11 ‘rebels’ arrested, 13 firearms seized in Bulacan
TRINIDAD, Bulacan -- Eleven suspected New People’s Army rebels reportedly extorting money from local politicians in Bulacan were arrested in a joint military and police operation here in Barangay Doña Remedios  on April 28.

The operations also resulted in the seizure of 13 high-powered firearms and explosive devices found possessed by the suspects, military spokesman Col. Arnulfo Burgos said.

Burgos said the security operation was conducted at Sitio Sapang Linao, Barangay Kabayunan.

The suspects were allegedly part of a 30-man NPA band deployed to launch massive pre-election extortion activities in Bulacan, specifically in Doña Remedios Trinidad.

Residents harassed by the suspects reported the rebels’ presence to the military, which the security operations, in coordination with the local police.

Authorities initially arrested eight suspects and three more were nabbed in a follow up operation.

Recovered from the suspects’ possession were three caliber .45 pistols, four hand grenades, a shotgun and two M-14 and three M-16 assault rifles.

Burgos said the suspects and their seized weapons were brought to the Bulacan Provincial Police headquarters for proper documentation and filing of appropriate criminal charges.

He said since February, the AFP has been receiving complaints from politicians and residents in Central Luzon and Eastern Visayas about the rebels’ extortion activities.

Politicians claimed the rebels have been sending them demand payment for permit to campaign (PTC) and permit to win (PTW) in May 13 elections.

The arrest of the 11 suspects came days after President Aquino ordered the military and the police to go after the rebels and to dismantle all their checkpoints throughout the country.

Insurgents ransack trader’s warehouse
TUGUEGARAO CITY– New People’s Army rebels ransacked the warehouse of a grains trader in Baggao, Cagayan, while armed men hijacked and torched an oil tanker in Allapacan town April 27, police said.

The insurgents held businessman Abraham Aurelio, 71, and his household members at gunpoint as they ransack ed his warehouse.

The rebels took Aurelio’s licensed M-16 rifle and escaped on his truck.

In Allapacan, at least eight armed men hijacked an oil tanker owned by one Jennifer Masangcay, and left it totally burned in a secluded place in the town.      

P8.1 M marijuanadestroyed in Benguet
KIBUNGAN, Benguet – Police destroyed 6,840 marijuana plants here in a plantation.

Police also confiscated 50 kg of dried marijuana  and 4 kg of marijuana seeds on April 18 at SitioLingey, Barangay Tacadang.
            
During the second day of operation, police discovered another plantation planted with 2,400 marijuana plants in another plantation.

The Dangerous Drug Board said the destroyed marijuana was worth P8,198,000.

All uprooted marijuana plants and recovered contraband were burned on site.

Teacher’s beach outing turns tragic
SINAIT, Ilocos Sur – A lone gunman killed a 42-year-old public school teacher at a beach here May 26, police said.

The victim, Juvenal NatividadInay, who taught at the Sabangan Elementary School, had treated a vacationing relative from California to a beach outing along with his girlfriend and other family members and was getting ready for their trip home when he was gunned down at close range.

Police said Inay tried to run and shouted for help but eventually collapsed on the sand. Inay’s relatives were winding up their videoke session when he was shot.


 500 NHA house units set for PNP, DILG workers
CAMP BADO DANGWA, La Trinidad– the National Housing Authority-Cordillera  has allocated 500 housing units for Philippine National Police and Department of Interior and Local Government personnel in the Cordillera.

This was in line with Letter of Instruction (LOI 50/2012) known as the Implementation and Awarding of PNOY Housing Project Phase 2.

The PNOY Housing Project Phase 2 was endorsed by the NHA-Cordillera as the official AFP/PNP P-Noy housing project site for Northern Luzon.

The site for the project is located at Barangay San Luis, Pugo La Union with a total land area of 36,000 square meter (or 3.6 hectares).

A total of 250 houses and lot packages shall be awarded to qualified police regional office  personnel while the other 250 units shall be distributed to DILG families.

Each unit has a floor area of 22 square meters in a 40 square meters lot area with a price of P240,000.00 per unit.

Out of the total unit price, P35,000.00 shall be subsidized by the government.

Therefore, every beneficiary of this project will only shoulder the remaining P205,000.00.

All requirements must be submitted not later than April 30, 2013 for evaluation of the National Housing Authority. 

City cops up security for Scout Jamborette
BAGUIO CITY--- Local police have set security operations to ensure protection and safety of organizers, participants and guests to the 6th Northeastern Luzon Regional Scout Jamborette which started here Friday up to end April  30.

An estimated 700 delegates started activities at the Melvin Jones Football grounds and Athletic Bowl and security personnel have been deployed in these areas on 24-hour basis.
            
Police had been alerted on theft in the area that city police director Senior Supt. Jesus Cambay, Jr., mobilized 12 units within and outside  the city’s commercial district to secure the event.

Cambay said the event was essential to the country because “Scouting builds the youth in citizenship training, character building, self-reliance and a mindset  for service to the community and nation. -- Viyo Hidalgo 

2 farmers nabbed for gun violation in Abra
BANGUED, Abra -- Two farmers were arrested by elements of the Regional Special Task Group Abra in separate operations in the province last week.

Police Chief Supt, Roberto Quinto Soriano, deputy regional police director for administration and Regional Special Operation Task Group commander, said Elmer AlagaoCada, 34, of SitioAcito, Barangay Velasco, Tayum, Abra was nabbed along the Abra-Kalinga Road the Tayum, Poblacion on April 24.

Prior to his arrest, police manning a checkpoint flagged down a motorcycle without plate number driven by the suspect.

Police saw a firearm tucked on his waist that prompted cops to arrest him.

Confiscated from Cadawas a pistol loaded and five bullets.

Soriano said Faustino AbanillaBisares, 52, of  Pamutic, Pidigan town was also nabbed by elements of RSOTG-Abra and Pidigan police April 25 at Pamutic.

The lawmen were reportedly investigating a case when they chanced upon the suspect carrying a bag who tried to move away when he was noticed by the police.

This prompted the police to confront Bisares and asked him to open his bag.

As a result, the suspect opened his bag revealing a Cal. 45 pistol with a magazine and 13 bullets.

Cada and Bisares and the confiscated items were brought to the police stations concerned while charges were prepared against them.

Cordillera police uses website to fight crime 
CAMP DANGWA, La Trinidad, Benguet -- The Cordillera regional police office is now using web geographic information system (Web GIS), a crime mapping system to improve crime fighting.

Under this project, the crime data is stored in the program that is updated regularly, overlaid in a map along with crime hotspots.  

This allows people to view up to date crime incidents, crime types, trends, patterns, and other relevant information.

The WEB GIS highlights importance of disseminating public safety information to the community.

Residents can in turn share this information on criminal incidents with their neighbors or they can give feedback on problems and issues faced by police agencies and the community.

This makes them partners in crime prevention and control.
