, Abra

DTI opens loans for Ifugao entrepreneurs


LAMUT, Ifugao -- The provincial Dept. of Trade and Industry urged micro and small enterprises (MSEs) affected by government quarantine measures to avail of the  agency’s enterprise rehabilitation financing (ERF) facility.
Renato Alfonso of DTI-Ifugao said over DWPH 105.3 Lamut FM station DTI has set up a P1-billion ERF for MSEs to support MSEs affected by quarantine. 
“This is under the Pondo sa Pagbabago at Pag-asenso (COVID19 P3-ERF) that will be implemented once the Luzon lockdown is lifted by the national government or respective local government units,” Alfonso said.
The COVID19 P3-ERF is open to micro and small enterprises with “at least one year continuous operation prior to March 2020, and whose businesses suffered drastic reduction in sales during the ensuing epidemic.”
Micro enterprises with an asset size of not more than P3 million may borrow P10, 000 up to P200, 000. 
Small enterprises with an asset size of not more than P10 million may borrow a higher loan amount but will not exceed P500, 000.

‘Drug dealer’ slain in Cauayan City drug buy-bust ‘shootout’

CAUAYAN, Isabela --  – The subject of a buy-bust operation in Barangay Cabaruan, Cauayan City was slain after he chose to engage law enforcers in a shootout instead of surrendering last May 21.
Drug suspect Michael Talal, alias Dondon, was pronounced dead on-arrival at a local hospital where he was brought by personnel of the Philippine Drug Enforcement Agency in Region 2 (PDEA-2) and Cauayan City Police who conducted the anti-illegal drugs operation at around 10:30 p.m.
A police officer who acted as poseur buyer was able to buy two heat-sealed transparent plastic sachets containing shabu from the suspect.
However, the Talal reportedly sensed that the person he was dealing with was a police officer, prompting him to draw a firearm tucked under his waist and firing at the lawman.
The police officer returned fire, hitting Talal once.
Meanwhile, joint elements of PDEA Batanes Provincial Office, and Aparri Police Station arrested a certain Kelvin Alonzo, 33, and a resident of Barangay Centro 2, Aparri, Cagayan after being caught in the act of selling illegal drugs Thursday afternoon.
Alonzo will be charged for violation of Section 5, Article II of RA 9165 otherwise known as Dangerous Drugs Act of 2002.

No more Covid-19 testing backlog in Baguio, 3 regions

BAGUIO CITY – The Baguio General Hospital Medical Center (BGHMC) coronavirus disease (Covid-19) sub-national testing laboratory has no more backlogs in reverse transcription-polymerase chain reaction (RT-PCR) tests, a health official said on Friday.
During a meeting with the city's Inter-Agency Task Force, chaired by Mayor Benjamin Magalong, BGHMC medical chief Dr. Ricardo Ruñez, Jr. said they have tested a total of 2,600 patients in less than a week, covering Baguio, and Regions 1 (Ilocos) and 2 (Cagayan Valley).
Ruñez said that after a lull in testing last weekend, they went full blast processing 600-700 tests a day enabling them to wipe out the backlog.
He said this was a vast improvement from the 300-400 a day capability the previous weeks, with the arrival of the new kits.
He said the delay was caused by two factors: their medical technology staff had to study first the new test kits and they had to rest.
“Kailangang aralin muna ang mga new test kits kaya may delay (The new test kits needed to be studied and learn how to use thus the delay). Then the med techs had to take a rest,” said Ruñez.
Ruñez also announced that they now make full use of the four PCR machines stationed at the facility, while they still have 5,000 test kits remaining for the three regions.
Of the city’s 31 confirmed cases, there were 29 recoveries, one fatality, and one active case remaining now confined at BGHMC.
With the city’s zero backlogs with the continued testing, Magalong is now hopeful that the true Covid-19 situation in the city can be established.
The city’s limited testing capability earlier had hampered its efforts to flatten the curve, he said.
Magalong said Covid-19 national policy chief implementer Carlito Galvez Jr. and Senator Bong Go have vowed to help the city enhance its testing capacity.
Galvez is scheduled to come up to the city on May 21 to work out the requirements which are expected to include an automated extraction machine, 30,000 test kits, and consumables and personal protective equipment, Magalong said.
The meeting with Galvez, Magalong said, will not only cover the city but the entire Cordillera Administrative Region for unified action against the disease. (PNA
