Baguio guidelines for quarantine control, checkpoints, patrols on Covid-19 operations

BAGUIO CITY – The city government and police have set guidelines for quarantine control, checkpoints, patrols on Covid-19 operations in this tourism resort:
1. All BCPO personnel shall wear masks, gloves and Face shields at all times and maintain a daily diary. Immediately report to the administrative office all personnel who are feeling unwell and/ or exhibiting symptoms of COVID-19.
2. We are on 24 hour curfew. We shall ensure that our citizens shall stay at home.
3. A special taxi service was established to cater to those needing emergency medical care (hotline number 09236207038). Taxi units are placed on call to address this need and they should strictly adhere to the policy of ferrying only those on medical services. No other taxi units are allowed to be roaming around on the streets except for extreme emergencies.
4. PUJs will also be deployed as another mode of transport for people going to the market and to work. Special permits from BCPO have been issued.
5. Private vehicles may be used. Likewise, motorcycles and bicycles will still be allowed as means of transportation but “angkas” will no longer be allowed in view of the strict implementation of social distancing.
6. Except for those stated above, all mass public transport facilities and systems remain suspended.
7. APORs shall be allowed to move freely within the city and shall not subject to the curfew. Health workers are to be given priority at all times and shall not be made to queue and be delayed in transit.
For media personnel, as they are still in the process of getting accreditation from PCOO, their company IDs shall suffice as proof of identity.
8. Marked vehicles of utility companies (BAWADI, BENECO, PLDT), garbage trucks and delivery/ cargo trucks shall have freedom of movement at all hours within the city without need for special permit.
9. Cargo trucks (any type of cargo) shall pass unhampered and unimpeded. For passing through cargo vehicles, drivers should not be made to go down or be replaced. driver and helper can stay in the vehicle during unloading of cargoes.
10. Express lanes have been established in our checkpoints for health workers, government employees, security services emergency vehicles, cargo trucks and government marked vehicles but occupants shall still be subjected to thermal scan
11. Social distancing shall strictly be observed in all establishments and all places, to include those in vehicles, at all times
12. No mask no entry policy in the city. All commuters and pedestrians shall be required to wear masks before being allowed entry. Improvised masks are allowed. It should be worn at all times.
13. Generally, non-residents of Baguio will not be allowed entry into the city. For the purpose of the quarantine, residents of the LISTT (La Trinidad, Itogon, Sablan, Tublay, Tuba) shall be considered residents of Baguio. As such, they shall be allowed entry but any restriction and / or limitations placed on the movement of residents of Baguio shall also apply to them while within the city.
Residents from other towns entering the city for medical care shall be granted entry without need for a special pass. This shall include those availing regular dialysis treatments.
14. For travel within the city of ferry services to include those carrying people from other places working in the City, a special permit shall be secured from the office of the CD, BCPO.
15. Sari- sari stores shall be allowed to operate until 8p.m. to allow them to cater to the additional needs in their barangays.
16. Jogging and exercising at whatever time in the day or night, in all our parks and areas in the City, is strictly prohibited.
17. Barangay Pinget has been put into lockdown. No one is allowed to go in and out of the Barangay except for APOR and during their scheduled market day (MWF – -2 5 p.m).
There shall be NO checkpoints established by barangays at national / provincial roads. Barangay roads shall be under the supervision of the PNP.
19. We have pedestrianized the public market and instituted modeling pedestrian and crowd flow movement inside and ensure its proper implementation.
20. The city will be implementing a strict schedule in the procurement of basic necessities. The following schedule shall be followed:

DIstrict 3,4 and 5- 9AM - 1PM
District 6 and 7- 11AM - 3PM
District 8, 9 and 10- 1PM to 5PM
Brgy Irisan – 5AM-11AM (PUROK 19 TO 28) / 11AM-5PM (PUROK 1 TO 18)

District 19 and 20- 9AM- 1PM
District 16, 17 and 18- 11 AM - 3PM (except Barangay Irisan)
District 14 and 15- 1PM - 5PM

Quarantine and special vehicle Passes for Tuba residents have been suspended. Only those with legitimate medical services or needs and registered store owners buying stocks are allowed by Tuba LGU to enter the City.
TUBLAY
No schedule given. Only Special Cargo Truck from the Municipality to buy supplies and Fish and Vegetable Dealers will be allowed entry.
SABLAN

Barangays shall issue a uniform Home Quarantine Pass (HQP) to each household valid for the ENTIRETY of the QUARANTINE PERIOD. Only ONE PERSON PER HOUSEHOLD shall be allowed to go out. Check the HQP of all persons outside of their residences. Anybody caught violating this schedule shall be apprehended.
Exempted from the schedule are authorized persons outside residences (APOR).
DOCUMENTS TO LOOK FOR:
PUVs- Special permit from BCPO
APOR- ID. In the absence of ID, certificate of employment shall be presented. Workers’ pass and food pass are not requirements.
Non-APOR- QHP
Private vehicles used as ferry for employees- Special permit from BCPO
Other private vehicles need not present any pass as long as the occupants are authorized to be out.
SUNDAY is lockdown day, everybody is expected to stay at home except for APOR and for medical emergencies. Vital establishments such as groceries and drugstores shall remain open except those located within the City Market. Senior citizens can use this day as their grocery day.
In all anti-covid operationsp, maximum tolerance and respect for human rights should always be observed.
