Jueteng collectors, 5 others nabbed by Cordillera cops  

CAMP DANGWA, La Trinidad, Benguet -- Three individuals were arrested for illegal gambling while five others were nabbed for various crimes in Cordillera last week.

Chief Supt. Isagani Nerez, regional police director, said two persons were arrested after they were caught collecting jueteng bets beside the Louie Auto Supply, Happy Homes-Old Lucban in Baguio City morning of March 7 at around 9:30 a.m. 

Nerez named the arrested kubradors as Mark Manda Reyes, 23, of Purok 3, West Quirino Hill and Jayson Enriques de Castro, 24, of Slaughter Compound, Sto. Nino, Magsaysay Avenue.

 Members of the Baguio City Intelligence Unit confiscated from arrested jueteng collectors cash bets amounting to P 1,105, Meridien papelitos and two blue ballpens.

 On the other hand, three individuals were nabbed for illegal possession of firearms in Apayao and Abra.

 A farmer who was under the influence of liquor was arrested in Barangay Emiliana, Sta Marcela, Apayao by the personnel of the Sta. Marcela municipal police station (MPS) at about 9 p.m., also on March 7.

Senior Supt. Albertlito Garcia, provincial police director of Apayao, identified the arrested farmer as Jay Ar BuenoDela Cruz, 25, and a resident of Barangay Mungo, Tuao Cagayan.

Dela Cruz was drunk while holding a handgun went to the house of Ramil Molina Garcia, resident of BrgyEmiliana, Sta Marcela, Apayao and had a fist fight with Garcia.

 Responding policemen together with e relatives of the Garcia pacified the suspect and confiscated his unlicensed 12 guage shotgun three bullets.

 A barangay chairman was also nabbed after he and his companions were caught in possession of firearms by Abra Police Provincial Public Safety Company (PPSC) elements in a police checkpoint along Sinalang, Barangay Angad, Bangued, Abra Monday morning.

Senior Supt. Benjamin Lusad, provincial police director, identified him as Ronie Bermudez Bringas, 38, of Angad, Bangued, Abra.

 Bringas was on board a motorcycle coming from Barangay Angad when he suddenly made a U-turn to evade the police checkpoint but he was blocked and he was searched that yielded his Cal. 45 pistol.

When asked for documents, he showed his firearm license card with defaced number that led to his arrest and the confiscation of his Cal. 45 Charles Daly pistol bearing Serial Number CD024177 with magazine loaded with 9 bullets while his motorcycle was impounded.

Another drunken farmer named Calixto Guzman Buena Sr., 61, a widow and a resident of Gravelinar, Barangay Namarabar, Peñarrubia, Abra was arrested by Peñarrubia town police in Barangay Riang, Peñarrubia evening of the same day.

 Buena was arrested by policemen after a concerned citizen informed them that he was drunk and armed with a handgun tucked on his waist.

He could not show documents which resulted to his arrest and confiscation of his Cal. 45 Colt MK IV Series 80 bearing Serial Number 849220 with magazine loaded with 6 bullets. 

In Calanasan, Apayao, residents surrendered their firearms to Calanasan police March 8.

Punong barangay Andres Balalio 59  of Barangay Eva, Calanasan, surrendered his Cal. 38 revolver while SadamPoquin, 23, both residents of Eva, Calanasan, also qavea  Cal. 45 pistol .  

Another lady named Jane Balicag surrendered her late husband’s Cal. 38 revolver and silencer to Sagada, Mountain Province police.

 All arrested suspects are now detained.

Acetylene gang member, 9 other wanted persons nabbed

CAMP DANGWA, La Trinidad, Benguet -- Another member of the Bedking Acetylene Gang was captured including two top most wanted persons and seven other wanted persons in the different provinces.

Joint operatives of the Regional Intelligence Division and Baguio City Police Office nabbed the gang member in his residence on March 7 by virtue of a warrant of arrest issued by Judge Edilberto T. Claravall, of the Regional Trial Court Branch 60, Baguio City for robbery with intimidation with recommended bail of P100,000.

Elwas A.K.A Eric Moga, Domingo Dorigas Alias Etog, 47, of Acupan, Itogon, Benguet and a resident of Purok 2, Monticello, Camp 7, Baguio City.

His group was responsible for robbery incidents in some parts of Zambales, Marikina, Laoag, Angeles, Cavite, La Trinidad, Benguet and Pangasinan.

 Aside from the arrest of the gang members, two notorious TMWPs and seven other wanted persons were arrested by police.

The No. 3 TMWP of Buguias, Benguet   landed in jail after he was arrested by the members of the Buguias police in Barangay Abatan, in the town Monday morning.

Senior Supt. Rodolfo Azurin, provincial police director said the farmer who wanted for rape was identified as Abluyen Mangosan Kiblasen, 46, farmer, and a resident of Sinacyan, Sebang, Buguias.

He was nabbed after Judge AgapitoLaoagan Jr., of the RTC Br 64, Abatan,Buguias issued a warrant for his arrest. 

Kalinga’s No. 5 most wanted person also fell in the hands of members of the Kalinga Intelligence Branch and Provincial Anti-Illegal Drug Operations Task Group after he was arrested in his residence Tuesday at about 9:35 a.m. 

Senior Victor Wanchakan, provincial police director said that the arrested murderer was identified as Aster Macabeo, 38, a resident of Purok 7, Bulanao, Tabuk City, Kalinga who was nabbed by virtue of a warrant of arrest issued by Judge Anastacio Anghad of the Regional Trial Court, for murder.

Seven other wanted persons were also arrested in three days. On March 11, Rene Bersalona Pacorsa, 43, farmer, was arrested in his residence in Ayuyeng, Pidigan, Abra for theft with recommended bail bond of P 44,000.00 and Levi Embes Sap-ay, 39, jobless and a resident of Suyoc, Calot, Banangan, Sablan who was arrested in Purok 5, Irisan, Baguio City for violence against women and children with a recommended bail bond of P140,000.

On March 10, one Rolland Halipan Libag, 20, farmer of Abucot Eddet, Kabayan, Benguet was arrested in Bashoy, Kabayan, by virtue of two warrants of arrest for serious and slight physical injuries with a total recommended bail bond of P14,000. 

Other arrested wanted individuals were Liberina Tira Sarmiento, 65, a resident of Central Saddle, Philex Mines, Tuba, Benguet who was nabbed in Poblacion, Tuba, for estafa with recommended bail bond of P 20,000; and, Lourdes Roselio Rosales, 61, businesswoman, and a resident of Barangay San Agustin Sur, Agoo, La Union who was arrested for violation of BP22 (Anti Bouncing Check Law).

 Others were Jun Batlong, who was arrested in his residence in Bario Concepcion, Tala, Caloocan City for frustrated murder, and Richardo Alonzo Cabanilla, who was arrested at Dumampot, Asingan, Pangasinan for theft, both nabbed on March 7.

P400K marijuana found in Kapangan shack

KAPANGAN, Benguet--  Some P 400,000 worth of marijuana leaves and seeds were found abandoned in a shanty here in Sitio Lao-angan, Gadang last week.

Police discovered 15 kilos of Marijuana leaves and one kilo Marijuana seeds and burned these on site in the presence of the barangay officials led by barangay chief Mariano Bagtila.

Chief Supt. IsaganiNerez, regional police chief , said after burning marijuana plants, operatives held a meeting with barangay officials to remind them of the need to curb cultivation of the illegal hemp and spare the public and their constituents from negative effects of marijuana.

Security guard arrested for alarm and scandal

BAGUIO CITY -- A 47- year old security guard was arrested after a concerned citizen informed the police of his indiscriminate firing here along Leonard Wood Rd., Cabinet Hill, March 3 around 10:30 a.m. 

Responding members of the Baguio City Police Office Station 3 apprehended the suspect who was identified as Salvador TacataRabena, resident of the area.

Conficated from him was a Cal.38 revolver loaded with two bullets with no documents.

 Rabena was charged with alarm and scandal and violation of Republic Act 10591 and is now detained at the jail while the firearm was submitted to the PNP crime laboratory for ballistic examination.

2 men surrender over illegal drugs, firearms

BANGUED, Abra -- Two men surrendered to members of the Abra Police provincial Office, 22nd Special Action Company and Regional Public Safety Battalion after negotiations on March 3.

Abra provincial police director, Senior Supt. Benjamin M. Lusad identified them as Saturnino Brazil Bayle Jr., 34, farmer, of Barangay Calaba here who was charged for illegal drugs and firearms.

Also charged for the same offences was Jimmy Brazil Bayle, 32, driver, of same residence.

Both are now under the custody of Abra provincial police office.

Calanasan folks turn in firearms 

CALANASAN, Apayao – Three firearms were surrendered to police here when they visited a barangay on their campaign against loose firearms March 2.

Senior Supt. Albertlito Garcia, Apayao provincial police director, identified  the gun owners as ReunilioKirtug, 59, who surrendered his US carbine, Cal .30 and one magazine; Tirso Gobing, 43, barangay tanod who turned in a Cal .22 pistol, both residents of Butao, Calanasan, and Edelberto Piagan, 44, driver, of Poblacion, Calanasan, Apayao who gave in a Cal .45 pistol.

Bomb found in Buguias

BUGUIAS, Benguet -- A 10-kilo, 1.5 feet long and 4 inches in diameter vintage bomb was found by a farmer while digging a canal in his garden in here Bayoyo, Buyacaoan at about 6:30 a.m. on March 3.  

The unidentified farmer immediately informed police who took the bomb from the site.

Cordillera’s most wanted drug personality nabbed

CAMP BADO DANGWA, Benguet—Authorities recently arrested the top most wanted drug person of the Cordillera Region in Benguet.

Ronald Ricardo, regional director of the Philippine Drug Enforcement Agency-Cordillera Administrative Region identified the suspect as Efren Olsim y Guillao alias “Molkang”.

Ricardo said,Olsim was arrested on March 1, at around 3:45 p.m. in Loo, Buguias, Benguet, by elements of PDEA-CAR, PDEA Special Enforcement Service and Buguias police.

 Three months ago, Ricardo said, authorities failed to arrest Olsim during a raid on a drug den which was operated by Olsim.

 Olsim, 36, married, college undergraduate, farmer, native and resident of Poblacion, Buguias, is the older brother of Julim Olsim y Guillao, the leader of the Olsim drug group, who was busted in a operation on November 21, 2013, at Pico, La Trinidad, Benguet, Ricardo said.

 Olsim’s warrant of arrest, with Criminal Case Numbers 14-CR-9785 and 86, for Violations of Section 11 (Possession of Dangerous Drugs) and Section 12 (Possession of Paraphernalia for Dangerous Drugs), both of Republic Act 9165, was consequently issued for his evasion of capture on November 21 last year when PDEA – CAR agents raided a liquor bar at Pico, La Trinidad, Benguet, for maintenance of drug den and other grave drug law violations. Confiscated then at the shabu den, which he co-operates, were five sachets of shabu and various drug paraphernalia, Ricardo said.

 Ricardo added, urine sample taken from Olsim gave positive test result for the presence of the dangerous drug, Methamphetamine, a psycho stimulant of the phenethylamine and amphetamine class of psychoactive drugs like shabu. Thus, he will be facing rap anew for Use of Dangerous Drugs. – Larry Madarang

‘Drug peddler’ nabbed in Kalinga

TABUK CITY, Kalinga -- A 25 -year old man was arrested by police and anti-narcotics agents in an anti- drug buy-bust operation here along Viloria Street, Purok 2 Bulanao Norte last week.

 Senior Supt. Victor Wanchakan, Kalinga provincial director, identified the arrested drug dealer as Michael B. Macagne, 25 and a resident of Purok 1 BulanaoTabuk City, Kalinga.

 Operatives from the Kalinga Police Provincial Office, Intelligence Branch and Provincial Anti-Illegal Drug Special Operations Task Group confiscarted from the suspect sachet containing residue of shabu; another sachet containing white crystalline substance believed to be shabu; and P500 marked money used in the operation.

Macagne and pieces of evidence were brought to the Kalinga provincial police office  while a case for illegal drugs  is set for filing against the arrested drug pusher.

Five Cordillera cops awarded

CAMP BADO DANGWA,La Trinidad, Benguet—Five policemen were awarded medals here Monday for meritorious services.

Chief Supt. Isagani Nerez, regional police director gave the awards assisted by the members of the command group.

Medalyang Kasanayan was awarded to SP01 Jennifer Baguidudol of the Ifugao Police Provincial Office for topping order of merit of the Public Safety Leadership Course (PSJLC) while MedalyangPapuri was awarded to PO2 Jenny M. Cutig of the Mountain Province PPO, second and PO3 William Aspilan Jr. of  Benguet PPO as third in order of merit.

MedalyangPapuri was awarded to five members of the PRO-COR Band for demonstrating exemplary devotion during the “Ang Galing ng Pulis” Battle of  the Bands on march 7 at the Thunderbird Industrial Park, Poro point, San Fernando City, La Union.  

The same award was also given to PO1 Mario Hiblawan and PO1 Omar Pelobello of the Regional Public safety Battalion for their drive against criminal elements through intensified conduct of  police operation. --

PDEA to inaugurate new forensic labs

BAGUIO CITY --  Cordillera, Cagayan Valley and Central Luzon  are among the six regions in the country which will have their own forensic laboratories for narcotics detection.

The Philippine Drug Enforcement Agency said it will set up the new additional forensic laboratories in different regional offices starting June this year and will be completed before the year ends.

Through the project, said PDEA Director General Undersecretary Arturo Cacdac, all PDEA regional offices around the country will have their own forensic laboratories.

These include PDEA Regional Offices in 4A (CALABARZON) in Calamba, Laguna; Autonomous Region in Muslim Mindanao (ARMM); and Regional Office 8 in Palo, Leyte. 

Ten forensic laboratories were set up last year.

The PDEA has inaugurated in February the forensic laboratory of PDEA Regional Office 9 (PDEA RO9) in Zamboanga City.

The PDEA RO 4A forensic laboratory to be inaugurated on March 25, 2014 is capable of conducting forensic examinations using Thin Layer Chromatography (TLC).

TLC is a chromatographic technique that is useful in separating organic compounds.  Owing to the simplicity and rapidity of TLC, it is often used to detect, identify and analyze various illegal substances and monitor the progress of organic reactions and to check the purity of dangerous drugs.

Four forensic laboratories in PDEA RO1 in La Union, PDEA RO7 in Cebu City, PDEA RO6 in Iloilo City, and PDEA RO11 in Davao City are capable of conducting qualitative and quantitative examination using Gas Chromatograph Mass Spectrometry (GCMS).

GCMS is crucial in the conduct of confirmatory drug test to those who are tested positive in screening tests.

Forensic laboratories in PDEA RO4B (MIMAROPA) and PDEA RO8 are capable of conducting drug test using the Gas Chromatography Flame Ionization Detector (GCFID), an instrument that measures the concentration and purity of confiscated dangerous drugs.
