3 nabbed for offering ‘poll victory’ to 2 pols in Cagayan for P90-M

ENRILE, Cagayan -- Police apprehended three people posing as information technology or IT specialists in Marikina on Monday for allegedly offering two local candidates of this town guaranteed victory in the May midterm elections in exchange for P90 million.
The three were arrested by the police Criminal Investigation and Detection Group in an entrapment operation in a fast-food restaurant in Barangay Calumpang.
The suspects told the politicians that they could rig the votes in their favor because they are connected with the Commission on Elections, CIDG director Brig. Gen. Nicolas Torre III said.
The suspects, identified only through their aliases as Bernard, Donnie and Ronald, posed as employees of an IT company in ParaƱaque City.
Police have launched a manhunt for four other employees of the IT firm involved in the scam.
The operation against the suspects was conducted based on a complaint by two politicians who are running for mayor and vice mayor in the municipality of Enrile, Cagayan.
The suspects offered their services to the candidates to ensure their victory in the upcoming elections in exchange for P90 million.
“The amount includes the payment to be given to the suspects’ contacts at the Comelec,” Torre said.
In a press conference at Camp Crame in Quezon City, Torre III said the suspects tried to extort P90 million from two candidates in Enrile, Cagayan, in exchange for their victory in the May 12 polls.
Torre said Enrile, Cagayan mayoral candidate Robert Turingan and his daughter, vice mayoral candidate Karen Kaye Tavas Turingan, were forced to seek police assistance as the suspects were the same people who offered their services in the past two elections.
“Nireklamo na sila nitong dalawang complainants natin (These two complainants approached us already) because (in the) 2019 and 2022 elections, they had already presented themselves to them but they had not availed the services of these people,” Torre said.
He said Turingan and his daughter lost in both elections, and the suspects used this as proof to convince the two candidates that they could manipulate election results.
Torre said the suspects allegedly work in a ParaƱaque City-based IT company that claims to be connected with the Comelec and maintains access to the automated result of the election.
He said four other officials and staff of the company escaped during an entrapment operation in a mall in Marikina City.
A follow-up operation was conducted at the suspects’ office in ParaƱaque City, but the employees fled before the policemen arrived.
The arrested suspects are now under CIDG custody and are facing criminal charges.
Torre tagged the group as “professional scammers” who use a physical IT solution office to make their scheme more believable.
“They have this kind of influence they are peddling, and that they are able to manipulate the machines, they will be able to manipulate the personnel operating these machines and many other schemes that, of course, are untrue,” Torre said.
In the same press conference, Comelec Commissioner Aimee Ferolino denied the suspects’ connection to the poll body.
“We already have a certification from the personnel department that these persons are not in the list of employees of the Comelec,” Ferolino said.
She assured the integrity of the May 12 midterm elections, noting that the poll results cannot in any way be manipulated.
Ferolino urged the candidates to be cautious against such schemes.
Torre said an investigation is underway to determine whether the group’s operation has reached the Visayas and Mindanao.
In an interview with reporters, the older Turingan said the group approached him during the campaign period in the 2019 midterm elections.
He, however, did not entertain the group as he believed he would win, having served as Enrile town mayor in 1992. He lost his 2019 election bid.
Turingan said the group approached them again in the 2022 elections, bragging that they helped Turingan’s rival win the 2019 elections.
He admitted that he paid the group P5 million but only to stop them from meddling in the political affairs of the municipality.
The suspects were originally asking for P90 million.
Turingan lost again in the 2022 polls.
“Ngayon, lumapit ulit sila sa amin, P90million ulit ang hinihingi, una nagbigay ako ng P500,000 then P2 million pero para lang painan sila para mahuli na sila (Now they came to us again, asking for P90 million again. I initially gave P500,000, then P2 million but it was just to bait and catch them),” he said.
“Ngayon, kahit hindi na ako manalo sa election, panalo pa rin ako kasi naipahuli ko sila (Now even if I don't win the election, I'm still a winner because I had them arrested).”
Meanwhile, Philippine National Police (PNP) chief Gen. Rommel Francisco Marbil assured that the PNP would remain apolitical and impartial and committed solely to maintaining peace and order.
“The PNP stands firm in its commitment to professionalism, neutrality, and service to the Filipino people," he said in a statement.
Marbil said the PNP leadership does not and would never condone political partisanship within its ranks.
"Our officers have sworn to serve the public, not political interests. Any claim to the contrary is far from the truth,” he added.
He said police personnel found engaging in partisan politics would face serious consequences, “including possible dismissal, in accordance with existing policies and regulations.” -- PNA

Police inspect transport terminals in Tuguegarao

TUGUEGARAO CITY, Cagayan – Police Regional Office 2 Director Police Brig. Gen. Christopher C. Birung inspected bus and van terminals here last week  to ensure the safety of people going home for Christmas.
    Birung, who inspected the Victory Liner, GV Florida, and central van terminals, urged drivers to maintain roadworthiness of their vehicles before traveling.
    He urged them to refrain from drinking liquor before and during their trips.
    Policemen detailed in these terminals were reminded of their duty to maintain peace and order.
    Birung said these proactive measures will contribute to a smooth and safe travel experience for the people during the festive season.
    He was accompanied in the inspection by Police Col. Rodelio Samson, deputy regional director for operations; Police Col. Jimmy Garrido, chief, Regional Operations Division; Police Col. Chinese bizmen interested in Cagayan investment hub

TUGUEGARAO CITY – After a two-day tour in Cagayan, a group of Chinese businessmen have expressed interest in investing in the economic and industrial zones of the province.
    Cagayan Governor Manuel Mamba told the Philippine News Agency on Wednesday that the Chinese investors led by Vivian Zhang, Chen Yan and Xhen Zhen Cui toured economic areas in the region and the proposed areas for development, including the proposed international airport at the tri-boundaries of Tuao, Piat, and Solana towns from Dec. 19-20.
    Zhang said once they are back in their country, “we will also definitely endorse the province’s economic zones for possible investments.”
    The Chinese traders were briefed about Cagayan’s investment plan by provincial officials.
    The Cagayan International Gateway Project, which includes the long-term development plans of the province such as the Cagayan International Airport, Cagayan Smart City, International Seaport, Heavy Industrial Park and Cagayan Railway were presented to the investors.
    Rolando Calabazaron, Cagayan Provincial and Planning Development Officer, described Tuao as “a strategic location as the center of neighboring provinces such as Apayao and Kalinga.”
    The vast land could potentially be developed at any time for investment, he added.
    Meanwhile, during their visit to the Port of Aparri, the investors were briefed on its history and its proposed reopening.
Aparri town administrator, lawyer Mary Jane Tadili said the "expansive areas" of Aparri West and East will be connected through the current bridge that is being built in the area, while a space for the industrial zone for investors is also ready.
In Enrile, Mayor Miguel Decena Jr. presented the tourism development plan of his town including a view deck with a zipline in the "Tsukulate Hills" and a fishery in Carague Lake.
    Zhang, who owns a silk cloth and courier business and is president of the commerce chamber in Zhejiang, China, said their group has at least 100,000 members.

Missing man's body found in Cagayan river

UNIDENTIFIED -- The body of this man discovered floating in the Dummun River, Gattraran, Cagayan on Nov. 26 has not yet been identified. The man is believed to be in his 30s and is 5’5 in height. Gattaran PNP can be contacted at 0916-517-7702.

The man is believed to be in his 30s and is 5’5 in height.
    He was sighted floating in the Dummun River here in Barangay Sta. Maria by children who were at the river on the morning of said date.
    Mark Domingo of MDRRMO Gattaran, in an interview, said they were able to retrieve the cadaver at 10 a.m. on said date, but up until now, it had not yet been claimed by his family.
    Domingo said the guy was wearing a black T-shirt and blue pants.
    MDRRMO Gattaran urged families who have missing relatives to coordinate with PNP Gattaran.
    This is also to hasten the process of identifying the dead body.

TUGUEGARAO, Cagayan -- Interior Secretary Benjamin Abalos Jr. on Tuesday announced that he will be “personally monitoring” the case of the third-year medical technology student who was shot in the parking lot of a university here
CCTV footage of the shooting and beating of the victim, identified as Althea Vivien Mendoza, went viral on Nov. 13.
    “I was appalled by the viral video showing Saint Paul University-Tuguegarao student Althea Vivien Mendoza being shot and beaten by another student inside their school campus,” Abalos said in a statement.
    “Rest assured that I will personally monitor this case and ensure that justice is done,” he continued.
    Abalos added he would engage with educators to explore methods for enhancing the safety of children within school premises.
    He also hoped schools could devise improved strategies for identifying troubled or disturbed individuals, enabling earlier intervention.
    “I ask the public to join me put an end to violence against women and children,” the Department of the Interior and Local Government chief said.
    The suspect was temporarily released on Nov. 16 after posting a P236,000 bail.
    Police Regional Office 2 spokesperson Major Sharon Mallinllin told media that respondent Kristian Rafael Ramos, a medical technology student, was able to post bail on Nov. 16.
    “He was able to post a P200,000 bail for frustrated murder and P36,000 for violating BP 881 (Batas Pambansa Bilang 881 or Omnibus Election Code,” Mallinllin said Nov. 17.
    She added the bail order was issued by Tuguegarao City Regional Trial Court Branch 5.

Protesters denounce EDCA sites in Cagayan

TUGUEGARAO CITY -- About 100 flag-waving protesters and supporters staged a lightning rally in front of Rizal Freedom Park here Nov. 8, denouncing the presence of two Enhanced Defense Cooperation Agreement (EDCA) sites in Cagayan.
    "Peace, No to War, no to EDCA," the rallyists said in their placards, posters and flags they displayed during the demonstration in an utter show of their disapproval of the two EDCA sites.
    The rallyists believed the inclusion of Cagayan as an EDCA site is putting the province at risk of a possible war with China.
    Later, about 300 villagers who went to the protest rally site were given a kilo of rice as assistance.
    Mateo Dicen, spokesman for the People for Peace and Development (P4PD), said the new sites here in Cagayan will put the province at a disadvantageous position and make the province a target of "China's possible nuclear attacks or war."
    Macaria Mendoza, a 60-year-old supporter, told the Manila Times that they strongly oppose the addition of EDCA sites by the United States in the country.
    The EDCA sites are at the Lal-lo International Airport in Lal-lo town and the Camp Camilo Osias Naval command base in Santa Ana town.
    The Philippine government earlier signed a pact with the United States for the EDCA, which allows the US to rotate troops into the Philippines for extended stays and allows the US to build and operate facilities on Philippine bases for both American and Philippine forces.
    Aside from the two Cagayan sites, also added on February 2 this year were Balabac Island in Palawan and Camp Melchor Dela Cruz in Gamu, Isabela.
    Cagayan Gov. Manuel Mamba earlier condemned the inclusion of the province, adding that they had not been consulted on the sites.
    He said he did not want the province to become a potential target of a Chinese nuclear attack.
    Defense Secretary Gilbert Teodoro Jr. allayed fears in his inspections at the EDCA sites.
    He said this would help villagers through infrastructure enhancement and repair projects, developing new infrastructure projects at existing EDCA locations and exploring new locations that will build a more credible mutual defense.
    In 2016, five EDCA sites were established at Antonio Bautista Air Base in Palawan, Basa Air Base in Pampanga, Benito Ebuen Air Base in Cebu, Fort Magsaysay in Nueva Ecija, and Lumbia Airport in Cagayan de Oro.

Boat capsizes off Cagayan waters; 14 fishmen rescued

CALAYAN, Cagayan -- Fourteen fishermen were rescued when their boat capsized in the waters off this town Monday, Nov. 20.

The Philippine Coast Guard said the fishermen were onboard MB Agalexa 2 when they encountered rough seas within vicinity of Ensenada Point off Camiguin Island.

The PCG substations in Calayan and Camiguin Island sent deployable response group teams to conduct search and rescue operations.

Three motorized boats rescued the 14 fishermen and brought them to Camiguin Island.

The fishermen were declared to be in good physical condition by the rural health unit.

Abalos visits student shot twice, hit with gun 11 times

TUGUEGARAO CITY -- Interior and Local Government Secretary Benjamin Abalos Jr. has ordered Philippine National Police (PNP) to provide protection and security to Althea Vivien Mendoza and her family.
Mendoza is a college student who was shot and assaulted by her classmate here.
    In a statement when he went to the victim’s province week, Abalos told Mendoza’s family that he would seek justice for her.
“Kaya ako nagpunta rito, para dalawin ang pamilya ni Althea at tiyakin na mabibigyan ng katarungan ang nangyari sa kanya, and to assure the family of their security,” he said.
    (The reason why I went here is to visit Althea’s family and to ensure justice will be rendered after what happened to her, and the family of their security.)
    Based on police reports and as seen on a video that went viral, suspect Kristian Rafael Ramos shot Mendoza twice.
    Then, he whipped her head with a pistol 11 times at the parking lot of Saint Paul University Philippines in Nov. 13.
Abalos said the victim is confined at Cagayan United Medical Doctors Hospital, where she is recuperating from the injuries she sustained from the attack.
    To help with her medical bills, Abalos said Dept. of Interior and Local Government coordinated with Philippine Charity Sweepstakes Office for donations.
    Ramos, on the other hand, is facing charges of frustrated murder and violation of Omnibus Election Code on gun ban.
    He was temporarily released after a local court allowed him to post P236,000 bail on Nov. 15.
    Out of sum, the suspect posted P200,000 bail for frustrated murder and P36,000 for violating the election code.

Med tech stude shot by classmate in Tuguegarao

TUGUEGRAO CITY -- A third-year medical technology student was shot by her classmate at the parking lot of Saint Paul University Philippines here Nov. 13, police said.
    Police identified the victim as Althea Vivien Mendoza and her classmate as Kristian Rafael Ramos.
    Based on the report, authorities said a security guard and a library staff heard the victim crying for help while inside a parked vehicle around 5:30 p.m.
    Witnesses Jun-Jun Ignacio and Mark Anthony Laude approached the vehicle and saw Ramos assaulting Mendoza, prompting both of them to alight the vehicle.
    As seen in CCTV footage, witnesses fled the area after Ramos pointed his gun at them.
    After that, the suspect went inside the car and drove away from the parking lot.
    A concerned citizen rushed the victim to Cagayan United Medical Doctors Hospital, where she is currently recovering.
Moments later, he also shot the victim twice before hitting her head 11 times using his weapon.

Cagayan conducting bird flu surveillance vs spread

TUGUEGARAO CITY, Cagayan – The Provincial Veterinary Office is keeping an eye on possible spread of avian influenza or bird flu among dCucks in this province.
    Dr. Myka Ponce, PVET veterinarian, recently conducted blood and swab samples on ducks in Santa Teresita, Gonzaga, Santa Ana, Buguey, Aparri, Camalaniugan, Enrile, and PeƱablanca to ensure that they are safe from bird flu.
The surveillance is conducted twice a year by PVET especially in coastal areas that are often visited by migratory birds that are possible carriers of bird flu.
    This province recorded a bird flu case in Solana last January but was immediately controlled.
    The PVET is awaiting the results of the collected blood and swab samples and assured that they will continue surveillance in Claveria, Sanchez Mira, and Ballesteros.

Rider dies after rescue vehicle hits motorcycle in Abulug, Cagayan

ABULOG, Cagayan – A rescue vehicle designed to save lives became the reason for the death of a 28-year-old motorcycle rider in an accident that transpired here recently.
    The incident, according to police, happened at Lucban Bridge in Calog Sur of said municipality.
    The victim was traversing the bridge on board his motorcycle when he was allegedly hit by new barangay rescue vehicle of Upper Atok, Flora in Apayao, then headed to opposite direction.
    The rescue vehicle was driven by a certain Marcito Viernes, 54.
    With impact of collision, the victim, identified as Aurelio Agbisit, 28, was thrown a meter away on said bridge.
    He was brought by responding authorities to Far North Luzon Hospital in Luna, Apayao, but declared dead on arrival by attending physician.
    The driver of the rescue vehicle, was taken in custody by Abulog Municipal Police Station.
    He was facing charges of reckless imprudence resulting in homicide as no amicable settlement was made at press time.

Cagayan’s Buguey town celebrates Crab Festival

TUGUEGARAO CITY — About 2,000 individuals feasted on a 1,000-kilo mud crab meat to go with other viands during the Buguey Crab Festival in Cagayan on Friday, October 27.
    Mayor Licerio Antiporda 3rd said that the cooked metric-ton crabs served to villagers, guests and visitors were a manifestation of the town’s moniker “Crab Capital of the North” where high-quality crabs are produced.
    “This is a thanksgiving for crab farmers and others to promote our products,” he added.
    The town has also earmarked funds for crab farmers through its “crab industry development research regulatory extension and livelihood assistance” to boost the industry.    
    We will be working to produce frozen crabs which are export-quality,” the mayor said.
    The mayor earlier asked the villagers not to transport crab outside Buguey for five years to improve production and hasten its population.
    “We have big crabs but we also have medium and small ones which should be protected. They lay their eggs along the sea and then come back to the rivers,” he added.
    The Buguey event also featured competition on crab dancing and street dancing, Mr. and Ms. Teen Crab Buguey, and crab cooking contest.

PAL resumes Tuguegarao daily flights after 4 years

TUGUEGARAO CITY – After a four-year hiatus, flag carrier Philippine Airlines (PAL) has officially resumed its daily regular flights between Manila and Tuguegarao beginning Oct. 29.
    Forced by the flight stoppage before the pandemic in 2019, villagers welcomed the resumption of the route to Tuguegarao to allow travel to the economic center of Cagayan Valley, not only from Manila but from other domestic points.
Cagayan Gov. Manuel Mamba was optimistic that the resumed operations would further enhance tourism and economic opportunities in the province and nearby areas.
    “This will stimulate tourism and the economy. It will also open possible international and connecting flights in the future to other countries,” he said.
    “We look forward to serving Tuguegarao and Cagayan people with daily flights to and from Manila to strengthen air connectivity to boost travel between the vibrant heart of the Cagayan Valley region and other different tourist and business centers in the Philippines,” Rabbi Vincent Ang, PAL Express president, said in a statement.
    PAL Manila-Tuguegarao-Manila flights will operate daily with morning departure of PR 2014, Manila-Tuguegarao daily and depart Manila at 9:05 a.m. and arrive in Tuguegarao at 10:10 a.m. while PR 2015 Tuguegarao-Manila will also be daily, leaving Tuguegarao at 10:50 am and arriving in Manila at 11:50 a.m.
    These PAL flights will be operated by 180-seater Airbus A320 aircraft offering both Comfort Class (12 seats) and regular Economy Class (168 seats) service to the city which has about 180,000 villagers.

Training farmers on digital marketing

TUGUEGARAO CITY -- To empower farmers in Region 2 (Cagayan Valley), they need to be introduced to the dynamic world of digital marketing.
    The idea was cited by no less than the Dept. of Trade and Industry's (DTI) Comprehensive Agrarian Reform Program (CARP), which said it can be done through the conduct of a Digital Marketing Seminar and Workshop on Effective Post Creation among farmers cooperatives and associations.    
    Manilyn Ponce, DTI Region 2 information officer, said one of the successful seminars and workshops on Oct. 19, 2023, conducted on digital marketing was attended by members of The Farmers of Luna Agriculture Coop. (TFoLAC) in Barangay Lalog 1 in the town of Juan in Isabela.
    She said 27 agrarian reform beneficiaries (ARBs) were given a valuable opportunity to explore the dynamic world of digital marketing.
    Ponce said the primary objective of the seminar-workshop in Barangay Lalog 1 was to empower the TFoLAC to expand its product presence and connect with a wider audience through digital marketing.
    She said digital marketing seminars and workshops address the growing importance of digital marketing and its relevance in today's business landscape.
    Like the ARBs in Barangay Lalog 1 during the seminar, Ponce said they were equipped with the latest digital marketing trends and techniques, with an emphasis on the benefits of adopting digital business strategies.
    She said the TFoLAC's journey into the digital sphere began with the creation of its official Facebook page, where participants learned how to navigate the platform effectively.
    Ponce added that the digital marketing seminar also includes both theoretical knowledge and practical demonstrations uploading sample posts on the newly established Facebook page.
    Like the seminar and workshop with the TFoLAC members, they were given hands-on experience in crafting engaging and effective online content, she said.
    Meanwhile, officers of the TFoLAC noted that by embracing modern marketing strategies, the cooperative would strengthen its market networks and adapt to the evolving business landscape.
    The successful collaboration between DTI-Isabela and the TFoLAC exemplifies the government's commitment to supporting rural communities and fostering economic growth through innovative means, Ponce said.
    The knowledge and skills gained by the ARBs will undoubtedly contribute to the prosperity and sustainability of Luna town's agricultural sector, she said, adding that it also provided a valuable opportunity for the farmers to explore the dynamic world of digital marketing,
    The seminar in Lalog 1 was coordinated by Billy Joe Concepcion, provincial CARP coordinator, along with Luna Junior Business Counselor Novelyn Eder, and Productivity and Efficiency Unit Head and Senior Trade and Industry Specialist Mary Rose Dumpit.

Callao Cave reopens after three years

PEƑABLANCA, Cagayan -- For the first time in three years, the historical Callao Cave opened its doors to tourists on Monday.
Region 2 (Cagayan Valley) executive director Gwendolyn Bambalan of the Department of Environment and Natural Resources (DENR) said the reopening of the cave was agreed upon through a resolution approved on Thursday, October 12.
    The resolution was approved by the members of the Protected Area Management Board (PAMB) of the PeƱablanca Protected Landscape and Seascape (PPLS).
    Also the PAMB chairman, Bambalan said reviving the ecotourism industry in this town through its cave and river systems will also benefit the vendors or stall owners, tourist guides, boat operators, and even the local government unit (LGU).
    "It is high time for us to reopen the Callao Cave for the appreciation of the public, especially during long vacations, as well as to bring back the livelihood of the locals here in PeƱablanca," she said.
    Bambalan encouraged members of the board to help in the preservation of the cave and other natural resources within the protected area and "to strictly enforce national policies in managing natural parks."
    She also cited the directive of DENR Undersecretary for Policy, Planning and International Affairs Jonas Leones "to be stern in allowing the construction of development projects within protected areas, especially in strict protection zones."
Carolyn Tumamao, DENR Region 2 information officer, said a resolution was also approved regarding the membership of the National Museum of the Philippines (NMP) to the PPLS management board.
Tumamao said the membership of the NMP is to help preserve the historical and archeological value of the Callao Cave including other natural landscapes.
She said the resolution was passed during the meeting on Thursday, which was also attended by representatives of the provincial local government of Cagayan, municipal and barangay LGUs of PeƱablanca, and the Philippine National Police.
While tourists visiting from October 16 to 27 are given free entrance to the cave, those who will arrive on October 28 and onwards shall be charged an entrance fee of P100.
However, students, local residents, senior citizens and persons with disabilities shall be charged P50 less. Foreign visitors shall be charged P200 while children seven years old and below shall be free of charge.
Tumamao said other fees for car parking, birthday or wedding photo shoots, and other purposes shall also be collected with rates currently being finalized by the PAMB.

After deadly crashes Northern Luzon planes' airworthiness questioned

TUGUEGARAO CITY -- The airworthiness of planes in Northern Luzon has been receiving flak from villagers amid recent crashes, the latest was the crash in Apayao that killed two pilots on August 3 this year.
    "The planes are decades already in existence. Every time we travel, we are 50-50 of landing alive. It is so hard for us who usually travel by plane from our coastal area to submit reports and attend meetings and other obligations in the mainland," Maconacon civil registrar Maria Teresa Oriarte said on Thursday.
    Another coastal resident, engineer Nellie Limboy of Divilacan, said their plight must be given attention by national and local leaders who should see to it that local airlines plying mainland Isabela or Cagayan to its coastal areas have safe planes.
    The villagers have brought to fore the usual concerns on airworthiness of the aircraft flying the Maconacon-Tuguegarao and Palanan-Cauayan City routes and other Northern Luzon routes.
    Earlier in August, retrieval teams recovered the bodies of the instructor-pilot and student-pilot who perished in the plane crash in Sitio Matad, Barangay Salvacion, Pudtol, Apayao.
    The body of 24-year-old Capt. Edzel John Tabuzo was turned over to his family while the body of student-pilot Anshum Rajkumar Konde, 20, was turned over to the Indian Embassy and later to his family.
    Tabuzo, who had his solo flight on March 11, 2022, was allegedly in control of the "routine flight"; with Konde as student-pilot.
    The recent air disaster has prompted the Civil Aviation Authority of the Philippines through its central office to review and revisit the planes, facilities and other amenities of airline companies plying Northern Luzon, Marlyn Sagursor, CAAP North Luzon manager, earlier said.
On April 14, 2009, after two weeks since it went missing on April 2 of the same year, the wreckage of the Britten-Norman B2A Islander plane, a twin-engine, nine-seater aircraft with tail no. 764, was found at a slope with thick forest cover in Sitio Bayang, Barangay San Miguel, Baggao, Cagayan.
The seven passengers were confirmed dead.
They were Captains Tomas YaƱez and Reiner Ruiz, the pilot and co-pilot, Senior Police Officer 2 Rolly CastaƱos, Maconacon local government driver Celestino Salacup, Divilacan town councilor Abelardo Baggay, Sapinit village chief Joel Basilio (Divilacan) and Divilacan town zoning officer James Bakilan.
The plane, owned by Chemtrad Aviation Corp., and its crew were bound for Maconacon town in Isabela province when it met the accident.
The unpredictable weather and the "tricky mountain slopes" at the 265,000-hectare Northern Sierra Madre natural park are the usual concerns of pilots flying in the area as planes have been regularly checked for maintenance and certified by the government for airworthiness, according to Philippine Air Force tactical operations group reports in previous meetings.
Yet, villagers taking the plane ride in Maconacon or Palanan town have no choice because of the lack of road network to mainland Isabela, former Divilacan town councilor Nortencio Pecaat said.
"We are putting our lives at risk, but we have to because of important commitments in the mainland," Pecaat added. Former Palanan municipal civil registrar Isabel Castillejos said the government must develop a road network at the foothills of the Sierra Madre mountain ranges to possibly lessen plane accidents.
Aside from the recent plane accident, other noted plane tragedies in Cagayan Valley and Cordillera, as culled from past reports released by government agencies, include:
On Dec. 12, 2003, a British-made, high-wing, twin-engine turbo propeller plane (tail number RPC-868) owned by Chemtrad crashed onto a slope along Susong Dalaga in Dimapnat, Divilacan town.
The wreckage was found two days later.
Killed were Capt. Lamberto Melo, the plane's pilot, Capt. Marvin Regis, co-pilot; and Mario Valdez, crew chief.
The plane was on its way back to Tuguegarao City after airlifting passengers to Maconacon town.
On Dec. 7, 1999, an Asian Spirit twin-engine turboprop plane crashed along Mount Mamparang in Debibi, Cabarroguis, Quirino, killing 23 people on board.
On May 20, 2000, a single-engine Cessna plane crashed on the mountain slope of Susong Dalaga of the Sierra Madre mountains in Divilacan town in Isabela.
The bodies of Capt. Edgardo Castillo, plane pilot, and passengers, dentist Haydee Cabrera and her children, three-year-old Hazel and one-year-old Nicole, were found dead eight days later.
In 1993, four people including then Tourism regional head Conchita Santos were found dead after the single-engine Cessna plane crashed off the Sierra Madre forests in Divilacan town.

DBM declares Cagayan’s 2023 budget inoperative; ‘violations committed by provincial board’

TUGUEGARAO CITY — Local officials of the provincial government of Cagayan disclosed the Dept. of Budget and Management suspended the province’s programs and projects after it deemed the provincial government’s budget inoperative in its entirety.

    Cagayan Provincial Board Member Rodrigo de Asis said that the DBM declared inoperative the 2023 Annual Budget of Cagayan after the Sangguniang Panlalawigan cut a large chunk of it this year, adding that the DBM has seen violations committed by the Sangguniang Panlalawigan.

    He added that the Sangguniang Panlalawigan slashed Cagayan’s budget with P21 million from the 20 percent development fund of Cagayan contrary to the provisions of the Local Government code.

Cagayan Valley execs set drive against vote-buying

CAMP Marcelo A. Adduru, Tuguegarao City, Cagayan – The Police Regional Office-2, with the Commission on Elections and other government agencies, hosted the Regional Joint Security Control Center meeting and launched the Regional Committee on Kontra Bigay (vote-buying) at the PRO-2 Conference Hall in this camp on Wednesday, Sept. 27. 
    Police Brig. Gen. Christopher C. Birung, PRO-2 director, through the Regional Intelligence Division, presented update on election areas of concern in Region 2 or Cagayan Valley. 
    Birung reported that 45 and 16 barangays fall under the orange and yellow categories, respectively.
Despite this, he said, the region was generally assessed to be peaceful.    
    Myrtle V. Marayah, Election Officer III of Naguilian, Isabela, discussed premature campaigning and reminded candidates to campaign only during the campaign period from October 19 to 28.
    Comelec Regional Election Officer Ederlino Tabilas noted that automated elections helped reduced cheating. "Allegations of cheating and fraud in the election were reduced in 2010, during the introduction of automated elections."

Cagayan products, goods showcased in China expo

TUGUEGARAO CITY, Cagayan -- The Dept. of Trade and Industry (DTI) Region 2, in partnership with the city government of Tuguegarao, showcased Cagayan Valley's micro, small and medium enterprises (MSME) products and services in the China-Asean Expo (Caexpo) 2023.
    The DTI Region 2 said on Monday the inclusion of Cagayan MSMEs in the showcase was aimed at strengthening the region's MSME foreign exports and trade relations as part of their effort to enter Chinese market, other Asean countries and international businesses.
    "The Region 2's participation is geared towards penetrating the international market, bridging export and investment promotions, and strengthening foreign export and trade relation," the department said.
    Products included in the showcase were crop and fruit-based processed food snacks such as the Chichamatis or tomato chips of Lighthouse Cooperative, banana chip of One Asia Trade, others such as shrimp products of Dataj Aquafarm, and handwoven trendy bags made out of pandan leaves, among others.
    For Tuguegarao City Mayor Maila Ting-Que, the expo is an opportunity for the city's entrepreneurs to grow and expand their businesses.
    She urged businesses to invest in the city after it was featured as the "City of Charm" in the Philippines for showcasing its tourism potentials that are ideal for investment opportunities.
"With this, we expect more visitors to come to Tuguegarao City to invest and also to experience our warm hospitality," she said.
"Our city is excellent for forging partnerships to sustain our local economic development. We welcome big ticket investments that will generate employment and provide sustainable solutions in our city," she added.

Caexpo 2023 is being held in Nanning, China. It started on September 16 and will end on September 19. The Philippine delegation is led by the Center for International Trade Expositions and Missions (Citem), the export promotions arm of the DTI.
Caexpo is an international economic and trade communication event that aims to bolster the China-Asean Free Trade Area.

Thousands join coastal cleanup in Cagayan

TUGUEGARAO CITY -- At least 500 volunteers from the business sector, national government agencies, municipal and barangay local government units teamed up to clean the Pinacanauan River and tributaries in line with the International Cleanup Day on Saturday.
    More than 2,200 kilos of garbage composed of plastic wrappers, straws, bottle caps and styrofoam among others were collected in the cleanup activity which was held simultaneously in the country.
    The International Coastal Cleanup (ICC) engages people to remove trash from the world's beaches and waterways to raise awareness about the growing pollution on various beaches of the world.
    With the theme "Clean Seas for Healthy Fisheries," most of the attendees were employees of SM City Tuguegarao, along with some employees of government agencies and police and firefighters.
    Department of Environment and Natural Resources regional director Gwendolyn Bambalan said garbage must be properly disposed of not in rivers, especially plastic materials, that end up in the seas and destroy marine biodiversity.
    "Environmental volunteerism is alive," she added.

    SM Tuguegarao mall manager Kristine Iris Ceballos said they have been implementing year-round sustainable programs called the green movement, emphasizing that their operations are aligned with sustainable and environment-friendly practices focused on energy conservation, solid waste reduction and water conservation.

    In Balanga City, SM City Bataan led in the cleanup of the City Wetland and Nature Park, a well-known tourism area here visited by migratory birds.

    Paula Erika Gayeta, SM City Bataan public relations officer, said 100 kilograms of various wastes, mostly food wrappers, plastic straws, bottle caps and plastic beverage bottles, were gathered in the coastal area along Barangay Tortugas.

    Joining SM City Bataan and SM Supermarket employees, agency and security personnel were representatives from the Provincial Environment and Natural Resources Office, the Bataan Police Provincial Office, schools and residents of Barangay Tortugas and Pto. Rivas.

    "Leading the coastal cleanup reflects the strong commitment of SM Supermalls to environmental responsibility and sustainability coupled by its dedication to reducing carbon footprint, conserving resources and promoting eco-friendly practices," said Gayeta.

    In Samal town, thousands of volunteers also joined the simultaneous cleanup drive.

    Chairman Hector Forbes of Barangay Sta. Lucia and Ibaba Barangay chairman Orland Malibiran led volunteers in the early morning cleanup in their respective villages.

    Sacks full of different garbage were gathered in a river in Sta. Lucia and along the coastal area in Ibaba.

In Sta. Lucia, most of the participants were members of the barangay council, barangay police, health workers and other barangay officials and volunteers.

    Forbes said Samal Mayor Alex Acuzar directed leaders of 14 barangay and village and municipal workers to participate in the activity.
